Policy Updates
ARPA Spending Bill
On December 13, Governor Baker signed a $4 billion spending plan to support the Commonwealth’s continued recovery. The plan makes significant investments across several priority areas, including housing, healthcare and human services, workforce development, and infrastructure, and includes potential opportunities for nonprofits throughout. The spending includes a combination of direct earmarks, agency discretionary spending, and support for new and existing competitive grant programs. MNN will continue tracking and reporting on state grants and other funding opportunities for nonprofits.
Vaccine Mandates for Large Employers and Healthcare Facilities
On January 7, the U.S. Supreme Court heard oral arguments over the legality of the Biden Administration's employer vaccine mandates. The mandates in question are the Department of Labor's Vaccination and Testing Emergency Temporary Standard (ETS), which applies to private employers with 100 or more employees, and the Center for Medicare and Medicaid rule, which applies to most Medicare- and Medicaid-certified providers. Nonprofits can learn more about the OSHA rule here, and about the CMS rule here. As the mandates were slated to go into effect this month, the Court is expected to hand down a decision in the coming days.
