STA Board Approves Release of the Comprehensive Transportation Plan for a 30-day Public Comment Period

The Comprehensive Transportation Plan (CTP) is the primary long-range planning document for Solano County designed to create a safe, equitable, and sustainable multi-modal transportation system that meets the diverse mobility needs and sustainability goals of our communities. The plan will serve as a roadmap for the Solano Transportation Authority to guide transportation investments over the next 30 years, including active transportation (walking and biking), roadways and highways, public transit, equity, and land use.


As part of the CTP Update process, STA staff, working with the eight Solano member agencies, identified priority projects for all three CTP elements: 1). Active Transportation, 2). Arterials, Highways, Freeways, and 3). Transit and Rideshare. On March 11, 2026, the STA Board took action to release the Draft Element Project Lists for a 30-day public comment period.

STA Board Approves 2025 Final Congestion Management Program Report

At the March 2026 STA Board meeting, the STA Board approved the Final 2025 Congestion Management Program (CMP) Report. As the designated Congestion Management Agency for the county, the STA is responsible for maintaining and updating the CMP every two years, in coordination with regional requirements.



The 2025 update builds upon the previous 2023 report and reflects the latest guidance issued in Spring 2025 by the Metropolitan Transportation Commission (MTC). STA staff focused on targeted updates to key sections of the report, including: Transportation Demand Management programs, Land Use Analysis, and the Capital Improvement Program.

The draft report underwent a thorough review process, including presentations to the Solano County Intercity Transit Consortium and the STA Technical Advisory Committee in late January 2026. Following these presentations, no additional comments were submitted, and both committees unanimously supported advancing the report for Board approval during their February meetings.


The Final 2025 CMP Report will be submitted to MTC for regional coordination and compliance. The update was funded through existing STA budget allocations, utilizing One Bay Area Grant (OBAG) 3 planning funds.

STA Board Approves Solano Mobility Express Pilot Program for Service to Vacaville, Dixon, UC Davis, and Sacramento

At the March 2026 STA Board meeting, the STA Board approved the creation of a new Solano Mobility Express Pilot Program, expanding transportation options for residents traveling between Vacaville, Dixon, University of California, Davis, and the Sacramento region.


The program is funded through a series of targeted modifications to existing Solano Mobility Programs for Fiscal Year 2026–27. Earlier in 2026, the STA Board directed staff to identify cost-saving opportunities to support a new vanpool-style service alternative in place of the previously considered Solano Express Blue Line expansion. Staff subsequently identified several program adjustments that would generate the necessary funding while maintaining core mobility services.

The newly approved Solano Mobility Express Pilot Program is designed to improve access to employment and education centers, including UC Davis and Sacramento, while addressing growing commuter needs.

STA Board Approves the City of Dixon Community Based Transportation Plan

The STA partnered with the City of Dixon to implement a Community-Based Transportation Plan (CBTP) to study and listen to the transportation challenges Dixon residents are facing.


Over 900 City of Dixon residents participated in a CBTP survey that will help the City of Dixon and the STA better understand current transit conditions and opportunities to make mobility services more accessible and efficient for older adults, youth, low income, individuals with disabilities, and all residents across the Dixon community.



By providing their feedback, the Dixon community helped design the transportation improvements that work for their community.

Solano Mobility Programs: Older Adults, People with Disabilities, and Veterans - Second Quarter Report for FY 2025-26

The STA manages mobility programs designed to complement fixed-route transit and fill critical transportation gaps across Solano County. These include specialized services such as ADA in-person eligibility assessments, intercity taxi services, travel training, a medical trip concierge program, and dedicated veterans’ transportation support.


During the second quarter of Fiscal Year (FY) 2025-26, a total of 147 travel trainings were conducted across individual sessions, field trips, and classroom settings. In addition, six presentations reached 99 attendees, while 31 outreach activities connected with 1,503 individuals.

Program highlights for the second quarter of FY 2025–26 include:



  • The ADA in-person eligibility program completed 116 evaluations
  • The intercity taxi card program provided 489 trips throughout the county
  • The medical trip concierge program, operated in partnership with GoGo Grandparent, delivered 7,838 rides, including 414 wheelchair-accessible vehicle trips
  • The Veterans Mobility Program provided 227 rides during the quarter to support those who have served.

STA Schedules State Route 12 and 113 Corridor Studies to Return in April and May

The State Route 12 and 113 corridor studies will follow the Caltrans guidance for Comprehensive Multimodal Corridor Plans (CMCP). STA staff will be selecting a consultant and reporting the CMCP progress to both corridor subcommittees. The next State Route 12 subcommittee meeting will be held on Wednesday, April 8, 2026, at 3:00 PM, while the next State Route 113 subcommittee meeting will be held on May 13, 2026, at 4:00 PM. Both meetings will be held at the STA office located at 425 Main Street, Suisun City. 

Get Involved with STA Advisory Committees


The STA has positions on our Bicycle Advisory Committee, Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC).


The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects. 


The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination. 


We are currently looking for the following representatives:
