Saratoga Racing and Gaming Conference to Host National Discussion on HISA “Progress and Challenges in Racing Regulation Reform”

SARATOGA SPRINGS, NY: The Racing and Gaming Conference at Saratoga (RGCS), taking place August 10-12 at the Saratoga Hilton, will feature a timely and consequential session titled “Horse Racing and Regulatory Modernization/Horseracing Integrity and Safety Authority (HISA) Update.” This panel will bring together leading attorneys and industry experts to evaluate the state of US racing regulation three years after major HISA implementations. The discussion will focus on what has worked, what has not, and where further alignment is required. Panelists will examine the impact of recent reforms on racing operations, enforcement consistency, stakeholder confidence, and bettor engagement.

The timely panel will coincide with the RGCS once again convening the leading gaming regulators in the US involved in horse racing oversight. The Association of Racing Commissioners International Model Rules Meeting and Board Meeting will once again take place immediately prior to the commencement of the conference.

This informative session will be moderated by Danielle D. Holmes, Partner, Hodgson Russ. Presenters will include:

ARCI Model Rules Committee Meeting to Be Held On‑Site

In conjunction with the RGCS conference, the Association of Racing Commissioners International (ARCI) Model Rules Committee will collocate its meeting with RGCS on August 10 at 9 a.m. This meeting, open to the public and all industry stakeholders, provides an important forum for direct engagement in the rule‑making and modernization process.
