STA Invites You to Take the Comprehensive Transportation Plan Survey

The Solano Transportation Authority invites Solano County residents and commuters to participate in an important survey that will gather community input to identify needs, challenges, and potential transportation improvements.


The Comprehensive Transportation Plan (CTP) is the primary long-range planning document for Solano County designed to create a safe, equitable, and sustainable multi-modal transportation system that meets the diverse mobility needs and sustainability goals of our communities. The plan will serve as a roadmap for the Solano Transportation Authority to guide transportation investments over the next 30 years, including active transportation (walking and biking), roadways and highways, public transit, equity, and land use.


A key element of updating the CTP is collaborating with members of the public to create a shared vision for a transportation system that is safe, equitable, sustainable, and meets the needs of Solano residents. Your input will play a crucial role in shaping transportation decisions in Solano County for the next 30 years.

Caltrans Opens Up Westbound Interstate 80 HOV Lanes / Eastbound to Follow

On Saturday, March 8, 2025, Caltrans and partner agencies opened the new Westbound Interstate 80 (I-80) High Occupancy Vehicle (HOV) lane in Vacaville from Interstate 505 (I-505) to Airbase Parkway.

The Eastbound HOV lane is scheduled to open in late April/early May.


Roadway construction is still ongoing and the electronics and hardware for collecting tolls are still being installed. In the meantime, this lane will be available to vehicles with two or more passengers on board during the hours of 5:00 AM to 10:00 AM and 3:00 PM to 7:00 PM between Monday and Friday.


As work is still in progress, we ask motorists to please be mindful of their speed for the safety of on-site workers. The complete express lane is expected to be formally launched by late Fall 2025. For real-time traffic, click on Caltrans QuickMap.

STA Hosts State Route 12 Corridor Kick-off Meeting

On Wednesday, March 12, 2025, the STA hosted the State Route 12 (SR 12) Corridor Kick-off Meeting to mark the beginning of a collaborative effort to enhance safety, mobility, and infrastructure throughout the SR 12 corridor.


The kick-off meeting provided community leaders from the cities of Fairfield, Rio Vista, Suisun City, the County of Solano, Travis Air Force Base, and the Department of Transportation (Caltrans) an opportunity to contribute ideas and identify priorities for improving the SR 12 corridor.



State Route 12 serves as a key transportation route connecting Solano County to neighboring regions, Interstate 80, Travis Air Force Base, and plays a significant role in supporting commuter traffic, movement of freight, and local economic development. 

City of Vallejo Hosts Ribbon Cutting to Celebrate Opening of the Bay Trail/Vine Trail

The City of Vallejo, in partnership with the Solano Transportation Authority and other local community groups, celebrated the opening of the Bay Trail/Vine Trail with a ribbon cutting event held at the Vallejo Ferry Terminal.



The Bay Trail/Vine Trail is a project that consists of approximately five miles of bike and pedestrian trail facilities from the north end of Vallejo to the boundary with American Canyon and joins the Napa Valley Vine Trail, a 47-mile bicycling and walking trail. 

The project includes sections of Class I multi-use trail and sections of Class II and Class IV bike lanes along Wilson Avenue, Sacramento Street, Enterprise Drive, Lewis Brown Drive, Broadway Street, Sonoma Boulevard, Meadows Drive, and Catalina Way.

CALCOG Updates STA Board

At the March 2025 Board Meeting, California Association of Councils of Governments (CALCOG) Executive Director, Bill Higgins, was invited to speak to the STA Board. The California Association of Councils of Governments is a 49-member organization of which the STA is a part of. The mission of CALCOG is to work on behalf of regional governments in California and serve the 49 regional members so that they can better serve their local cities and counties.

STA Allocates LCTOP Funds to Transit Operators

At the March 2025 Board Meeting, the STA Board unanimously approved the allocation of $1.1 million of Low Carbon Transit Operations Program (LCTOP) funds to the six local transit operators within Solano County.

The LCTOP was created to provide operating and capital assistance for transit agencies to reduce greenhouse gas emissions (GHG) and improve mobility and prioritizes serving disadvantaged communities. Approved LCTOP projects support new bus and rail services, intermodal transit facilities, and other costs to operate those services and facilities.

STA Coordinates Short Range Transit Plans with Six Solano County Transit Operators

In partnership with the STA, the six local transit operators of Dixon Readi-Ride, FAST, Rio Vista Delta Breeze, SolTrans, Suisun Microtransit, and Vacaville City Coach will update their Short Range Transit Plans (SRTPs) to remain in compliance with the Metropolitan Transportation Commission (MTC).


Developed in alignment with broader regional transportation goals and funding opportunities, SRTPs ensure that transit services remain sustainable and responsive to growth and demand. These plans will play an important role in securing state and federal funding for future transit projects.

Rio Vista and STA Adopt Community Based Transportation Plan for Rio Vista

The STA, in partnership with the City of Rio Vista, adopted the Community Based Transportation Plan (CBTP) for the City of Rio Vista at the March STA Board Meeting. This followed the adoption of the CBTP by the Rio Vista City Council a month earlier.


The CBTP effort has enabled the City of Rio Vista and the STA to better understand current transit and mobility conditions and explore opportunities to make mobility and transportation services more accessible for Rio Vista residents. Over 600 Rio Vista residents responded to a Rio Vista CBTP survey expressing their priorities.


The objective of the Community Based Transportation Plan provides the STA and The City of Rio Vista with a collaborative process that identifies transportation gaps, proposes and prioritize strategies to help address these gaps, and identifies potential funding sources to execute these strategies.

Solano Mobility Programs Midyear Report for Fiscal Year 2024-25: Veterans, People with Disabilities, and Older Adults

Thanks to the outreach efforts of STA staff, Solano Mobility programs are reaching more people and gaining wider adoption. Solano Mobility recently completed its Midyear Report for Fiscal Year (FY) 2024–25 on its programs geared towards assisting Veterans, People with Disabilities, and Older Adults. Below are the Midyear Report’s findings:


Travel Training:  

STA’s Travel Training program remains popular with the public. To reach those who would benefit most, travel trainers visit locations such as Adult Day Programs, Senior Centers, and Senior Living Communities:


  • A total of 24 Travel Trainings (Individual, Field Trip, and Classroom) were conducted.
  • 15 presentations were conducted with 585 audience members in attendance
  • 1,470 individuals received information during 24 Outreach activities


Countywide In-Person Americans with Disabilities Act (ADA) Evaluations:

A total of 223 evaluations were conducted in the first half of FY 2024-25.

Medical Trip Concierge Program (GoGo Grandparent): 

The GoGo Grandparent Program provides older adults who are 60 or older with subsidized Lyft and Uber Rides to get to and from medical appointments within Solano County:


  • 12,946 rides were taken using the GoGo Program—an increase of nearly 4,000 rides from the last fiscal year 
  • 1,030 Wheelchair Accessible Vehicle (WAV) rides were provided between October and December

Veterans Mobility Program:

Solano County Veterans can access Veterans Affairs and medical facilities within Solano County and several locations in Contra Costa by participating in STA’s GoGo Grandparent service or utilizing the ITX program. For the mid-year report, the STA reported:


  • 164 rides were provided during the first half of FY 2024-25
  • 118 Veterans are currently registered in the GoGo program

Get Involved with STA Advisory Committees


The STA currently has open positions on our Bicycle Advisory Committee (BAC), Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC). 


The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects.


The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination. 


We are currently looking for the following representatives:
