In response to the COVID-19 crisis, a number of passenger carriers have developed a new offering for their forwarder and shipper customers, in which passenger aircraft are utilized for all-cargo "freighter" flights.
Please note the following with regard to the security and hazardous materials requirements for cargo moving on such flights:
Security: Although their aircraft may operate as all-cargo flights, passenger carriers operate under TSA's passenger airline security program (the "AOSSP"). Therefore, unless the carrier specifically notifies you otherwise, all cargo that you tender to the air carrier must meet the current security requirements for passenger aircraft transportation.
Hazardous materials: Passenger carriers operating all-cargo flights may work with FAA for approval to accept and transport "Cargo Aircraft Only (CAO)" dangerous goods on those flights. Please contact your specific carrier for its rules on CAO shipments.
