SCHAUMBURG BUDGET CONTINUES TO INVEST IN CAPITAL IMPROVEMENTS TO MAINTAIN HIGH QUALITY OF LIFE | |
The Village of Schaumburg’s Fiscal Year (FY) 2024/25 Annual Budget Proposal anticipates an easing of inflationary economic conditions and moderating revenue growth while presenting a balanced budget with an expected $3.2 million surplus ensuring efficient municipal services, fiscal responsibility, and proactive leadership.
Village Manager Brian Townsend will present the proposed financial plan to the Committee of the Whole at 7 p.m. Monday, April 15. The budget is expected to be formally adopted at the Tuesday, April 23 Village Board meeting. Meeting agendas can be accessed through the village’s calendar.
Despite increases in expenditures by public safety pension obligations, personnel costs, and supply and service costs, the FY 24/25 budget includes several initiatives that were deemed priorities based on feedback received from the 2021 National Community Survey. Resulting priorities include promoting economic development; investing in infrastructure; promoting inclusion; easing the cost of living; and ensuring public health and safety. The FY 24/25 budget includes funding to conduct the survey again in late 2024 to obtain updated feedback from the community that will guide future village priorities. The proposed budget includes no increase in the property tax levy for the 5th consecutive year.

ENGINEERING AND PUBLIC WORKS PRESENTED WITH APWA PROJECT OF THE YEAR AWARD | |
The Village of Schaumburg Engineering and Public Works Department was recently awarded the American Public Works Association (APWA) Project of the Year Award from the Suburban Branch of the APWA Chicago Metro Chapter. The village’s American Lane Culvert Rehabilitation Project won the award in the category of Disaster or Emergency Construction Repair less than $5 million. The village recently completed the rehabilitation of the American Lane Culverts, which were originally constructed in the 1970s and 1980 and consisted of metal pipes that were experiencing significant deterioration due to corrosion. Repairs were made to the collapsed sections of the culverts, and pipes were restored to their full capacity.
Brent McQueen, Engineering Division Manager, and Michael Hall, Director of Engineering and Public Works were presented a plaque at the April 9 Village Board meeting. With several major highways bordering our community to which Schaumburg’s first responders are often called for emergencies, motorists are reminded to take heed of Scott’s Law.
Scott’s Law – sometimes referred to as the “Move Over” law – was named in honor of Scott Gillen of the Chicago Fire Department, who was struck and killed by a drunk driver while assisting at a crash on a Chicago Expressway. When approaching a stationary emergency vehicle that is displaying flashing warning lights, Illinois motorists must:
- Slow down
- Drive with caution
- Move over to another lane. Reduce speed if changing lanes is unsafe.
The “Move Over” law applies to all vehicles displaying flashing warning lights. Motorists must move over when encountering any stopped/disabled vehicles when it is safe to do so. Violators could face a maximum fine of up to $10,000.

SWANS RETURN TO MUNICIPAL CENTER GROUNDS | |
They're back! The village is happy to welcome back its pair of mated Mute Swans, Louis and Serena, to the municipal center pond and grounds.
Please remember not to feed the swans as human food can be dangerous to their health. Fishing is also prohibited while the swans are residing at the pond. You can enjoy viewing the swans in person or on the Swan Cam anytime on the village's website.

This spring, shower the Township of Schaumburg Food Pantry with your donations! A community-wide food drive will begin on Saturday, April 13 and end with the annual National Association of Letter Carriers’ Stamp Out Hunger Food Drive that will take place on Saturday, May 11. Donation bins are placed throughout the community — a full list is available on the website — or donations can be sent through the Amazon wishlist. Financial donations are also welcome and can be made online, by check made to Schaumburg Township Foundation with “Food Pantry” listed in the memo, or with cash at the Food Pantry reception desk. If you’d prefer to donate during the Letter Carriers’ Food Drive on Saturday, May 11, simply fill a bag with non-perishable food items and place it near your mailbox. Your letter carrier will pick up and deliver your donation to the Schaumburg Township Food Pantry.

April Proclaimed as Fair Housing Month | At the March 26 Village Board meeting, a proclamation to celebrate and acknowledge Fair Housing Month was signed. Fair Housing Month celebrates the passage of the Fair Housing Act, the landmark civil rights law signed on April 11, 1968, that made discrimination in housing transactions unlawful. The Fair Housing Act prohibits discrimination in housing because of race, national origin, religion, sex (including gender identity and sexual orientation), disability, and familial status. The State of Illinois and Cook County prohibit discrimination against additional protected classes. The village is committed to furthering fair housing by supporting housing programs and partnering with agencies that provide fair housing services. Register for the Prairie Plein Air Competition and Show | |
Artists are invited to participate in the 2024 Prairie Plein Air Competition and Show by creating an original plein air painting or drawing of any location within the Village of Schaumburg. Plein air is a French expression that refers to art that is created outdoors with the artist’s subject in full view. This event is open to all plein air artists.
Submitted works will be exhibited and for sale in the Herb Aigner Gallery inside the Al Larson Prairie Center for the Arts May 14 - June 23, and will coincide with the Prairie Arts Festival, which will be held Memorial Day weekend (May 25-26) on the grounds of the Robert O. Atcher Municipal Center. Entries are due by Sunday, April 21. Works are to be completed between April 26 and May 10. For more information, visit the Prairie Center's website.

April is Safe Digging Month and serves as a reminder to follow safe digging practices like contacting JULIE. Striking an underground utility line can cause an outage to critical services like electricity, natural gas, water, phone, cable TV, Internet, fiber optics and more. It could cause you, your family or your neighbors serious physical harm, too. If you’re one of the thousands of Illinoisans planning on planting, building, adding, or fixing anything outdoors, do your part to prevent underground utility line damage. The service is always free.
