Super Stat
The National Sample Survey Office's Key Indicators of Household Consumer Expenditure showed that in 2011-12 average monthly expenditure on education for those in the 50th-60th percentile of income distribution (the real "middle class") in rural India was USD0.50. 

For those in the same percentile in urban India, the figure was USD1.98. Such a difference is likely to be reflected in the quality of education too.

Moreover, monthly spending on education for the top 5% of urban Indians was USD14.29 while that for the bottom 5% of rural population was USD0.12. 

These figures show that there is an enormous inequality in access to quality education in India, which results in massive inequality of opportunity.

Key Higher Education Related Highlights of India Union Budget 2018
Revitalising Infrastructure and Systems in Education (RISE) by 2022: RISE is a major initiative to increase investments in world-class research and related infrastructure in premier higher educational institutions in the country. The government is planning to invest INR 1,00,000 crores (USD 15 billion) in the next four years through the Higher Education Financing Agency (HEFA). HEFA is a Special-Purpose Vehicle(SPV) created by the government for funding new infrastructure projects in premier higher educational institutions like the Indian Institutes of Technology. HEFA comes under Section 8 of the Indian Companies Act. Canara Bank - one of the largest public sector banks in India - is the government partner to operationalize this project by mobilizing Corporate social responsibility (CSR) funds from Public sector Undertakings (PSUs) and private corporates. This programme is expected to give a major push for the creation of high quality infrastructure and capital assets in premier higher educational institutions in the country.

Institutions of Eminence (IoE): The budget has earmarked only INR 250 crores (USD 39 million) for the "Institutions of Eminence" (IoE) programme under the head "World Class Institutions". The much hyped 'Institutions of Eminence' (IoE) programme is aimed at providing huge financial support and enabling regulatory architecture to ten public and ten private higher educational institutions in the country to emerge as world-class teaching and research institutions.

In order to recruit international students and provide them with PhD and research opportunities, the Indian Institute of Science, Education and Research (IISER), Pune, is set to launch the I-PhD (a two-year doctoral research Programme) for International students from the next academic year. This programme will cover six subjects that is Physics, Chemistry, Biology, Mathematics, Earth and Climate Sciences (ECS) and Humanities and Social Sciences (HSS). International students selected in this programme will not only get to work with India's top Institutes but also be a part of the existing research collaborations of Indian Institute of Science, Education and Research (IISER) .

Initiating an action to boost the country's educational development, the Brazilian government under President Michel Temer, has sanctioned new changes in the Student Financing Fund. These changes focus on the long term and short-term viability of the fund, the qualities of the degrees being financed under it and it's at zero-interest rate for students.

In order to continue conducting the multiple educational and fellowship programmes in both Africa and Asia, the MERCK Foundation (a non-profit company of Germany), has signed an MoU with the Universiti of Malaya. Focusing on accelerating the development and preservation of its Art heritage, UAE Government has signed a landmark deal with the prestigious Smithsonian Institution of USA.
