Three Citizen Initiatives Score Public
Hearings in Legislature

The fate of initiatives to repeal the state’s new capital gains tax, erase its carbon market program and make it easier for workers to opt out of Washington’s new long-term care insurance program will be decided by Washington voters this fall.
But the future of citizen initiatives concerning police vehicle pursuits, taxes and parents’ voice in the education of their children in public schools could be settled by state lawmakers before the session ends March 7.
House Speaker Laurie Jinkins, D-Tacoma, and Senate Majority Leader Andy Billig, D-Spokane, said Friday there will be public hearings on Initiative 2113 to remove most restrictions on police engaging in vehicle pursuits, I-2111 to make it harder for the state and local governments to impose an income tax, and I-2081 to create a “bill of rights” for parents of public school students.

February's Member of the Month, Stacy Luckensmeyer, EOS Implementer, has had a busy first year of membership working directly with the Board of Directors here at the Greater Kitsap Chamber to implement the EOS system. The goal? For the Chamber to run more effectively and more successfully by implementing this entrepreneurial system with a proven track record of success. Through the last year, she has worked with the Chamber to set achievable goals, hone its values and craft more straightforward ways to share its vision with the community.
Working with one major nonprofit each year to implement the EOS program is just one way Stacy's passion for helping others grow their business and be succesful is demonstrated. She volunteers throughout her community and serves as a mentor for other business professionals across the state.

Reps. Barkis, Hutchins Urge Governor to Declare State of Emergency Over State's Ferry System, Procure Two New Boats in Two Years
|
|
House Republican transportation leads Andrew Barkis, R-Olympia, and Spencer Hutchins, R-Gig Harbor, have introduced bipartisan legislation calling on Governor Jay Inslee to declare a ferry procurement emergency and use his gubernatorial powers to acquire two non-hybrid electric ferries within two years.
Washington's ferry system, serving as the heartbeat of coastal communities and a critical transportation artery for commuters, is facing numerous challenges. The aging fleet is struggling to maintain service across 10 vital routes, with delays and cancellations serving as a constant source of frustration for passengers.
Barkis and Hutchins say the governor's pursuit of hybrid-electric ferries has resulted in skyrocketing costs and sluggish procurement, further worsening the ongoing situation. The lawmakers have expressed support for the use of biodiesel ferries until the market is able to provide functional, lower-cost electric options.
In 2019, the Legislature extended a contract with a local shipyard to purchase five new 144-car biodiesel ferries one after another. However, the governor's decision to transition all government fleets to zero-emission vehicles, including ferries, led to a multi-year renegotiation of the contract focused on constructing hybrid-electric ferries. Unfortunately, this endeavor failed spectacularly when the price of the new vessels skyrocketed to $412.4 million, more than double the cost of the last ferry purchased in 2018.
House Bill 2498 would create a clear pathway for Washington State Ferries to purchase two non-hybrid electric ferries using the existing 144-car design in an expedited manner with the goal of having the first new ferry delivered within two years. By declaring a state of emergency, the governor would be able to cut through red tape and streamline permitting and procurement processes.

Employer groups air concerns on unemployment insurance for striking workers
Senate hearing: On Thursday, AWB and other business associations testified against a bill that would allow striking workers to receive unemployment benefits. AWB News has a full report and video from the hearing in the Senate Labor & Commerce Committee. The House passed the bill 53-44 last Monday.
Main concerns: House Bill 1893 could lead to higher unemployment insurance costs for employers and potentially prolong strikes and delay projects, speakers testified. The bottom line is that the bill is a misuse of the unemployment insurance fund.
"The fundamental issue here is unemployment insurance is intended to replace wages for workers who have lost their jobs through no fault of their own. A strike is not that," said AWB Government Affairs Director Bob Battles.
Still moving: This morning, HB 1893 was voted out of the Senate Labor & Commerce Committee and sent to Rules Committee. It will next move to the full Senate for consideration. If the bill does move forward, AWB is pushing for it to go the Ways & Means Committee to study its fiscal impacts.
Take action: AWB's Action Alert is still live. The bill could come up for a vote in the Senate any day, so please tell your senators to oppose HB 1893. Thank you to everyone who has already responded to previous Action Alerts on this proposal.

Sign AWB's Letter Opposing Increase in Real Estate Excise Tax
AWB has drafted a letter to legislators asking them to vote no on House Bill 2276. The bill imposes a 1% real estate tax on property sales above $3.025 million and would give Washington the second-highest real estate tax in the country.
“While we recognize our state’s significant housing affordability problems, HB 2276 is not an answer,” the letter reads. “While being pitched as a ‘mansion tax’ on expensive homes, the primary incidence of this increase will fall on commercial properties where people work and multi-family apartment buildings, which typically provide the most affordable housing options in a community. In addition, this higher rate will apply to developable land, and thus make many single-family developments more expensive as the REET will be imposed both when the land is sold and again when the newly constructed homes are sold.”

The proposed ban on natural gas is back! HB 1589 is back this year, and this time we have even more concerns. Based on our engagement last year, there is widespread agreement to remove the proposed ban on new natural gas hookups. However, now lawmakers are discussing removing or changing a utility’s obligation to serve its customers. Customers don’t get to choose their utility, but now the largest utility in the state wants to choose its customers! Without the “obligation to serve requirement”, a utility would be able to decide what neighborhood, block, or city to cut off service to.
The hospitality industry will be severely impacted if utilities have the right to decide who, where and when to serve their customers. Click here to tell your lawmaker to OPPOSE a natural gas ban.

WTIA Founder Cohort program helps 30-35 venture-scale, seed-stage startups grow and scale over the course of 6 months. We and our partners will provide founders with a roadmap that will help guide them through their next milestones as they navigate increasing revenue, securing investment, and growing the team.
Specifically, founders in the program will learn:
- How to fundraise (running a fundraising process, term sheets, cap tables, etc.)
- How to manage a board of directors
- Corporate governance (accounting, legal, etc.)
- Customer development and go-to-market strategies
Our goal is to help invest in our ecosystem and use our connections, sponsors, and partners to support the next generation of companies via mentorship, education, coaching, and connections. We also want to connect early-stage entrepreneurs with similarly staged peers to build cohorts of connected founders that grow together.
The program is completely virtual and kicks off with a bootcamp spread out over 3 days focused on all things fundraising. From there we’ll have workshops each month on stage-appropriate topics that you can implement in your company right away.

Labor Law Poster Scam Circulating Again
|
|
Washington Labor Law Poster Service is deceptively posing as a governmental agency and sending hundreds of thousands of solicitations to Washington businesses. They advertise an Olympia address but are based out of Michigan. They mail the letters in envelopes with threatening language about legal consequences for not immediately purchasing the advertised poster products at a cost of $79.50 or more. These posters are available from government agencies free of charge.

How AI is Transforming the Retail Industry
and Benefiting from Its Use

According to experts at Dell Technologies, AI is leading the way for innovation in retail in 2024. It enables retailers to improve customer and employee experiences and optimize their operations. Dell Technologies and its partners are helping retailers achieve these goals by providing solutions that accelerate innovation and create long-term value.
AI is a key factor for success in retail. Michael Dell recently shared his vision of the superpowers AI will give to organizations. He said, “If you’re not applying AI across your organization and thinking deeply about reinvention, you’re already behind.” Retailers have been using AI for years. For example, to enhance computer vision, to streamline supply chains, or to suggest products to customers. New capabilities like Generative AI can also help with customer experience, as well as with internal operations, marketing initiatives, or customer support and engagement. Data Management is essential, and retailers must have a strategy to access data from different systems.
At NRF 2024, Dell Technologies hosted a “Big Idea” session focused on the responsible use of AI in retail. Traditional forms of AI are important to provide insights that can be used across broader applications of Generative AI models. Using Computer Vision as an example, we can monitor customer traffic patterns, detect potential risks, prevent loss, and enable frictionless shopping. Combining data from computer vision with inventory can help prioritize stocking. Using digital twins can help design store layouts and simulate shopper experiences without making major changes. Generative AI can use all these data sources to help automate store management tasks and improve employee training and service response, thus enhancing shopping experiences.
AI will need the right platforms to deliver value for retailers. Retailers need a variety of technology solutions and services to support retail workloads from the front end to the back of the store and from the store to the distribution center to the corporate. They need the flexibility to deploy retail capabilities their way, from the edge to the cloud.

Is Your Business Ready for the L&I Inspector?

Unannounced safety inspections are rising at the rate of a 10% increase per year, according to data the WR Safety Team gathered from national inspection data. We expect the trend in 2024 to be no different. Inspections can be triggered for different reasons, such as a complaint from a current or former employee or a customer or following a significant accident at your store location.
- It is imperative to maintain key items and have them readily available for inspectors that may drop by without notice. Items inspectors routinely request include:
- Accident Prevention Program

Accident logs (OSHA 300 Form)
- Safety Meeting Minutes for the last 12 months
- Training records (First Aid, Forklift, specific tool operation, etc.)
- Any accident investigation reports
- Automobile lift inspection records (for automotive businesses)
When an inspection is complaint-driven, inspectors often request additional documents such as Job Hazard Analysis, Hazardous Chemical Plan, and Shop Safety Walks checklists.
If these documents are not readily available, the inspection might expand to include other topics that may result in additional citations and fines. Please use this checklist to assist safety inspection readiness.

How to Get Your Ask for a Second Gift Right

Donations are crucial for nonprofits of all sizes. And while it’s always a goal to attract new donors and grow your donor base, it’s equally if not more important to ensure those donors provide a second gift. Adding one new donor to your portfolio costs about five times more than retaining a donor — not to mention the time sunk into acquiring a new donor, according to NonProfitEasy.
“The amount of energy you put into getting a gift from people for the first time, it's just not worth losing them,” said Dalene Neopolitan, director of corporate, foundation and government support at Woods Services, a Langhorne, Pennsylvania-based provider of services for people with intellectual and developmental disabilities. “The more you can hang onto those people, the more committed they're going to become to your organization — if you're stewarding them in the right way.”

Sunday Bus Service Begins in Port Orchard, Silverdale and Poulsbo
Effective Sunday, March 10
Starting on Sunday, March 10, Kitsap Transit will begin Phase Two of its Sunday Service plan, which adds Sunday bus service in Port Orchard, Silverdale and Poulsbo.
Kitsap Transit will start Phase Two with two main "trunk" routes: Route 8–Bethel, which will operate in South Kitsap every half-hour from 8:00 AM to 4:25 PM; and Route 332–Poulsbo/Silverdale, which will operate between Poulsbo and Silverdale every hour from 8:30 AM to 4:25 PM.
Kitsap Transit will also operate On-Demand service between 8:00 AM and 4:00 PM on Sundays.

Passengers can schedule an on-demand ride using the Ride Pingo app anywhere within the service area (see map online at kitsaptransit.com/Sunday), or call 1-844-475-7433 to schedule a ride. Rides can be booked up to two hours in advance on Sundays.

On-Demand buses will also make a few scheduled stops in each service area. Visit kitsaptransit.com/Sunday for a full list of scheduled trips.
ACCESS service will be available within 3/4 of a mile of our fixed routes during the same hours. The Port Orchard-Bremerton ferry operates from 9:00 AM to 4:30 PM on Sundays.
Kitsap Transit will issue an update on Bainbridge Island Sunday service when we have more information.

Former Silverdale Chamber Director, First Mayor of Bainbridge, Passes at 87
|
|
No one else held both the titles Sam Granato came to possess in the early 1990s. But in the decades following, the "renaissance man" from Bainbridge Island's other activities easily overshadowed the particular job that changed names during Granato's stint — even in his own home.
Granato, who passed away at age 87 on Jan. 24, in 1989 was elected mayor of the town of Winslow, a small municipality then comprised of the blocks around Bainbridge Island's ferry terminal and Winslow Way district. He was elected at the same time a group of islanders lobbied to incorporate the entire island into its own city, called "home rule." So just more than a year into his term as "Winslow mayor," a narrow island-wide vote expanded the city boundaries and its name, and in February 1991 Granato became "Bainbridge Island mayor." No one else has ever been both.

During this celebration we will be unveiling a pilot for the new Creatively Restored Program in which artists and creative businesses will be able to have virtual stores in vacant building windows. Local artist and businesswoman Erica Applewhite has graciously agreed to be the first to have her art and merchandise displayed in a window at the Admiral Theatre. The benefits of this program will be to provide window space to showcase art and creative products, deter graffiti and vandalism of vacant buildings, and bring people downtown to do their virtual window shopping. Future plans hope to expand this program to the Manette and Charleston business districts.

Jono Zalay began his standup career in Boston, while simultaneously earning his Doctorate in Neuroscience (he gave cocaine to rats). Since dropping his science hobby to pursue comedy full-time, Jono has performed on The Late Late Show, been named one of Comedy Central’s ‘Comics to Watch,’ guest-hosted on E!, and earned international press for his pranks on the DMV. Jono now lives in Los Angeles where he performs and writes for TV, including series airing on ABC, Hulu, & Amazon.
Chase Mayers is a crowd favorite everywhere he performs. He was selected "Best of The Fest" at the Burbank Comedy Festival and won Nate Jackson's Super Funny Comedy Competition.

The three Magrath sisters are back together for the first time in a decade. Lenny is the caretaker of the sisters’ cantankerous Old Granddaddy. Meg left home to pursue stardom as a singer in Los Angeles, but has, so far, only found happiness at the bottom of a bottle. And Babe has just been arrested for the murder of her abusive husband. Under the scorching heat of the Mississippi sun, past resentments bubble to the surface and each sister must come to terms with the consequences of her own “crimes of the heart.”
