One of the first steps in the effort to expand Packard Children's Hospital and rebuild Stanford Hospital includes utility work and surface improvements. The Welch Road Utility Project includes: replacing utility services and information technology infrastructure along Welch and Quarry Roads to serve the new hospital facilities once they are built; the widening of Welch Road; replacement of sidewalks, curbs and gutters; planting of new street trees and installation of planted medians and street lighting.
Access to the Emergency Room will be maintained at all times.
SPECIAL NOTE:
Traffic Flow: Thank you for your patience with the recent traffic pattern changes around campus. In order to further alleviate traffic congestion in the Welch Corridor, two new changes are being implemented: The North Pasteur 'dog leg' will be open from 2 pm-6 pm Monday-Friday in order to relieve traffic congestion on Welch Road. In addition, the intersection at Pasteur and Welch will be signalized in the coming weeks. This change will help monitor cars at each intersection and time the lights in real time to allow traffic to move freely. This change should reduce the need for a traffic control officer at the intersection except during peak traffic hours.
Recommended Driving Routes: During 2 pm-6 pm, when the dog leg is open, we recommend the following routes to increase traffic flow on Welch and Pasteur: northbound Sand Hill Road traffic should use Oak; southbound Sand Hill Road traffic should use Pasteur. Dynamic message boards will be added at these intersections to help inform recommended traffic flow.
Holiday Construction Hours: Regular hours of construction activity will continue to be published in the 10 day look ahead. In addition, December 26th and January 2nd are recognized holidays for our contractors. There will be no construction work performed on these days.

Welch Rd is now a one-lane, one-way road going West from Quarry to Pasteur Drive. This change will be in effect for two years. South Pasteur Drive is now a two-way two-lane road. North Pasteur Drive is closed between Blake Wilbur Drive and Sand Hill Road. K-Rail will remain in place on the inboard side of Quarry Rd (between Welch and continuing up to the Quarry Extension near the turn to the Emergency Department) in order to facilitate ongoing utility work. This reduces Quarry to a two lane, two direction road during this time. Access will be maintained to the Emergency Department at all times.
New water line installation work will continue on Quarry Road. Saw-cutting and trenching work will continue behind the K-Rail on Quarry Road at Welch Road to bring in a new gas line up towards the Quarry Extension.
Please be cautious of construction trucks entering the road. Access to the Emergency Room will be maintained at all times.
UPDATE: The City of Palo Alto's utility related work on the Quarry Extension noticed previously has been cancelled.
