During workshop, the City Council gave consensus to move forward on several front yard parking ordinances. For the past two years, the Code Review Council Committee has been studying this issue. Councilmembers receive complaints about parking on a regular basis. The complaints include issues such as too many vehicles parking on a front yard, parking on unimproved surfaces, parking large commercial vehicles, and parking broken down vehicles.
As a result of the before mentioned issues, Council is considering an ordinance that will limit front yard parking on lots 12,000 sq ft and smaller to 30 continuous feet, and not to exceed 50% of the entire front yard. Lot sizes over 12,000 sq ft will be allowed driveway and maneuvering areas not to exceed 40 continuous feet and not more than 40% of the total front yard. Corner lots and irregularly shaped lots such as a cul-de-sac may have slightly different regulation.
Another change is that parking and maneuvering areas must be clearly defined. What is happening in the city is that many yards have landscaped areas next to the driveway that are being parked on. If that area has the proper dustproof surface and meets the other requirements AND is clearly defined, it may be turned into a parking spot.
There are always exceptions, such as properties that are under 12,000 sq feet, but have a 4-car driveway. These were permitted during the building process and would be allowed.
One additional item of consideration was limiting the number of cars allowed to park in the front yard space based on the size of the home. One Idea was to limit the number of cars to one per 500 sq feet of home size, rounded up to nearest whole number. Therefore, an 1800 sq ft home would be allowed to park 4 vehicles in the front yard (not counting garage space). This concept will be discussed by the Code Review Council Committee before moving forward.
