On June 30, 2026, Daryl Halls will have his final day at the Solano Transportation Authority (STA). He started his career at the STA in 1999, and his leadership transformed the STA to a project delivery agency, which led to the completion of major highway projects across the county from the first Diverging Diamond Interchange in Vallejo (the first in the San Francisco Bay Area), to new I-80 Cordelia Truck Scales, and to 18-miles of I-80 HOV/Express Lanes. As a small county in the Bay Area, Daryl had a big voice ensuring Solano County was represented in policy decisions, funding programs, and regional planning/programming. He will be remembered for his wisdom, knowledge, and kindness in improving mobility for all. The STA thanks Daryl for all his efforts and wishes him a long, happy, and enjoyable retirement.
The STA Board appointed Robert Guerrero, Deputy Executive Director/Director of Planning, as Interim Executive Director until a formal Executive Director is appointed.
| | STA Board Adopts STA’s Overall Work Plan for FY 2026-27 and 2027-28 | | |
At the June 10 STA Board meeting, the Solano Transportation Authority Board adopted the Overall Work Plan (OWP) for Fiscal Years 2026-27 and 2027-28. This two-year planning document outlines 63 plans, projects, and programs that align with STA's mission to improve mobility, travel safety, and economic vitality throughout Solano County. The OWP serves as the strategic planning document for upcoming budgets and supports regional transportation objectives.
The OWP covers a wide range of initiatives, including roadway improvements, active transportation plans, and mobility programs tailored to veterans, seniors, and people with disabilities.

| | State Route 37/Fairgrounds Drive Stage 5 Construction Update | | |
The Solano Transportation Authority, in close coordination with its transportation partner, the California Department of Transportation (Caltrans), is continuing construction work on the new $25 million State Route 37 (SR 37)/Fairgrounds Drive Interchange Improvement Project in Vallejo. The interchange improvement project will enhance motorist safety and improve bicycle and pedestrian access with construction of a new Diverging Diamond Interchange. This is the first-ever Diverging Diamond Interchange (DDI) constructed in the Bay Area and only the second-ever constructed on a major highway in California.
The Diverging Diamond Interchange will provide a safer, easier entrance to Vallejo while improving accessibility for residents and businesses near the SR 37 and Fairgrounds Drive corridor. The new interchange will improve traffic flow in the area, increasing connectivity to transit, the greater Vallejo area, and employment and recreation centers, including Six Flags/Discovery Kingdom. The project will allow bicyclists and pedestrians a more direct bike path to Vallejo from surrounding communities, such as American Canyon and Napa, and low-cost transportation options to local attractions.
Construction is scheduled to be finalized in early July 2026, and was delivered in partnership with the City of Vallejo, Solano County, Caltrans, and the Metropolitan Transportation Commission.

| | STA Board Adopts Comprehensive Transportation Plan Priority Projects List | | |
The Solano Transportation Authority’s Comprehensive Transportation Plan (CTP) serves as the primary long-range planning document that guides and prioritizes the STA’s investments in transportation. It also serves as the foundational document from which transportation projects and programs are considered for the Metropolitan Transportation Commission’s (MTC) Regional Transportation Plan (RTP) called Plan Bay Area.
At the June 10, 2026, STA Board meeting, the STA Board adopted the final CTP Priority Projects List, which includes a list of active transportation, arterials, highways, freeway, and transit, and rideshare projects.
The previous CTP was last updated in 2020.

| | STA State Route 12 and 113 Subcommittee Meetings for Comprehensive Multimodal Corridor Plans | | |
The STA’s State Route 12 and State Route 113 (SR 12/113) Subcommittees met in the month of June to develop the Comprehensive Multimodal Corridor Plans (CMCP) for two of Solano County’s important transportation corridors. These committees intend to establish a long-range plan for improving mobility, safety, reliability, and connectivity along the corridors while addressing the needs of motorists, transit users, freight operators, bicyclists, and pedestrians. The CMCP process will evaluate transportation conditions and opportunities through planning horizons of 2035, 2045, and 2050 and will consider a broad range of transportation, environmental, and resiliency factors.
The planning process is guided by public engagement, including collaboration with local agencies, transit operators, and regional partners. The study will include an existing conditions analysis, the development of goals and performance measures, identification and evaluation of potential improvements, and prioritization of future investments.
| | STA issues Funding Opportunities | | |
The STA issued several upcoming federal, state, and regional funding opportunities available to member agencies over the coming months. The funding programs include opportunities to advance transportation safety, active transportation, transit connectivity, rail improvements, and infrastructure resilience projects throughout Solano County. The funding opportunities include up to $16M through the One Bay Area Grant (OBAG) Cycle 4 County Program, $5M in Community Action Resources & Empowerment (CARE), $2M in Transportation Development Act (TDA) Article 3, and $1.5M in Transportation Fund for Clean Air (TFCA). In addition, the STA, in coordination with Caltrans, informed STA member agencies of additional notice of funding opportunities (NOFO) for state and federal grants.
STA staff will continue monitoring these funding opportunities and working closely with local agencies and transportation partners to identify projects that align with program eligibility requirements and regional priorities.

Get Involved with STA Advisory Committees
The STA has positions on our Bicycle Advisory Committee, Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC).
The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects.
The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination.
We are currently looking for the following representatives:
