STA's 28th Annual Awards

The STA’s 28th Annual Awards will be held on Wednesday, November 12, 2025, at Bella Vista Farms in the City of Dixon. The Award Ceremony will honor many individuals, agencies, volunteers, committee members, and projects that have been outstanding in transportation over the past year. The Awards Ceremony will include a multi-media presentation highlighting each of the nominees, award winners, and partnerships that are instrumental to the successful delivery of transportation mobility and safety projects in Solano County. 

STA And Assemblywoman Lori Wilson Host Statewide Townhall for Transportation

On October 1, 2025, Assemblymember Lori Wilson held a statewide townhall for transportation located at the STA office. The event provided participants to join for an important discussion on the future of California’s transportation funding covering roads, bridge, and multimodal projects in Solano County and across the state.


This series of townhalls taking place across the state is intended to bring together local elected officials, community members and stakeholders to discuss California’s looming transportation funding crisis and solicit feedback on proposed solutions to address the state’s funding needs in a way that is fair, affordable and accountable. 

State Route 37 Townhall in the City of Vallejo

On October 16, 2025, a community meeting for projects along the State Route 37 (SR 37) corridor was held at the JFK Library in Vallejo. The event, led by the City of Vallejo Mayor, Andrea Sorce, and District 5 Solano County Supervisor, STA Chair and Metropolitan Transportation Commissioner, Mitch Mashburn, provided an opportunity for community members and local officials to engage directly in dialogue about the ongoing SR 37 and Fairgrounds Drive Diverging Diamond Interchange (DDI) projects.

I-80 Express Lanes Scheduled to Open in Solano County in December

In preparation for the opening of the Express Lanes coming to the I-80 corridor in Solano County, Express Lanes drivers are encouraged to sign up with FasTrak to use the lanes. All drivers must have FasTrak to use the lanes.



The lanes will operate seven (7) days a week, from 5:00 AM to 8:00 PM. Tolls are shown on overhead signs along the highway and increase as traffic increases and decreases as traffic decreases.


Carpools with three (3) or more people and motorcycles can use the lanes for free. 2-person carpools can use the lanes for half-toll. Solo drivers pay full tolls. Carpools and motorcycles must have a FasTrak Flex Toll Tag mounted in the vehicle and set properly to receive free or discounted tolls.


Income-eligible drivers can also apply to receive discounts to use the I-80 express lanes.

Safe Routes to School Celebrates Walk & Roll to School Day

On October 7, 2025, students and families across Solano County joined together to celebrate International Walk and Roll to School Day. This year, 50 schools registered with Safe Routes to School (SR2S), with an estimated 29,552 students participating. From biking and scootering, to walking and rolling, students enjoyed an active, safe, and fun way to start the school day while highlighting the importance of safe and healthy transportation choices.

Solano Mobility: Employer/Commuter Programs Annual Report for FY 2024-25

STA's Solano Mobility Employer/Commuter Programs recently completed its Annual Report for Fiscal Year (FY) 2024-25. Some of the highlights are listed below:


  • Commute Solano had a total of 685 participants, an increase of 46 from the previous year


  • First/Last Mile (FLM) had an increase of approximately 200 participants with 1874 total registrants


  • Solano Express Guaranteed Ride (GR) had a total of 704 registrants, up from 526 in FY 23-24


Additionally, the Solano Community College Falcon Flyer Vanpool was successfully launched this fiscal year, offering Solano Community College students and staff a new and cost-effective transportation alternative to travel between campuses.

Solano Mobility Programs: Call Center Annual Report for FY 2024-25

Solano Transportation Authority’s Solano Mobility Call Center provides assistance and information about transportation options for everyone to travel within Solano County and beyond. In addition to providing commuters with information on a variety of transit services and incentive programs, the Mobility Call Center provides older adults, people with disabilities, and Veterans with a range of various mobility options and information. Some of our programs include:


  • Americans with Disabilities Act (ADA) Eligibility Program
  • Intercity Taxi Card (ITX) Program
  • Medical Trip Concierge Program (though GoGo Grandparent)
  • Travel Training
  • Trip Planning


During Fiscal Year (FY) 2024-25, a total of 7,816 people contacted the Solano Mobility Call Center via phone call and 167,716 visited the Solano Mobility website, with more customers discovering the Call Center every year since its formation in 2014.

STA Invites You to Take the Solano Climate Resiliency Plan Survey

The Solano Transportation Authority invites Solano County residents to participate in an important survey that will gather community input to identify needs, challenges, and potential transportation improvements that will protect Solano County’s transportation infrastructure by developing proactive responses to extreme weather risks.


This survey will help the STA understand your experiences with weather impacts on transportation and identify resilience priorities. Your feedback will play a crucial role in shaping plans to improve transportation infrastructure to ensure it meets future demands and climate conditions.

STA Abandoned Vehicle Abatement Program Report

The STA administers the Abandoned Vehicle Abatement (AVA) Program on behalf of Solano County and its participating jurisdictions. The program is funded through a $1 fee collected by the California Department of Motor Vehicles at the time of vehicle registration. These funds are allocated by the State Controller’s Office and used exclusively for the removal, abatement, and disposal of abandoned, wrecked, or inoperative vehicles on both public and private property. Participating jurisdictions include the cities of Benicia, Dixon, Fairfield, Suisun City, Vacaville, Vallejo, and the County of Solano.


Data for Fiscal Year (FY) 2024–25 shows a significant increase in vehicle abatements across Solano County, with a total of 10,503 vehicles removed compared to 7,997 the previous year. The City of Fairfield continued to lead in total abatements, while the City of Vallejo experienced the most substantial growth, more than tripling its total from 1,496 to 4,712 vehicles. The average cost per abatement also decreased from $49 to $38, reflecting improved program efficiency.



Overall, the FY 2024–25 AVA Program demonstrated progress in the removal of abandoned vehicles, improved cost-effectiveness, and strengthened collaboration among member agencies. 

STA Advisory Committees Updates


The STA has positions on our Bicycle Advisory Committee, Pedestrian Advisory Committee (PAC), and Paratransit Coordinating Council (PCC).


The BAC and PAC advise the STA on the development of bicycle and pedestrian facilities as an active mode of transportation in Solano County. To accomplish this, committee members assist the STA to develop countywide transportation plans and projects and provide funding recommendations for active transportation projects. 


The PCC works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims, and coordination.

Steven Lowe

On October 14th, Steven Lowe joined the STA as a Program Coordinator I for Solano Mobility, serving in the Employer Commuter Programs. He is a resident of the City of Vallejo and reports to Lorene Garrett, Transit Mobility Coordinator I.
