The DDI is the first of its kind in the Bay Area and only the second in the State of California to open to traffic.



The newly redesigned interchange at the intersection of State Route 37 (SR 37) and Fairgrounds Drive improves traffic flow and safety while reducing congestion. The innovative Diverging Diamond Interchange design reduces conflict points by eliminating left turns against oncoming traffic. The result is both safer and easier for motorists, pedestrians, and cyclists to access and navigate.

Construction at SR 37 and Fairgrounds Drive started construction in April 2025. The new DDI represents a major investment in safer, smarter, and more connected travel through Vallejo and Solano County, representing one part of the greater Resilient SR 37 Project.

Caltrans Update: I-80 Westbound Carquinez Bridge Deck Rehabilitation

At the July STA Board meeting, Caltrans provided the STA Board with an update on the upcoming I-80 Westbound Carquinez (Al Zampa Memorial) Bridge Deck Rehabilitation Project. Scheduled for August 21–24, 2026, the project will rehabilitate the bridge deck between the eastern end of the Carquinez Bridge in Vallejo and the westbound Pomona Street off-ramp in Crockett. The work is designed to improve ride quality, extend the bridge deck's service life, preserve its structural integrity, and enhance safety for the motorists who travel along this corridor.

To safely complete the work, Caltrans will implement a 53-hour full weekend closure of westbound Interstate 80, beginning at 10:00 PM on Friday, August 2, 2026, and reopening by 3:00 AM on Monday, August 24, 2026. The full closure allows crews to replace the top layer of asphalt concrete while accommodating specialized paving operations that require daytime temperatures and uninterrupted work conditions. Caltrans noted that the closure is the safest and most effective approach for both construction crews and the traveling public while minimizing the overall duration of traffic impacts.

Nightly Traffic Control on State Route 12 for Pavement Rehabilitation

Caltrans is continuing their pavement rehabilitation work on State Route 12 (SR 12), which is expected to be complete on July 31, 2026. This work includes rebuilding parts of the roadside to keep the highway strong, adding material along the shoulders for safety, installing asphalt dikes to help guide rainwater away from the road, and putting down new permanent lane striping for better visibility. These activities help maintain a safe and reliable roadway for all travelers. Eastbound and westbound lanes of SR 12 will be subject to one-way traffic control with one lane open at a time, alternating directions of traffic through the work zone.

Mondays to Thursdays from 8:00 PM to 5:00 AM the following mornings

Weekend closures as needed:

Saturdays from 9:00 PM to 8:00 AM the following mornings

Sundays from 9:00 PM to 5:00 AM the following mornings

Solano Priority Production Area Plan Update

The Solano Priority Production Area (PPA) Plan is a collaborative effort between STA and the Solano Economic Development Corporation (Solano EDC) that intends to strengthen the county's economy by attracting, creating, and retaining middle-wage jobs. Funded through a Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG) planning grant, the countywide plan seeks to better align employment opportunities with housing while reducing the number of Solano residents who commute outside the county for work.

The draft plan identifies several strategies that would help build Solano County's existing strengths, including its transportation infrastructure, industrial land, deep-water port, skilled workforce, and proximity to major research institutions such as UC Davis. Recommended focus areas include energy resilience, maritime industries, life sciences and agricultural technology, advanced air mobility, and energy production and microgrids. The PPA Plan highlights the importance of regional collaboration among local jurisdictions, educational institutions, workforce development partners, utilities, and industry leaders to remove barriers to economic development and position Solano County to compete for future state and federal investments.

Solano I-80 Westbound Truck Scales Update

The Solano I-80 Westbound Truck Scales project will replace the existing Cordelia Truck Scales along westbound I‐80, which was constructed in 1958 to inspect trucks entering the San Francisco Bay Area from locations nationwide. It currently accommodates between 500 and 700 trucks per day and consists of two dynamic scales, one static scale, four inspection bays, and limited parking. Existing access from I‐80 consists of short on and off ramps, resulting in truck traffic backing up onto I‐80 and increasing the potential for rear‐end accidents. During peak traffic periods experienced several times per week, the facility is closed to incoming trucks to prevent this queuing.

The new truck scales facility will be relocated 0.7 mile east from its current location and will provide a new braided off‐ramp connection and new entrance ramp connection to/from westbound I‐80. Direct access to the facility will also be provided from westbound State Route 12 (east). The new facility will have the capacity to inspect all westbound I‐80 trucks passing the facility 24 hours per day, seven days a week, with seven covered inspection areas to accommodate long vehicle combinations, elevated structures to enable inspectors to check the domes and top portions of cargo trucks, “Weigh In Motion” scales with the capability to sort truck traffic into the appropriate lane along the approach roadway, and a minimum of four sets of scales to accommodate two lines of empty and loaded trucks.

Solano Mobility Programs: Employer, Commuter, and Student Programs FY 2025-26 Third Quarter Report

Solano Mobility oversees 16 countywide programs that help reduce traffic congestion, improve access to public transportation, lower vehicle emissions, and expand transportation choices for employers, commuters, students, older adults, veterans, and people with disabilities. These programs support the goals of Plan Bay Area 2050+ by promoting transportation equity and strengthening connections to transit throughout the county.

Programs for Employers, Commuters, and Students include:

Bucks for Bikes

Purchasing a new commuter bike and helmet? If you live, work, or attend college in Solano County and are at least 18 years old, you can receive 60% reimbursement of the cost of a new bicycle up to $300 by applying for the Bucks For Bikes Program. 

Capitol Corridor + Lyft

Want to try the train for your work commute? If you live or work in Fairfield, Vacaville, or Suisun City, for $20, you can receive a 10-ride Capitol Corridor pass plus free Solano County Lyft connections (up to $25) to the two county train stations.

Equitable Access to Justice

This program was launched on July 1, 2023, by the Solano County Superior Courts in partnership with the Solano Transportation Authority to help jurors, prospective jurors, specialty court participants, and collaborative court participants who do not have access to transportation or cannot afford transportation by providing them with fully funded transportation subsidies for court-related travel within Solano County. The goal is to eliminate transportation obstacles as a barrier to court participation.

First/Last Mile

Solano County residents and employees who need help connecting with Solano County transit hubs for alternative commutes can receive 80% off their Lyft rides (up to $25). Connect to all Solano County Solano Express bus stops, Solano County Transportation Centers, the SF Bay Ferry, and the two Solano County train stations (Suisun-Fairfield Station and Fairfield-Hannigan Station)—a total of 12 transit locations.

Guaranteed Ride Home

If you're ready to choose an alternative commute, but are worried about getting home in an emergency; if you have to work unscheduled overtime; if your rideshare must leave early or stay late; or if your transit route is cancelled or doesn't show up on schedule: the Guaranteed Ride Home (GRH) program offers "insurance". This program provides an alternative option to get home in the case of an emergency by allowing registered users to take a Lyft, Uber, or Taxi. The GRH program can be used six times a year, no more than three times a month, for up to $100 per trip. Participants must have used an alternative transportation mode to get to work on the day they use Guaranteed Ride Home.

Solano Express Route 30

Starting August 3rd, STA’s Solano Mobility will launch Solano Express Route 30 to connect Vacaville, Dixon, UC Davis Memorial Union, and downtown Sacramento. Route 30 will offer convenient transit service for commuters, students, and Solano County residents.

Get Involved with STA Advisory Committees

The STA has positions on our Bicycle Advisory Committee, Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC).

The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects. 

The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination.
