Ohio Homeland Security (OHS) is a collaborative team of cohesive units who share the goal of protecting against acts of extremism, violence, and terrorism. Each OHS unit has specific expertise and resources, ensuring partners receive the most effective coordination towards the unified goal of protecting Ohioans, critical infrastructure, and other key resources. Ben’s presentation will provide an overview of the role of the Critical Infrastructure Program, security and vulnerability assessments, suspicious activity reports and active shooter response.


Ben Weisbrod is the Critical Infrastructure Protection Specialist for Northeast Ohio with Ohio Homeland Security, where he leads efforts to protect and enhance the resilience of critical infrastructure across the region. In his role, Ben coordinates vulnerability assessments, conducts security surveys, and provides expert consultation to government and private sector partners. He is also actively involved in outreach and training initiatives aimed at strengthening security measures for vulnerable sectors.


Ben’s career spans a wide range of public safety and emergency management roles. He began his law enforcement career with the United States Capitol Police, protecting the U.S. Capitol Complex during major events such as the 58th Presidential Inauguration, Joint Sessions of Congress, foreign dignitary visits, and instances of civil unrest. Following his service with the US Capitol Police, he transitioned to local law enforcement and later served as Director of a non-profit that provided essential resources to those in need.


Before his current role, Ben served as the Training Coordinator for the Ohio Emergency Management Agency, where he oversaw statewide training for emergency responders and helped coordinate high-profile exercises. He has also been a key contributor to the development of Ohio’s Integrated Preparedness Plan, significantly increasing training participation across the state.


Ben holds a Master of Science in Emergency Management from Jacksonville State University and a Bachelor of Arts in Criminology from The Ohio State University. He is a certified instructor for several FEMA and state emergency management courses and holds multiple certifications in infrastructure protection, homeland security, and crisis leadership.

Question: What are the requirements for my company regarding Personal Protective Equipment (PPE)?


Answer: As a consultant, I get this question often and the answer is “it depends”. The OSHA standard 29 CFR 1910.132 requires employers to assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of PPE. Although, not specifically directed to construction industry operations, this will help comply with OSHA’s general PPE requirements for the construction industry (see 29 CFR 1926.28). Be sure to consult the OSHA standards for specific requirements concerning selection and use of PPE (like respirators and hearing protection). Ultimately, the employer needs to determine what PPE is required, ensure it is used and provided when required.


The next question is then, how do I do a PPE hazard assessment? Great question! Start with a walkthrough of the facility, talk to workers and look at injury trends. Be sure to document this review including location, name and date. Next, consider the hierarchy of controls and remember, PPE is last – so engineer out hazards first (if possible). Then select the PPE , inform (signs and policy) all staff, and train employees on why and how to use the PPE. Finally, re-evaluate this assessment periodically for changes and technology updates.

BWC Safety Intervention Grant


The Safety Intervention Grant Program (SIG) is now accepting applications! Employers can complete their application and their reporting requirements online.

The SIG program provides 3-to-1 matching funds up to $40,000 for state fund private and public employers. The funds are available to purchase equipment to substantially reduce or eliminate injuries and illness associated with a particular task or operation. 


Substance Use Prevention and Recovery (SUPR) Program


The Substance Use Prevention and Recovery Program (SUPR) combines the Drug-Free Safety Program (DFSP), DFSP Safety Grants, and the Substance Use Recovery and Workplace Safety Program (SUR) into a single program to address workplace use and misuse of alcohol and other drugs.


Safety Services catalog transitions to the new training webpage


The Safety Services catalog has transitioned to the new Safety training webpage. The updated page organizes our safety training course offerings by type and industry. Customers can easily search for available courses and register directly through the Learning Management System.


Resources and Class Information

As part of the annual regular schedule BWC will offer a selection of instructor-led classes to be taught virtually. Both in-person and virtual classes will be scheduled. Instructor-led Virtual Training Classes (VTCs) will be provided the same BWC program credits as their in-person classroom counterparts.

Advertising Sponsorships

As a forum for workplace health and safety, Summit County Safety Council is offering opportunities for your company to showcase your product/services in front of approximately 150 people in the Health, Safety, Environmental and HR Fields during a monthly safety council meeting in the upcoming program year (8/1/25 to 6/30/26). 


Advertising opportunities include:

  • E-newsletter ad for the month of sponsorship (sent the beginning of the month to approx. 700 contacts)
  • Logo on meeting reminder (sent two days prior to meeting)
  • Name and Link from our events page to sponsor's website for one month prior to meeting
  • Commercial speaking time up to 5 minutes during opening of the meeting
  • Display table at meeting for promotional materials, brochures, signage
  • Up to two paid lunches for sponsored meeting

Criteria:

  • The service or products your company provides must have some degree of relevance or be aligned with our objectives.
  • Newsletter ad info such as logo, tagline, contact information, call to action statement, etc. must be submitted by the 29th day of the month prior to the month of sponsorship.
  • Limit to one event per year.
