STA's 28th Annual Awards Winners

On Wednesday, November 12, 2025, the Solano Transportation Authority (STA) held its 28th Annual Awards hosted by STA Board Chair Mitch Mashburn and the City of Dixon with over 140 attendees. The event recognized outstanding projects, partner agencies, and individuals, with eleven award winners.

I-80 Express Lanes Scheduled to Open in Solano County December 16, 2025

The I-80 Express Lanes are scheduled to be opened by the Bay Area Infrastructure Financing Authority (BAIFA) on December 16, 2025, along the I-80 corridor in Solano County. Express Lanes drivers are encouraged to sign up with FasTrak to use the lanes. All drivers must have FasTrak to use the lanes.


The lanes will operate seven (7) days a week, from 5:00 AM to 8:00 PM. Tolls are shown on overhead signs along the highway and increase as traffic increases and decreases as traffic decreases.


Carpools with three (3) or more people and motorcycles can use the lanes for free, 2-person carpools can use the lanes for half-toll, and solo drivers will pay the full toll. Carpools and motorcycles must have a FasTrak Flex Toll Tag mounted in the vehicle and set properly to receive free or discounted tolls.


Income-eligible drivers can also apply to receive discounts to use the I-80 express lanes.

STA Construction Update: State Route 37/Fairgrounds Drive and Westbound I-80 Truck Scales

State Route 37/Fairgrounds Drive

The State Route 37/Fairgrounds Drive Interchange Improvement project continues to advance through construction. This project will create roadway improvements along portions of Fairgrounds Drive, as well as providing significant improvement to the interchange at State Route 37 within the City of Vallejo by creating a Diverging Diamond Interchange. The project will create roadway, bike and pedestrian, and transit improvements. The project is scheduled to be completed and open to traffic in Spring of 2026.

I-80 Westbound Truck Scales

The I-80 Westbound Truck Scales project is also in its construction phase, implemented by Caltrans in partnership with California Highway Patrol and the Solano Transportation Authority. The new truck scales will introduce longer entrance and exit ramps, have an increased number of inspection lanes with state-of-the-art inspection technology, and a large inspection garage with seven (7) bays that will allow the new facility to accommodate up to 1000 trucks and hour—up from only 500 trucks a day at the old facility.

STA Safe Routes to School Update

Draft 2025 Safe Routes to School Plan 


The Solano Transportation Authority (STA) has completed the Solano Safe Routes to School (SR2S) Plan Update for 2025, which outlines the next five years of safety improvements, educational initiatives, and program goals to support students walking and biking to school.


Over the past two years, STA staff worked closely with Solano Public Health, local jurisdictions, school districts, and SR2S Community Task Forces to develop the plan. The update includes walk audits, community outreach, project identification, and extensive public feedback gathered during a 30-day comment period that closed in October.


The updated plan strengthens the program’s goals around student health, safety, sustainability, long-term program growth, equity, and regional collaboration. It also incorporates enhanced program evaluation metrics to better track progress and outcomes across all jurisdictions.


STA staff will present the final 2025 SR2S Plan to the STA Board in December 2025 for consideration of adoption.

Ruby Bridges Walk to School Day


On November 14th, several Solano County schools participated in Ruby Bridges Walk to School Day, joining students across the nation in honoring Ruby Bridges’ historic walk as the first African American student to integrate an all-white elementary school in 1960. Schools marked the day by encouraging students and families to walk together, promoting unity, courage, and the importance of safe, active travel to school.



The Safe Routes to School Program is proud to support this annual event, which blends history, student empowerment, and community engagement while reinforcing the value of walking and biking to school.

STA Advisory Committees Updates


The STA has positions on our Bicycle Advisory Committee, Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC).


The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects. 


The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination.
