SANTA CLARA COUNTY FIRESAFE COUNCIL AND LADRIS COLLABORATE TO BRING OPEN EVACUATION ZONES (OEZ) AND LADRIS PRIME TO SAN MATEO, SANTA CLARA AND SANTA CRUZ COUNTY REGIONS

OEZ is Ladris’ free full-stack zone management platform supporting fire agencies, law enforcement and emergency managers, designed to meet every jurisdiction’s zone management needs, all at no cost.

Saratoga, CA — September 9, 2026 — Santa Clara County FireSafe Council (SCCFSC) today announced a partnership with Ladris Technologies to bring Open Evacuation Zones — Ladris’ free, full-stack zone management platform — to fire agencies, law enforcement, and emergency managers across Santa Clara County and the surrounding region. SCCFSC has also become an authorized partner reseller of Ladris Prime, the automated decision-support system built for incident commanders and unified command.

Open Evacuation Zones (OEZ) is designed to meet every jurisdiction’s zone management needs, all at no cost. Zones in OEZ are never trapped within the platform; agencies can upload pre-drawn zones into OEZ or build new zones from scratch — no matter what, once zones are in OEZ they are compatible with any system. The GIS and alerting tools that an agency already runs read OEZ zones directly, so there is no need to export map files by hand mid-incident. Every zone states whether it is under advisory, warning, or order, is signed by the issuing authority, and connects cleanly across county lines. There is no license fee, no per-seat cost, and no vendor lock-in. Getting started with this free evacuation zone management platform is simple; most agencies have working zones the same day.

"No agency should be paying for its own evacuation zones. OEZ makes sure this data moves freely among whatever systems a jurisdiction chooses to run," said Leo Zlimen, Ladris CEO.

Alongside OEZ, SCCFSC will support adoption of Ladris Prime, built for the evacuation decisions incident commanders make under time pressure. When an incident comes in from CAD, Prime automatically models how the fire is likely to spread using fuels, terrain, and live weather, then drafts a tactical evacuation plan: which zones to order, in what sequence, along which routes, and how long each zone will take to clear compared with the time available. As conditions change, the model reruns and the plan updates. Prime provides the recommendation; the incident commander always issues the order.

"Prime is the future: the first system that can quickly put an evacuation plan in an incident commander's hands when a fire has just begun,” Zlimen said. “Getting this information into the field takes more than just our software — it takes partners who know the area and have earned the trust of agencies and residents. Santa Clara County FireSafe Council has spent twenty years earning that, and we are grateful to be working with them.”

“We are excited to deepen our partnership with Ladris to offer their full suite of disaster management solutions,” stated Seth Schalet, CEO of the Santa Clara County FireSafe Council. “Both OEZ and Ladris Prime offer greater capabilities in a fully integrated suite of services that strengthen emergency managers’ ability to manage complex disaster scenarios in real-time.”
