For Texas Election Network (TEN), election integrity stands as our paramount focus during the 89th Legislative Session. While acknowledging the significance of all legislative matters, TEN will serve as an educational resource during the 89th Legislative Session, tracking and analyzing election-related legislation to inform Texas communities and stakeholders like you. Our educational mission focuses on promoting public understanding of proposed election legislation and its potential impact on Texas voters. In the House, the Elections Committee will serve as the primary venue for examining these bills, while in the Senate, the State Affairs Committee will review election-related measures as part of its broader legislative portfolio. TEN will provide objective analysis and educational resources to help Texans understand proposed changes to election administration, voter registration processes, and other aspects of our state's electoral system.

TX SOS DECERTIFIES THE ES&S ExpressPoll 7.2.6.3 system (pollbook)


In a letter dated 12/23/2024 from the Texas Secretary of State’s office, signed by Christina Worrell Adkins, Director of Elections, to the State Certification Manager for Election Systems and Software (ES&S), the ExpressPoll 7.2.6.3 pollbooks were decertified.

SOS received reports from multiple counties in the November 2024 election of pollbooks being unresponsive, errors causing the wrong ballot style to be printed, failure to save check-in data for certain voters, and a general failure to notify election workers of the problems. Some concerns were mitigated by ES&S, but not all. ES&S did not notify SOS of the incidents as required by certification contract – SOS only learned of the problem from the counties affected.


If ES&S is not the vendor for your pollbooks, your county is not involved. If ES&S is your county’s pollbook vendor, you may want to contact your County’s Elections Office to see what action they are taking and what will be used for check-in for the May Uniform Elections.  

SOS REPORT TO THE TEXAS LEGISLATURE

Under Section 16.0332(e), Texas Election Code Relating to Voter Registration Cancellations Due to Non-U.S. Citizenship

Section 16.0332 of the Texas Election Code sets forth procedures for the cancellation of voters who are excused or disqualified from jury service because of citizenship status or who indicate a lack of citizenship status in connection with a motor vehicle or Department of Public Safety record. Subsection (e), added by Senate Bill 1 (87th Leg., 2nd C.S., 2021), requires the Secretary of State (SOS) to provide a report to the Legislature, not later than December 31 of each year, of the number of voter registrations canceled under Section 16.0332 during the calendar year.


Pursuant to Section 16.0332(e), the SOS submits the following information regarding the number of voting records canceled statewide in 2024 due to confirmation of non-citizenship by the county or due to a voter’s failure to respond to a notice from the county voter registrar requesting documentation of proof of citizenship:

The above figures were retrieved from the statewide voter registration database as of December 27, 2024.1

1 These cancellation figures vary from year to year, in part because of certain restrictions in federal law related to the states’ voter list maintenance activities. Specifically, 52 U.S.C. § 20507(c)(2) precludes voter registrars from conducting programs that systematically remove the names of ineligible voters from the official list of registered voters, subject to certain exceptions, for 90 days before a federal election.
