A Message from the City Manager
Dear Community Member,

I would like to first congratulate all those promoting and graduating in the coming days. Nearly 2,000 local seniors will earn their high school diplomas from our award-winning Placentia-Yorba Linda Unified School District this week, amidst a global pandemic that has given them an experience unlike any other. These young adults will continue to make their community proud as they turn to the next chapter of their exciting journeys, and we look forward to all the ways in which they will continue to contribute to Yorba Linda's future.

With hot summer days on the horizon, I would like to remind residents that with this heat also comes fire season. Our wet winters result in increased vegetation that becomes a volatile fuel source as it dries out. The City is increasing its fire safety efforts by utilizing additional resources to ensure that yards and larger land parcels are cleared of combustible weeds and debris. Please take the time to safeguard your own home to ensure your property is maintained in a “fire safe” condition, which contributes to the safety of our entire community.

This week, the City of Yorba Linda will be awarding over $1.7 million in grants to local small businesses impacted by COVID-19 through the Small Business Relief Program. During this challenging season, we encourage residents to continue supporting all of our local businesses by shopping and dining locally. Let's continue to support Yorba Linda's businesses, without whom Yorba Linda would not be the vibrant and wonderful place it is.

Orange County Fully Enters Stage 2 of the Reslience Roadmap
The State of California continues to make progress in its plans to reopen the State and modify the Stay-at-Home Order issued by the Governor on March 19. More and more businesses and industries are slowly being allowed to reopening with modifications in place. California, as a state, is currently in Stage 2 (Low-Risk Workplaces) of the Resilience Roadmap , the State's reopening plan. Orange County, like many other counties, has been given permission by the State of California to fully move into Stage 2 and reopen all businesses and activities identified as Stage 2 industries.

The State's website, covid19.ca.gov is the primary resource of information regarding what businesses are allowed to reopen, the industry guidelines that must be followed before reopening, and the current status of the Stay-at-Home order. Black Gold Golf Club and Derricks Grille Open With New Website
With restaurants reopening all over Orange County, Derricks Grille at Black Gold Golf Club is now open for dine-in service! Indoor seating and outdoor patio seating is available, and the staff has taken all the required measures to ensure guest safety, including socially distanced tables.

Derricks Grille is also excited to announce its Father's Day BBQ Dinner to Go meals. This delicious meal feeds 4 to 5 people, and must be pre-ordered by June 17. To purchase, please call 714-961-0253 (x102). Curbside pickup of the Father's Day Dinner will be available on Sunday, June 21.

Current Status of City Facilities and Parks
As part of the City's ongoing response to the evolving Coronavirus (COVID-19) situation and to ensure the health and safety of our community and staff, the following Yorba Linda public City facilities and services are operating on a modified basis:

Key Facilities/Services

City Hall is open during normal business hours on an appointment-only basis in order to allow for social distancing within the lobby area. For more information, please call 714-961-7100.

The Public Library is closed to the public, but is offering curbside service and e-library support. To reserve materials for curbside pickup, visit ylpl.org .

Yorba Linda Police Services has maintained essential public safety services, and will reopen the lobby to the substation building on Friday, June 5.

The Yorba Linda Community Center, Thomas Lasorda Jr. Field House, Travis Ranch Activity Center, and the Bryant Ranch Museum are closed to the public until further notice, and may reopen in Stage 3 of California's reopening plan, the Resilience Roadmap .

Parks

City of Yorba Linda parks remain open on a limited basis so long as social distancing can be maintained; however, playgrounds remain closed under State orders until further notice. Please avoid visiting parks and trails that are crowded, which will not allow you to follow social distancing safety guidelines. If the park or trail you visit is impacted by heavy use, exercise good judgement by limiting contact and taking the more careful approach.

THE CENTERS FOR DISEASE CONTROL RECOMMENDS “SOCIAL DISTANCING” TO PREVENT THE SPREAD OF COVID-19. FOR YOUR SAFETY, PLEASE KEEP AT LEAST 6 FEET AWAY FROM OTHERS.

Basketball Court Guidelines:
  • Basketball courts are open for shooting and individual drills;
  • Maintain social distancing of six feet;
  • No congregating or lingering on or near the courts before or after play; and
  • Do not play if you are exhibiting any illness symptoms or have been in contact with someone with COVID-19 over the last 14 days.

Tennis/Pickleball Court Guidelines:
  • SINGLES PLAY ONLY;
  • No congregating or lingering on or near the courts before or after play; and
  • Do not play if you are exhibiting any illness symptoms or have been in contact with someone with COVID-19 over the last 14 days.

Library Now Offers Curbside Pick-up Service
The Library launched a Curbside Pick-Up Service to the public on Wednesday, May 13. Library patrons can request up to five available items (including books, DVDs, audiobooks, and music CDs) through the Library’s online catalog , or by contacting the library via email or phone by calling 714-777-2873. Yorba Linda Parks and Recreation Is Here For You This Summer
The Yorba Linda Parks and Recreation Department has been working hard to redesign our summer recreation programs, which are scheduled to begin the week of July 6. Many of our favorite programs and camps will be offered, some in-person and some virtual! Classes and camps will be advertised at YLRecOnline.com as registration dates approach. The programs may look a little different this summer, but the Yorba Linda Parks and Recreation Department is trying to ensure that families have access to recreational opportunities and can enjoy a great summer.
 
Tentative dates for Summer Program Registration:
  • Yorba Linda resident registration: Monday, June 15 at 10:00 a.m. 
  • Non-resident registration: Monday, June 29 at 10:00 a.m. 
 
Tennis lessons will begin earlier than the other summer programs. Tennis lesson are scheduled to resume at the Las Palomas tennis courts beginning Tuesday, June 9. Registration dates for tennis lessons are as follows: 
  • Yorba Linda resident registration: Now available online. 
  • Non-resident registration: Monday, June 8 at 10:00 a.m. 

Due to the evolving nature of the COVID-19 situation, all program and registration dates are tentative and subject to change. Look for additional information in future issues of the of the Parks and Recreation E-Newsletter and their Facebook Twitter , and  Instagram channels. In the meantime, check out the Virtual Recreation Center  for fun activities to enjoy at home!
Public Library & Cultural Arts Center Construction Update
During the month of May, the interior mechanical, plumbing, electrical, and painting continued. The exterior soffit metal panel and quarry stone installation has continued to progress. Exterior glazing, wood ceiling grid, and interior light fixture installation began, and the building received permanent power. Also, finish grading has commenced, concrete curbs and light pole base installation has begun, and landscape planting has been selected. Finally, the fiber optic connection to City infrastructure finished as planned. Construction will continue in June with the remaining overhead utility lines and poles to be removed, and the stone and curtain wall are scheduled to finish before July. Yorba Linda's Coronavirus Information Hotline Changes Hours
As the local, state, and national response to the COVID-19 pandemic continues to evolve, Yorba Linda's COVID-19 informational hotline remains an important resource for timely non-medical information. With a decrease in call volume, the new hours of the hotline are Monday to Thursday from 9 a.m. to 5 p.m. After-hours calls will go to voicemail and will be answered as soon as possible during operating hours.

Prevent Drowning and Learn the ABC's of Water Safety!
With warmer weather in the forecast, pools across Yorba Linda will soon be filled with people of all ages attempting to enjoy a cool break from the heat. As pool activity increases, the City of Yorba Linda and  Orange County Fire Authority  (OCFA) want to keep you and your families safe. Did you know that drowning is silent and can occur in as little as two inches of water and in as quickly as 20 seconds? Although 100 percent preventable, drowning is the leading cause of death among children ages five and under and the second leading cause among children under fourteen. The most common reason children drown is a lapse in active adult supervision. Parents and caretakers are urged to remain vigilant when children are near water and encouraged to review and share the  ABCs of Water Safety:

  • A is for Active Adult Supervision
  • B is for Barriers
  • C is for Classes

College Reservoir Replacement Construction Begins Soon
Golden State Water Company will be replacing an existing 1.0 million gallon partially-buried concrete reservoir located at the College Plant Site in north Yorba Linda with two new 0.5 million gallon above-ground steel reservoirs. Construction is set to begin mid-June and is anticipated to take 14-16 months to complete. During this time, Construction crews with heavy excavators, breaker bars, backhoes, dump trucks, crew trucks, and hand tools will be digging throughout the plant site. The streets will remain open to traffic during the construction period. Local traffic on Bastanchury Road near the access road entrance may be restricted periodically for short durations of time to get large equipment and materials in and out of the site. The construction crews will make every effort to keep dust to a minimum. Please expect an increased level of noise during the construction period, particularly during demolition of the existing structure.

BBQ Your Food, Not Your Home!
Did you know that there are over 10,200 grilling fires every year, causing $123 million in property damage, with 57% occurring May through August? With BBQ and grilling season now under way, the Orange County Fire Authority and the City of Yorba Linda would like to remind you of important grilling safety tips:

Grilling Safety Tips
  • Propane and charcoal BBQ grills should be used outdoors only;
  • Grills should be placed a safe distance from the home, deck railings, tables, overhanging branches, and areas where people gather;
  • Keep children and pets at least three feet away from the grill area; 
  • Keep your grill clean by removing grease or fat buildup from the grates and in the trays below the grill; and
  • Never leave a heated grill, lighter, or matches unattended.

Charcoal Grills
  • If you use starter fluid, use only charcoal starter fluid. Never add charcoal fluid or any other flammable liquids to the fire while cooking; and
  • When you are finished grilling, let the coals completely cool (for about 48 hours) before disposing in a metal container.

Propane Grills
  • Check the gas tank hose for leaks before grilling;
  • If your grill has a gas leak, get the grill serviced by a professional before using it again. If a leak occurs while grilling, call the fire department; and
  • If the flame goes out, turn the grill and gas off and wait at least 5 minutes before re-lighting it.

Independence Day Facility Closure
In observance of Independence Day on July 4, all City facilities will be closed on Friday, July 3, 2020. As Independence Day falls on a Saturday this year, residents' trash pick-up day will be not be affected.
Keep Our Local Beaches Clean by Preventing Urban Runoff
Summer is here, and along with it comes warm weather activities like trips to the beach. Pollution in local creeks and channels, however, could decrease days spent enjoying the surf and sand by making beaches unsafe for swimming. By simply changing one or two individual practices, you can help reduce urban runoff, improve the health of waterways, and keep local beaches open all summer long:

  • Keep trash off the ground and pick up pet waste;
  • Sweep sidewalks and patios, instead of hosing them down. Not only does this prevent wasted water, it also reduces runoff which picks up pollutants on the ground carrying them to nearby storm drains, which drain to the ocean;
  • Clean up outdoor spills with mops or absorbents instead of washing spills into a gutter or storm drain; and
  • Do not overwater your lawn.

Tip, Toss, and Take Action to Prevent Mosquitoes
Recent rains combined with warm weather create the perfect environment for mosquito breeding. The City of Yorba Linda and  Orange County Mosquito and Vector Control District (OCMVCD)   would like to remind residents to take an active role in mosquito control by regularly inspecting their property for any stagnant water where mosquitoes can lay eggs. Mosquitoes can complete their life cycle from egg to adult in about a week and only need a body of water the size of a bottle cap to develop. OCMVD would like to remind you to tip , toss , and take action by doing the following:
  • TIP: Eliminate breeding sources around your property;
  • TOSS: Throw away any unused containers to prevent eggs from hatching; and
  • TAKE ACTION: use these tips to help you combat mosquitoes.

Common sources for mosquito breeding include plant saucers, buckets, tires, pet water bowls, trash cans, water holding plants such as bromeliads, and landscaping with low lying areas. Any collected water should be emptied or drained, containers should be tightly sealed to prevent mosquito entry, unnecessary containers should be removed from yards, and green unmaintained pools should be cleaned or treated.
