Water and sewer rates are based on actual expenses to provide the service and for capital improvements. Most of the increase is due to replacement of utility infrastructure over the next ten years. Through the past five years we have invested about $260 million in our utility systems. This year we invested $75 million in infrastructure. Over the next ten years the average investment is expected to be $39.5 million per year. This reduced rate of investment will ensure consistent water delivery and quality and will be covered by the proposed annual increase in water and sewer rates. The additional yearly increase for a home using 9,000 gallons of water per month is approximately $3.10 per month.  City Council also provided consensus to move forward on the following parking regulations.    Allow up to two small commercial vehicles such as pickups, vans and cars that are used for business purposes to be parked on front driveways, maximum gross weight of 10,000 lbs. (there is an exception for large private pickup trucks that may exceed 10,000 lbs.) Allow up to two RVs or trailers to be parked on front driveways if owned by an occupant of the residence. (in the case of utility trailers, may also be used by occupant for business purposes) Allow the maximum number of vehicles parked on a legal front drive not to exceed the square footage of the house divided by 400.  In other words, a 1,600 square foot house could park up to four vehicles on their front driveway. It's Happening! CRYSTAL LAGOONS ISLAND RESORT ENTERTAINMENT DESTINATION TO FEATURE MATTEL ADVENTURE PARK Global entertainment and experiential leader, Crystal Lagoons® has chosen Glendale for a one-of-a-kind attraction. ECL Glendale, LLC will develop Crystal Lagoons®, Island Resort, a mixed-use project unique to the Southwest. As a first step in the process to bring this development to Glendale, the City Council has voted to approve a development agreement and Government Property Improvement Leases. The main feature of the project will be an 11-acre Public Access Lagoon™ that will be up to 10-feet deep. Crystal Lagoons® is the world's leader in water innovation and technology, which transforms any corner of the world into an idyllic beach paradise, making them the perfect fit for the Sports & Entertainment District. With developments across the globe including Dubai, Japan, Brazil and South Korea, the private investment by ECL Glendale, LLC once again puts Glendale on the world stage as an entertainment hub. These monumental crystalline lagoons surrounded by white sand beaches, can be accessed via ticketed entry. Crystal Lagoons® is internationally recognized for their contributions to communities and for the added value they bring to cities and regions. With the allure of year-round beach life and activities, Crystal Lagoons® catalyzes a wide array of revenue streams. “We’re excited for this project on many fronts, but two really stand out,” says Glendale City Manager Kevin Phelps. “Not only will this be a great example of experiential retail, which is the only area of growth in brick & mortar development over the past 10 years, but this project further cements Westgate as the largest Sports and Entertainment District in Arizona.” In addition to the lagoon, visitors will have the opportunity to enjoy 7 islands, each with their own theme, retail spaces, Fly and 4-D theaters, venue space, restaurants, a family entertainment center, amusement rides, office space, 600 plus hotel rooms and more. Located at the Southeast corner of Cardinals Way and the Loop 101, the Crystal Lagoons®, Island Resort is expected to bring an estimated $700.8 million in new sales, property and bed tax revenues to the city, county and state over the next 25 years. Glendale’s portion of the revenues are estimated at $240.5 million. Another key attraction with the resort that brings a unique food and beverage experience to visitors is Aerophile’s Aerobar. At 130-feet tall, it will be the highest element in the development and will provide guests a unique view of the Sports & Entertainment District and the Valley. Similar attractions already operate in France and Dubai. The Crystal Lagoons® Island Resort is planned as a single-phase development that is expected to be open to the public in 2022 ahead of Glendale’s hosting of the Super Bowl in 2023. Upon completion, the Crystal Lagoons®, Island Resort is estimated to bring 1,800 net new jobs to Glendale. Check out artist renderings of the future resort and the groundbreaking video below.

Streets between Peoria Avenue and Cholla Street, between the Arizona Canal and 51st Avenue – Latex Modified Surface Seal (LMSS) application is currently taking place. 75th Avenue frontage road, between Bell Road and Grovers Avenue – Crack sealing to take place June 10 to prepare for a Slurry Seal application beginning June 25. 50th Avenue between Cholla Street to Sunnyside Drive – Latex Modified Surface Seal (LMSS) application to take place June 18 and 21. Sunnyside Drive, between 50th Avenue and 51st Avenue – Latex Modified Surface Seal (LMSS) application to take place June 21. 75th Avenue frontage Road, south of Grovers Avenue – Slurry Seal application to take place in June. HEAT RELIEF NETWORK NOW ACTIVE Glendale Supports Life Saving Mission The City of Glendale continues to support the critical work of the Heat Relief Network spearheaded by the Maricopa Association of Governments (MAG). Valley municipalities, nonprofit organizations, faith-based communities and area businesses work together as part of this network to help those who may be most vulnerable to heat-related illness or death. More than 300 people lost their lives due to heat last summer. With temperatures already rising, Glendale and other communities are taking action. Heat relief sites in Glendale include the Glendale Community Action Program (CAP) Office and Public Housing Office. Additional sites are located at the Glendale Municipal Courts building, the Glendale Cemetery and all four Glendale Public Library branches. There is also an Emergency Heat Relief Station at the Salvation Army Glendale Corps, located at 6010 W. Northern Avenue. Hydration stations, cooling stations and water donation sites throughout the county can be found on the interactive heat relief map here. The City of Glendale also offers several additional excessive heat-related programs, which include a Glendale emergency home repair program and utility assistance. Utility assistance is offered through the CAP office for qualifying residents. The emergency home repair program helps low-to-moderate income households in need of repairs such as AC unit or evaporative cooler repair. The city partners with Habitat for Humanity Central Arizona to offer this program.
