The East County Regional Office links Montgomery County government with citizens and businesses in the Eastern areas of the County that include:
Burtonsville, Briggs Chaney, Burnt Mills, Calverton, Colesville, Cloverly, Fairland, Hillandale, Ashton/Sandy Spring (pt.), Spencerville and White Oak.
East County Citizens Advisory Board (ECCAB)
The ECCAB is an eighteen-member board appointed by the County Executive and confirmed by the Council to advise, advocate for and make recommendations to the Executive, Council and East County Regional Director on needs and issues impacting residents and communities of East County.
The Full Board and its Committees Meet Monthly Except in July and August.

The (ECCAB) Planning and Economic Development Committee and the ECCAB Quality of Life/Services Committee will (in lieu of their April meetings) sponsor the Montgomery County Executive's East County Regional FY25-30 Capital Improvements Program Forum on April 12, 2023 at the White Oak Community Recreation Center, 1700 April Lane, Silver Spring (White Oak).

County Council Seeks Applicants for
County Charter Review Commission
The Montgomery County Council is accepting applications for the County's Charter Review Commission membership. Applications for the four-year appointments are due by 5 p.m. on Monday, March 20, 2023.
All 11 positions are up for appointment. There is no compensation for members of the Commission, which generally will meet once per month in the Council Office Building in Rockville, or may be held virtually.
Applicants interested in being appointed by the Council should submit letters of interest and resumes via email to council.clerk@montgomerycountymd.gov or by mail to Council President, Montgomery County Council, 100 Maryland Avenue, Rockville, Maryland 20850. Resumes should include professional and civic experience, political party affiliation, home and office telephone numbers and an e-mail address.
Letters of application and resumes are made public as part of the appointment process and are available for public review. The interviews are conducted in public and will be televised. Members of County Boards, Committees and Commissions may not serve on more than one such group at a time.

Montgomery County Executive Elrich Releases Recommended $6.8 Billion Fiscal Year 2024 Operating Budget
County Executive Recommends 10-Cent Increase in County’s Property Tax to be Used Exclusively to Fully Fund MCPS Budget Request
Montgomery County Executive Marc Elrich today released his recommended Fiscal Year 2024 (FY24) Operating Budget of $6.8 billion, which is an increase of 7.7 percent from the FY23 approved all funds budget (County Government plus outside agencies.) The recommended FY24 budget reflects record level and significant investments for Montgomery County Public Schools (MCPS), Montgomery College, affordable housing, economic development, public safety, and efforts to combat climate change.

MCDOT Holding ‘Shout Out to Your Bus Driver’ Contest During March to Promote Transit Driver Appreciation
MCDOT is promoting this year’s Transit Driver Appreciation Day on Friday, March 18 with a month-long social media contest.
During March, Ride On bus riders are asked to “Give a Shout Out” to their bus operators with a Twitter, Facebook or Instagram post detailing how they were served well by their bus driver.
“Shout Out to Your Bus Driver” posts should use the hashtag #TransitDriverAppreciation and tag @RideOnMCT and @MCDOTNow. The posts will be entered into a weekly raffle for a prize pack. Entries that mention a driver's name will also qualify the driver for entry in one of three raffles for a gift card.
Riders that do not use social media can email a thank you message to mcdot.social@montgomerycountymd.gov to be entered in the drawing. Entries may be publicly shared.

MCDOT is Accepting Submissions from High School Students for the Heads Up, Phones Down Video Contest Through March 31
Montgomery County teens have an opportunity to win some great prizes by producing peer videos promoting the importance of focusing on their surroundings, instead of their phones, while driving and walking. MCDOT will be accepting entries of 30-second Public Service Announcements (PSAs) through March 31.
Montgomery County public and private high school students are eligible to submit contest videos. Entries can be submitted individually or as a group of up to four students in English or Spanish.
Submissions will be grouped by individual projects and group projects. Individual entries can win an Apple Mac Book Air, an Apple Watch or tripod. Winning group submissions will split an $800 grand prize, $400 second prize and $200 third prize with a Visa gift card for each member.
Students may also qualify for up to five Student Service Learning hours for successfully completing an entry.
Winning entries will be visited by MCDOT staff and will be posted online on Friday, April 14.

Neighborhood Events Matching Funds Grant Funds Still Available
The Montgomery County Government established the Neighborhood Events Matching Funds Grant Program (NEMF) to promote community engagement, encourage capacity building, networking, and stimulate the local economy. This program is administered by the five Regional Service Offices. Neighborhood organizations, block groups, tenant associations, civic clubs, and other community groups that are active and in good standing may apply for funds to hold events and activities by completing this application. The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

- Supplemental Appropriation to the FY23 Capital Budget, Montgomery County Public Schools, HVAC (Mechanical Systems) Replacement: MCPS (No. 816633), $25,000,000 (Source of Funds: GO Bonds and State Aid).
- Amendment to the FY23-28 Capital Improvements Program and Supplemental Appropriation to the FY23 Capital Budget, Montgomery County Public Schools (MCPS) Relocatable Classrooms (No. 846540), $7,500,000 (Source of Funds: Current Revenue General).
March 28, 2023 at 1:30 p.m. and 7 p.m.

Bill 15-23, Landlord-Tenant Relations - Anti Rent Gouging Protections, would establish protections against rent increases above a threshold for certain rental units, set the base rental amount for certain rental units, provide exemptions from rental increase restrictions for certain units, permit certain rental increases to fund capital improvements, require landlords to submit annual reports regarding rents and generally amend County law concerning rents and landlord-tenant relations.

Bill 16-23, Landlord-Tenant Relations - Rent Stabilization (The Home Act), would establish an annual maximum rent increase for rental housing in the County, provide exemptions for certain buildings from rent stabilization requirements, permit a landlord to submit a petition for a fair rent increase, establish an excise tax for vacant rental units, specify the use of certain tax revenues for the acquisition of affordable housing and generally amend County law concerning rent increase, landlord-tenant relations, and taxation.

The Council is recommending that residents, who choose to attend in-person Council meetings, get fully vaccinated to protect themselves and others against Covid-19. If this is not possible, virtual participation is encouraged.

Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate link to use or phone number to call for the public hearing.

Montgomery County Recreation is Hiring; Job Fairs Scheduled in March, April and May
Montgomery County Recreation is hiring part-time seasonal employees to work during the 2023 summer season. Available positions include lifeguards, camp counselors, camp directors and more.
“We have so many great opportunities for people to work with our Montgomery County Recreation team and I encourage people of all ages and backgrounds to come learn more at our upcoming job fairs,” said Montgomery County Recreation Director Robin Riley. “Working at Recreation is extremely rewarding, and these seasonal positions are a great way to gain experience.”
Job fairs are scheduled at the following locations and dates:
- Wednesday, March 22, 5:30 - 8:30 p.m. at Gwendolyn E. Coffield Community Recreation Center, 2450 Lyttonsville Road, Silver Spring

The part-time/seasonal pay rate begins at $15.65 an hour and increases based on experience. Applicants must be at least 15 years of age. Bilingual applicants are encouraged to apply. Applicants should bring their resumes, come dressed for success and be prepared to discuss their experience. The department is looking for dedicated, hardworking and motivated individuals. Applicants should note these job fairs are not job or location specific. Applicants may attend any job fair regardless of where they are seeking to work in the County. As a condition of employment, applicants will be required to pass a criminal background investigation. The investigation will include state, federal and sex offender background checks. The Maryland Department of Transportation is Hiring for Facility Maintenance Technician (FMT) positions in Montgomery County.

Montgomery County and the Fraternal Order of Police (FOP) Lodge No. 35 have come to an agreement to begin offering a $20,000 bonus for new sworn police recruits. Full implementation of the bonus program would require County Council approval for Fiscal Year 2024 and beyond budgets. Read more.
