(2) seats available for Business Stakeholder (terms end in 2025, 2027)
(1) seat available for Community Interest Stakeholder (term ends in 2025)
 
There are also one year appointed positions for:
(1) seat available for Senior Representative Stakeholder (age 55+, 1 year appointment, term ends approximately Spring, 2024)

Council Shields Tenants Awaiting Rental Assistance

This week, the City Council voted unanimously to ensure that tenants who have applied for emergency rental assistance are not evicted while their applications are in process.  

In 2022, Los Angeles voters approved Measure ULA, funding the City’s Emergency Rental Assistance Program through an added tax on home sales over $5 million, the so-called “mansion tax.” Although applications for ULA assistance exceed the amount of tax collected to date, millions of dollars that have already been collected for this purpose have not yet been disbursed. Meanwhile many tenants who have applied for assistance are facing imminent eviction.

The amended ordinance provides that “landlords be prohibited from evicting those tenants until a determination of ULA application status has been made and funds have been distributed to the landlord, if approved.” It also states that landlords who have accepted ULA funds cannot evict tenants who owe less than one month’s rent after disbursement of ULA funds. Banning the Use of Leaded Gasoline in San Fernando Valley Airports
In council, I co-authored a resolution alongside Councilmember Monica Rodriguez that will align the City of Los Angeles with SB 1193 introduced by State Senator Caroline Menjivar. This would prohibit an airport operator or aviation retail establishment from selling, distributing, or otherwise making available leaded aviation gasoline.

The San Fernando Valley is home to two general aviation airports: Van Nuys Airport, operated by Los Angeles World Airports, and Whiteman Airport in Pacoima owned and operated by Los Angeles County. The communities surrounding these airports are defined as disadvantaged and their well-being should be placed at the forefront of any future operations of these two San Fernando Valley airports.
Update: ADA-Compliant Ramps
Installed in Sun Valley
A few weeks ago, I introduced a motion to allocate $420,000 from the Capital and Technology Improvement Expenditure Program to the Bureau of Street Services to install ADA-compliant curb ramps and reconstruct sidewalks, curbs, and gutters at two intersections in CD6.
The intersections designated for these upgrades were Laurel Canyon Boulevard and Sheldon Street, as well as Laurel Canyon Boulevard and Peoria Street.

This week in Sun Valley, our field deputy and our homeless outreach team conducted a Care+ operation on the corner of Glenoaks Blvd. and Peoria St., near our Sun Valley Waste Management facility. In a strategic collaboration with key city departments, our team was able to properly assess the situation, offer resources, and clear the encampment.
Our team is committed to addressing homelessness in our district and collaborating with key departments and organizations to ensure that we find long-term solutions towards providing housing to our unsheltered constituents.

It’s no secret that insurance providers have become more conservative because of increased wildfire threats across our county and state. As a result, homeowners are put in a tough position: pay higher premiums and comply with varied, costly, and inconsistent mitigation requirements or lose your insurance. I’ve heard from many of my constituents districtwide who are facing steep cost increases or being dropped altogether by their insurance carriers and left to fend for themselves. A constituent recently called my office and cited a 600% increase in the annual premium for insurance for homeowners in Pasadena. That’s simply unacceptable. 

That's why I introduced a motion that mobilizes the County’s advocacy on behalf of homeowners who are struggling to get or keep their insurance coverage due to wildfire threats. Because of the motion, the County will ask California Insurance Commissioner Ricardo Lara to investigate the compliance measures that insurance companies require from homeowners to keep their coverage. The motion also mobilizes Los Angeles County’s legislative advocacy team, directing them to seek opportunities for the County to support proposed laws that would stabilize California’s fire insurance market and enhance protections for homeowners. I'm proud to advocate for our residents to ensure they're insured.

The Sun Valley Area Neighborhood Council thanks Assemblymember Luz Rivas for dedicating time to bring legislature updates to our beloved Sun Valley on the evening of February 16th. We want to thank our community members as well as our neighbors for coming and bringing such important questions. Shout out to SA Recycling and Eddie Venegas for partnering with us to provide refreshments. Special thanks to the California Highway Patrol for their presence and keeping everyone safe. My most sincere gratitude to SVANC Board members Rosalío García, Lionel Mares, and Cindy Valle for their support.

LA City Speed Hump Program
New Residential Speed Hump Program
Guidelines and Launch

 LADOT is providing new guidelines and an application opening date of Thursday March 21, 2024 at 9 am for the 2024 Residential Speed Hump Program. Please note that to ensure there is initial support to conduct a study, a Block Representative must provide the name, address, and contact information of four (4) additional residents in support of the speed humps (representing 4 additional properties besides the Block Representatives). Residents must reside within the street segment where speed humps are being requested. If your neighborhood is interested in requesting speed humps, please fill out the “Pre-Application Sheet”. You can find all the information you will need to get the process started here:

Where information furnished by an individual under the Tip Program resulted in an arrest and conviction for unlawful dumping, a reward of $1,000.00 may be claimed by the reporting person. (Rewards are not available for anonymous tips).

After your Tip is received, Investigators from the Bureau of Street Services will monitor the location for several weeks in an attempt to catch the dumper.
