STA Board Adopts STA's Overall Work Plan for FY 2025-26 and 2026-27

At the June 11 Board meeting, the Solano Transportation Authority (STA) Board unanimously adopted the Overall Work Plan (OWP) for Fiscal Years 2025-26 and 2026-27.


This two-year planning document outlines 61 plans, projects, and programs that align with STA's mission to improve mobility, travel safety, and economic vitality throughout Solano County. The OWP serves as the strategic for upcoming budgets and supports regional transportation objectives.


The OWP covers a wide range of initiatives, including roadway improvements, active transportation plans, and mobility programs tailored to veterans, seniors, and people with disabilities.

STA Board Approves Regional Transportation Impact Fee Funding for Four Projects

At the June 2025 STA Board meeting, the STA Board approved over $5.6 million in Regional Transportation Impact Fee (RTIF) allocations for four infrastructure projects across Solano County.


These include funding for:


·        Vacaville's Jepson Parkway Phase 1C

·        Solano County's McCormack Road Project

·        Benicia's Columbus Parkway Project

·        Suisun City's Solano Rail Hub Project.


The funding supports local jurisdictions in delivering critical transportation improvements.

The RTIF program plays a critical role in ensuring that regional growth is supported by corresponding infrastructure investment. By allocating these funds, STA is helping cities and the county advance high-priority projects that ease congestion, support future development, and improve regional connectivity for residents and businesses alike.

STA Board Approves Funding of State Transit Assistance Funds and Population-Based Funds for Solano Mobility Programs, Solano Express, State Route 37/Fairgrounds Drive Interchange Improvement Project

On June 11, 2025, the STA Board approved the allocation of $8.2 million in State Transit Assistance (STAF) Population-Based funds for Fiscal Year 2025-26. This funding supports services such as Solano Express operations, Solano Mobility Programs for older adults, veterans, people with disabilities, commuters, students, and other transit capital and planning projects.


The approved programming ensures that Solano County continues to offer efficient and equitable public transportation while adapting to future transit trends and demands.

STA Co-hosts State Route 37 Fairgrounds Drive Open House Event

On June 5, STA partnered with the California Department of Transportation (Caltrans), the Metropolitan Transportation Commission (MTC), the City of Vallejo, and Solano County to co-host a community Open House on the State Route 37 Fairgrounds Drive Diverging Diamond Interchange Project. The event offered Vallejo residents a chance to learn more about the project, which is currently under construction and scheduled for completion in 2026.

The Open House focused on providing local community residents with information about the State Route 37/Fairgrounds Drive Interchange Improvement Project and the Diverging Diamond Interchange that will be implemented with the project. Informational stations provided information to the public about various aspects of both projects.


Project representatives were available at each station to present information and answer questions. Attendees engaged with visuals showing the project’s purpose, need, design features, schedule, and transit and active transportation connections, supported by posters like the “Purpose and Need,” “DDI Design,” and “Transit/Mobility Hub” boards.

STA Board Approves Agreement for SolTrans to Operate Solano Express for Fiscal Year 2025-26

With a cost-sharing plan totaling $10.3 million, the STA Board approved funding for SolTrans to continue operation of the Solano Express service in FY 2025-26. The funding supports five intercity routes and is part of a larger agreement between STA and its local transit funding partners. This ensures continued intercity connectivity and transit access throughout the county.


The agreement includes performance monitoring and financial accountability provisions, ensuring effective use of taxpayer funds with the Solano Express network providing critical links between cities, regional transit hubs, and major employment centers. 

STA Allocates Rural Transit Funding to Dixon Readi-Ride and Rio Vista Delta Breeze

On June 11, the STA Board approved the distribution of Federal Transit Administration funds to support rural transit services in FY 2024-25. Dixon Readi-Ride will receive $406,134 and Rio Vista Delta Breeze will receive $259,583. This funding helps sustain essential transit options for residents in Solano County's rural communities.


The funds will support operating expenses, helping maintain current levels of service in areas where transit is often the only reliable transportation option. These programs are especially important for seniors, people with disabilities, and low-income households who depend on public transit for access to healthcare, employment, and education.

STA Board Supports Express Lane Pilot Program with Conditions on Interstate 80

At the June 11, 2025, STA Board meeting, the STA Board voted to support a proposal from the Bay Area Infrastructure Financing Authority to conduct a three-year pilot program on the I-80 Express Lanes.


Expected to launch in Fall 2025, the program aims to manage congestion during the weekday and on weekends and generate revenue for corridor improvements, including expanded express lanes and express bus services.


STA emphasized that any additional revenue generated through tolling should be reinvested in Solano County. Proposed uses include completing additional managed lanes in the Dixon segment and enhancing public transit and Transportation Demand Management (TDM) programs to reduce reliance on single-occupancy vehicles.

STA Board Adopts Extension of Solano Mobility Programs, Guaranteed Ride and Travel Training

Recognizing the value of its Solano Mobility Programs, the STA Board approved the contract extensions for the Guaranteed Ride Program and Travel Training services. These programs provide mobility support for Solano Express riders and individuals needing personalized travel assistance and will continue through FY 2025-26.


The Guaranteed Ride Program offers back-up transportation options through rideshare services for riders impacted by missed trips, while the Travel Training program helps seniors and individuals with disabilities gain confidence and independence using transit. These efforts are part of STA’s broader mission to ensure equitable access to transportation services across all demographics.

STA Invites Participants to Take the Comprehensive Transportation Plan Survey

The Solano Transportation Authority invites Solano County residents and commuters to participate in an important survey that will gather community input to identify needs, challenges, and potential transportation improvements.


The Comprehensive Transportation Plan (CTP) is the primary long-range planning document for Solano County designed to create a safe, equitable, and sustainable multi-modal transportation system that meets the diverse mobility needs and sustainability goals of our communities. The plan will serve as a roadmap for the Solano Transportation Authority to guide transportation investments over the next 30 years, including active transportation (walking and biking), roadways and highways, public transit, equity, and land use.


A key element of updating the CTP is collaborating with members of the public to create a shared vision for a transportation system that is safe, equitable, sustainable, and meets the needs of Solano residents. Your input will play a crucial role in shaping transportation decisions in Solano County for the next 30 years.

STA Board Appoints Two Residents to Serve on Advisory Committee

To support inclusive transportation planning, the STA Board appointed Shannon Lovelace-White of Molly’s Angels and Teri Ruggiero to serve three-year terms on the Paratransit Coordinating Council. Their experience in social services and advocacy will help ensure equitable transit access for older adults and people with disabilities.


Advisory committees like the Paratransit Coordinating Council provide input on specialized transit services, including accessibility enhancements and service reliability. Having Solano County community members present at these advisory committees provides STA with unique insight into how to make better improvements to the needs of our residents.

Get Involved with STA Advisory Committees


The STA currently has open positions on our Bicycle Advisory Committee (BAC), Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC). 


The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects.


The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination.
