A Note from CSA President, Sam Bennett

In my last note, I covered how our operations have been impacted by the COVID-19 crisis, and while many of those impacts are still in place, some restrictions have been relaxed. This has allowed us to reopen the Tower Beach pavilion with limitations on the number of people using it to encourage social distancing. We will also be able to resume a modified Beach Shuttle Trolley service beginning on Monday of next week. We will continue to follow government recommendations as we look to slowly and safely return to normal CSA operations. We will also continue to promote social distancing, the wearing of face coverings, and enhanced attention to hygiene to the increasing number of visitors and guests arriving each day.

Last week, the CSA Board of Directors met and covered a number of important topics. A link to the meeting video is included below. Because the meeting was over 2 hours in length, we also created a written summary of the meeting highlights. That link is also included below. However, I would like to point out three key items that occurred during the meeting. First, the Board discussed the revenue deficit CSA is projecting because of COVID-19 and how we intend to manage it as we move through 2020. Second, a plan was presented to the Board to use $2.5 million dollars in current investments to address critical infrastructure over the next 18 months. The Board endorsed the concept and directed staff to finalize the plan in conjunction with the CSA Finance and MEMP committees. Finally, it was reported to the board that the CSA Revenue Task Force is working toward an end of the summer recommendation in regards to long term community infrastructure funding.

The following positions are available commencing on January 1st, 2021 to serve on the CSA and ASPPPO Boards.

  • CSA: Three “Class A” CSA Residential Directors seats and one "Class B" CSA Commercial Director seat

  • ASPPPO: Three ASPPPO Board seats

Beach Shuttle Service to Resume on June 8th with Additional Safety Precautions

Safety remains our top priority as we provide the Beach Shuttle service to the community during the COVID-19 pandemic. As such, we have implemented enhanced safety protocols in light of COVID-19 while providing this service.  

The beach shuttle service will be provided from Lot 8 (located off of Greenwood Drive between Fraser Circle and Willow Oak Road West) and will run to the Sea Pines Beach Club from June 8 - September 7 (Labor Day)*, 9 AM- 5 PM, seven days a week, weather permitting.   • Request to riders: Please be advised, close contact amongst passengers is expected. Passengers ride at their own risk. If you feel sick, have a fever, cough or other symptoms, please stay home and do not ride the trolley. Wash your hands frequently and avoid touching your face. Riders should practice social distancing when waiting for the trolley and when queuing and boarding the trolley.

  • Personal Protection Equipment is required: All passengers and trolley drivers will be required to wear cloth masks or face coverings when aboard the trolleys. Refusal to wear a mask or face covering or acting in an unsafe manner will result in denial of entry or expulsion from this service.

  • General Trolley and Sanitation Information: Trolleys will not operate at full capacity. Staff will continuously monitor capacity levels on all trolleys to determine if additional reduction in seating capacity is needed. Trolleys will be cleaned with disinfectant sprays and all hard surfaces and high-touch areas will be cleaned at the end of service on a daily basis. The trolley driver reserves the right to deny service.

Tower Beach Pavilion Reopens for Casual Use

Tower Beach is for the exclusive use of Sea Pines residential property owners and their accompanied guests. An attendant will be in place at Tower Beach daily from 7 AM-6 PM, until further notice to ensure only authorized users are parking in this private facility.

The Tower Beach Pavilion located at the Tower Beach Club Facility at 99 South Sea Pines Drive has reopened for casual use compliant with relevant COVID-19 guidelines and requirements. To encourage social distancing, the number of tables under the pavilion has been reduced and until further notice, pavilion reservations remain cancelled.

Requests for Decals & ID Cards to be on Temporary Hold From June 12-June 22
 
Due to staffing capacity during the week of the RBC Heritage, beginning June 12th, CSA will temporarily stop taking and processing requests for CSA Vehicle Decals & Property Owner/ Dependent ID Cards. Online requests for Decals and ID Cards will resume on June 22nd.

Roadside Mulching and Ditch Cleaning

  • Please be aware that work along Greenwood Drive will continue next week to include mulching and ditch cleaning, weather permitting. 
  • Intermittent closures may be necessary and flagmen will be present to assist with traffic flow. Drivers should use caution in these designated work zones. 

South Beach Drainage Work

  • The Town of Hilton Head will continue work in proximity to South Beach Marina Village next week, weather permitting. Traffic detours will be provided as needed.     

Lawton Canal Pump Station Repair Project

  • The Town of Hilton Head Island continued their work on the Lawton Canal Pump Station located near the CSA Administration office off of Greenwood Drive this week.
  • CSA would like to thank the Town of Hilton Head Island on making this critical storm water infrastructure repair.

Palmetto Electric Underground Boring Project

  • Palmetto Electric will continue to bore new electric feeders from the sub-station at Sea Pines Center to South beach. Work started in the South Beach Area and will continue next week on Sea Pines Drive, weather permitting.
  • The bore activity (at a depth of 5 to 8 ft below grade) will be within the road right-of-way in the work zones.
  • Flag persons, advisory signs and other safety devices will be used in their work zones and drivers are asked to drive with caution.

Important Heritage Hangtag Requests Reminder for Sea Pines Property Owners
During the RBC Heritage Tournament there will be restricted road access from Monday, June 15th – Sunday, June 21st. The Security Checkpoints will be manned starting at 6:00 am each day until the end of tournament play.

*Special Reminder to Owners With Homes In The Checkpoint Zones:

If your property is within the checkpoint zone, please make sure you have requested hangtag(s) for your property in advance of the tournament. Please visit our website at  www.seapinesliving.com/hangtags to make the request.

Due to COVID-19, The CSA Administration office remains closed to the public and is open by appointment only. Online requests are being processed by staff in the order that they are received. Once fulfilled, staff will contact you to set an appointment for pick up from the CSA Administration office, as hangtags cannot be mailed.
