This week during Council Workshop, the City Council reviewed the tentative budget for the 2021-2022 fiscal year starting July 1, 2021. The total budget of $1.2 billion consists of an operating budget of $730 million, capital improvements of $280 million, debt of $93 million and contingency of $139 million. The The budget does not have a property tax increase.
The largest increase in the budget is a one-time appropriation of $260 million to pay down the unfunded liability in the Public Safety Personnel Retirement System using special financial available to the city. This transaction is expected to decrease interest on the unfunded balance by $100 million over the next 17 years. The process is basically a refinance of the debt, which will not increase any taxes or fees to the residents, but will free up funds for other uses to improve the quality of life in Glendale.
The budget also calls for capital improvements of over $200 million for our streets, buildings, and parks and nearly $100 million in our water, sewer, and garbage services.
