At the January 14, 2026, Board meeting, the STA Board adopted STA’s 2026 Legislative Platform and Priorities. This year the STA will continue to focus on advancing projects that support the economic vitality of Solano County such as the accessibility to Travis Air Force Base, I-80/I-680/SR 12 Interchange Construction Package Phase-5, complete funding for the Jepson Parkway Complete Streets Project, and efforts to establish zero-emission modes of transportation for all transit operators.

| | Projects Update: I-80 Express Lanes and State Route 37/Fairgrounds Drive | | |
The Bay Area Infrastructure Financing Authority (BAIFA) and Caltrans officially opened 18 miles of Express Lanes along the I-80 corridor in Solano County. Express Lanes drivers are encouraged to sign up with FasTrak to use the lanes. All drivers must have FasTrak to use the lanes.
The lanes operate seven (7) days a week, from 5:00 AM to 8:00 PM. Tolls are shown on overhead signs along the highway and increase as traffic increases and decreases as traffic decreases.
Carpools with three (3) or more people and motorcycles can use the lanes for free, 2-person carpools can use the lanes for half-toll, and solo drivers will pay the full toll. Carpools and motorcycles must have a FasTrak Flex Toll Tag mounted in the vehicle and set properly to receive free or discounted tolls.
Income-eligible drivers can also apply to receive discounts to use the I-80 express lanes.

| | State Route 37/Fairgrounds Drive | | |
The STA, in close coordination with the California Department of Transportation (Caltrans) and the City of Vallejo, is continuing construction work on the new State Route 37/Fairgrounds Drive Interchange Project in Vallejo. The interchange improvement project will enhance motorist safety and improve bicycle and pedestrian access with construction of a new divergent diamond interchange. This is the first-ever divergent diamond interchange (DDI) constructed in the Bay Area and only the second-ever constructed on a major highway in California.
Construction at SR 37 and Fairgrounds Drive started construction in April 2025. The site is near the Six Flags Discovery Kingdom Theme Park and the Solano County Fairgrounds. In May, traffic in both directions were shifted to the west side of SR 37 and a temporary pedestrian walkway was constructed. Now, STA and Caltrans are moving forward with work to reconstruct the existing Fairgrounds Dr. and widen the roadway to accommodate the upcoming Diverging Diamond Interchange.
During the weeks of January 26, 2026, and February 2, 2026, northbound traffic on Fairgrounds Dr. from State Route 37 to Gateway Dr. will be reduced to one lane. Additionally, Fairgrounds Dr. will be restriped during this time. Construction is scheduled to be completed in May of 2026.
| | STA Board Discusses Solano Express Service Changes and Funding | | The STA Board recently discussed proposed Solano Express service changes and funding options following recommendations from the Solano Express Subcommittee meeting held on December 18, 2025. The discussion focused on maintaining service to UC Davis, addressing near-term and long-term budget challenges, and identifying cost-effective alternatives to traditional express bus service. | |
The primary topic was the future of the Solano Express Blue Line service beyond Dixon and Vacaville to the UC Davis Memorial Union. STA staff and subcommittee members discussed several funding and service options that would allow service to Davis to continue while addressing projected operating deficits.
STA staff will continue evaluating Solano Express service and funding options in coordination with the STA Board subcommittee, SolTrans, and funding partners, and will return to the STA Board with additional details in future meetings. The goals are to identify recommendations that maintain service, improve reliability, and use public funds responsibly.
| STA Board Approves Annual Audit | | |
At the January Board meeting, the STA Board approved the agency’s Annual Comprehensive Financial Report (ACFR) for Fiscal Year (FY) 2024–25.
The independent audit was conducted by Maze and Associates, which completed STA’s fourth annual financial review and confirmed the agency’s 20th consecutive year of receiving an unqualified (clean) audit opinion. This reflects STA’s long-standing commitment to financial management and transparency.
Key findings from the FY 2024–25 annual audit include:
- All funds were used in compliance with applicable federal and state statutory and regulatory requirements
- Program costs were determined to be reasonable and necessary
- No material weaknesses or compliance issues were identified

During the first quarter of Fiscal Year (FY) 2025–26, Solano Mobility continued to expand its employer, commuter, and student programs, providing reliable and equitable transportation options for residents throughout Solano County.

One of most impactful programs this quarter was the continued success of the Solano Mobility Express Vanpool Program, launched in August 2023 in response to the elimination of the Solano Express Blue Line service between Vacaville, Dixon, and Sacramento.
Program highlights for the first quarter of FY 2025–26 include:
- 1,025 rides provided during the quarter
- 32 active riders
- Zero missed routes
- Two 14-passenger vans and two 9-passenger vans operating in the morning and afternoon commutes with professional drivers
- Program extended through June 30, 2026

Since program inception, the vanpool has delivered 9,562 total rides and earned an impressive 4.96 out of 5 customer satisfaction rating.

| | California State Governor Releases State Budget | | |
On January 9, 2026, Governor Newsom released his proposed Fiscal Year (FY) 2026-27 budget, based on the latest economic forecasts available to the Governor and the Department of Finance (DOF). Due to significantly improved tax revenue collection in late 2025, the Governor and DOF project that the State faces a $2.9 billion deficit – a significant reduction from the Legislative Analyst’s Office’s projection last year of an $18 billion deficit. The Governor has proposed a $348.9 billion balanced budget with $23 billion in total reserves. This is up from $321.1 billion in total spending, with $15.7 billion in reserves, from the FY 2025-26 final budget.

Get Involved with STA Advisory Committees
The STA has positions on our Bicycle Advisory Committee, Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC).
The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects.
The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination.
