A Message from the City Manager
|
Dear Community Member,
This month brings the openings of several businesses in the long-awaited Yorba Linda Town Center with more anticipated to open soon. Eateries Apola Grill and Cafe Rio are now open, with Bristol Farms (April 13) and Peet's Coffee (April 15) scheduled to follow. In the nearby Main Street District, the City anticipates the improvements on Main Street and Lemon Drive, including resurfaced streets, new sidewalks, and decorative lighting, to be completed by the end of this month. The culmination of the Town Center and Main Street projects is certain to make Yorba Linda's downtown area a popular destination for residents of Yorba Linda and nearby communities.
In other City news, to address the issue of homelessness in the region, the City of Yorba Linda will contribute funds to the construction and operations of two Navigation Centers designed to meet the needs of Orange County's homeless population. The Navigation Centers are proposed to be located in Buena Park and Placentia and the City's portion of the funding will be covered by existing Community Development Block Grant and affordable housing funds.

Update on Efforts to Address Homelessness
|
As mentioned in the previous issue of the "Yorba Linda Connection," to comply with a Federal Mandate, the North Orange County Service Planning Area (“North SPA”), comprised of the cities of Yorba Linda, Anaheim, Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Los Alamitos, Orange, Placentia, Stanton, and Villa Park, has been collaborating on a regional approach to address homelessness in the North SPA, which includes identifying suitable locations for multiple shelters to provide homeless neighbors in the region with needed services.
After months of extensive discussions and assessments, two locations for the development of Navigation Centers were identified, one in Buena Park and one in Placentia. These proposed sites were selected based on a number of factors, including zoning, proximity to related services, and site availability. It is the intent that the centers will be a multi-jurisdictional approach to guiding under-served residents back into society by increasing access to shelter with basic needs, health and job resources, and opportunities to reunite with friends and family. The two Navigation Centers are proposed to each have 100 beds. Each City in the North SPA will contribute funds to the development and on-going operations of the two new Navigation Centers. The City of Yorba Linda's share of the construction cost will be covered by available Community Development Block Grant (CDBG) funds and the ongoing operational costs will be covered by the City's affordable housing fund.

Don Wagner to Represent City of Yorba Linda on OC Board of Supervisors
|
A special election was held on Tuesday, March 12, 2019 to fill the Third District seat on the Orange County Board of Supervisors. Among other cities, the Third District seat represents the City of Yorba Linda.

Public Library & Cultural Arts Center Construction Update
|
Construction continued throughout the month of March at the new Public Library and Cultural Arts Center site. Following several days of weather delays, rough grading began along with the coordination for the site utility connections on Lakeview Avenue. The piles for the north and east retaining wall shoring were installed and the Lakeview Avenue storm drain bypass is now complete.

Bastanchury Road Closure Scheduled
|
On Wednesday, April 10, 2019, Bastanchury Road will be closed between Cornell Lane and Princeton Place from 9:00 to 11:30 a.m. to allow for a simulated crash scene as part of the
"Every 15 Minutes"
program, which will be held at Yorba Linda High School. "Every 15 Minutes" is an educational program of the California Highway Patrol which strives to educate high school students on the consequences of drunk driving. One of the City's most popular family events, Movies in the Park, is back and scheduled to start on Saturday, April 13, 2019. Bring your own picnic dinner and enjoy a family friendly movie under the stars on a 20-foot inflatable screen. The 2019 movie schedule is listed below; all movies begin at dusk. City's Annual Egg Hunts Scheduled
|
Grab your baskets and your running shoes, two of the City's most popular annual events are just around the corner! The
23rd Annual Flashlight Egg Hunt
will be held on Friday, April 19, 2019 from 7:30 to 8:30 p.m. at the Thomas Lasorda Jr. Field House. The event, geared towards ages 7-13, requires pre-registration, which can be completed
online
or at your favorite Recreation facility. The following day, on Saturday, April 20, the
36th Annual Egg-Citement Hunt
will be held at Hurless Barton Park. This free event is geared towards children ages 2-9 and no registration is required. In addition to the egg hunt, which will start promptly at 10:00 a.m., the event will feature crafts, games, face painting, a petting zoo, and a photo opportunity with the Bunny himself!

Yorba Linda Police Services to Host National Prescription Drug Take Back Day
|
Do you have expired and unwanted medications needing disposal? If so, swing by the Yorba Linda Police Services Substation, 20994 Yorba Linda Boulevard, on Saturday, April 27, 2019 between 10:00 a.m. and 2:00 p.m. for National Prescription Drug Take-Back Day. This event aims to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the general public about the potential abuse of medications. The Love Our Cities program is coming to Yorba Linda! Love Our Cities is a multi-city, day of service that matches volunteers from schools, local businesses, service groups, churches, and other community organizations with projects throughout the community. Love Yorba Linda will be held on Saturday, May 4, 2019 from 8:00 a.m. to 12:00 p.m. Volunteers of all ages can choose from projects at several Yorba Linda schools, as well as the City's own Paxton Equestrian Center, and projects are still being added. Coyote Awareness Community Meeting
|
Join the City of Yorba Linda,
Senator Ling Ling Chang

Orange County Animal Care
, and the
California Department of Fish and Wildlife
for an informational community meeting regarding coyote awareness on Thursday, May 9, 2019 from 6:00 to 8:00 p.m. at the Yorba Linda Community Center, 4501 Casa Loma Avenue. The meeting will provide an opportunity for residents to learn about the coyote presence in Yorba Linda, coyote behavior, deterrents, ways to decrease negative encounters, and other helpful information. In addition, the City of Yorba Linda would like to remind residents that coyote sightings can be reported on the

. Coyote reporting is helpful for the City to track trends in coyote behavior.

Spring Showers Bring Flowers and an Increase in Mosquito Sources
|
Recent rains combined with warm weather create the perfect environment for mosquito breeding. The City of Yorba Linda and
Orange County Mosquito and Vector Control District (OCMVCD)
would like to remind residents to take an active role in mosquito control by regularly inspecting their property for any stagnant water that will contribute to an increase in mosquitoes. Mosquitoes can complete their life cycle from egg to adult in about a week and only need a body of water the size of a bottle cap develop. Common sources for mosquito breeding include plant saucers, buckets, tires, pet water bowls, trash cans, water holding plants such as bromeliads, and landscaping with low lying areas. Any collected water should be emptied or drained, containers should be tightly sealed to prevent mosquito entry, unnecessary containers should be removed from yards, and green unmaintained pools should be cleaned or treated. City to Issue Weed Abatement Notices
|
To increase fire safety, it's that time of year for residents to get an early start on weed abatement. This program is designed to keep the City fire-safe by ensuring that yards and larger land parcels are cleared of combustible weeds and debris.
To comply with the
California Government Code
, the City will issue
notices
to homeowners with potential fire hazard conditions based on vegetation or rubbish on the property. Those who receive a notice are required to clear their property of all combustible vegetation, including dead leaves, weeds, brush, and tree limbs as well as excess trash, wood, and other combustibles by June 18, 2019. The
Orange County Fire Authority
also assesses properties for fire risk and issues notices on an as-needed basis.
Please keep in mind that weed abatement season is year-round in Southern California and it is the property owner’s responsibility to ensure that their property is maintained in a “fire safe” condition to protect themselves and their neighbors. YLS Bakery & Cafe Receives City's Business of the Quarter Recognition
|
At the March 19, 2019 City Council Meeting, YLS Bakery and Cafe was recognized as the City of Yorba Linda's Business of the Quarter for their contributions to the community. Social Media Coordinator Anthony Sano was in attendance to accept the recognition on behalf of General Manager Joanne Hagihara. Since 2016, YLS Bakery has been a local community gathering place offering specialty coffee drinks, baked goods, and lunch items with a creative modern twist. YLS is commended for being an active partner in the community, supporting local schools, non-profit organizations, and the Library through donations and the sale of specialty items. Most recently, YLS sold a specialty matcha donut throughout the month of March and donated the proceeds to Crittenton Services, an organization which supports vulnerable children and families in the community. The City of Yorba Linda values YLS Bakery and Cafe's contributions to the community.

Vegetation Management is First Step to Protecting Your Home from Wildfires
|
Due to the recent rainfall, residents may experience an overgrowth of plants in their yards. As such,
Orange County Fire Authority (OCFA)
, along with the City of Yorba Linda, would like to remind residents that proper vegetation management surrounding their homes can help prevent the spread of wildfire. OCFA encourages residents to follow the
"4 R's of Vegetation Management"
to protect their homes:
- Removal - Remove all dead and dying plants within 100 feet of your home and remove any plants found on OCFA's Undesirable Plant List;
- Reduction - Prune and thin plants within 100 feet of your home, provide 4 feet of vertical separation between shrub tops and lower tree branches, keep all shrubs within 10 feet of your home trimmed to two feet or lower, prune or remove plants near windows, remove all tree branches or plants within 10 feet of chimney outlets, move wood piles at least 30 feet from your home, and keep grasses and weeds cut to 4 inches or less;
- Replacement - Replace fire prone plants with fire-resistant and drought tolerant plants. See OCFA's Planting Guide for information. When planting replacement plants, be sure to leave enough space between plants for them to grow to mature size; and
- Resistant - Use fire resistant plants whenever possible and remember that proper plant separation is just as important as selecting the correct types of plants.

Spring Cleaning & "Greening": How to Safely Dispose of Hazardous Household Waste
|
It’s that time of year again – time to clean out old items from those closets, sheds, and garages! In your spring cleaning, you’ll likely come across
Household Hazardous Waste
– like old paints, cleaners, oil, batteries, and pesticides – and you may not be sure how to properly dispose of them.
Hazardous Household Waste is defined as leftover household products that contain corrosive, toxic, ignitable, or reactive ingredients. These items require special care when you’re purging them from your home, so resist the inclination to leave them on the curb with the rest of your trash, and do not pour such liquid products down the drain! When improperly disposed of, these products can eventually enter the storm drain, which leads them to flow untreated into our creeks, rivers, bays, beaches, and ocean.

Summer Recreation Leader Positions Available
|
The
Parks and Recreation Department
is seeking applicants for the position of Recreation Leader to work in the City's summer programs. Assignments include:
- Youth Sports;
- Facility Monitoring;
- Summer Programming;
- Field Ambassador; and
- Adventure Playground.
The position generally works 10-20 hours per week, including weekdays, weekends, and evening shifts. Interested individuals can apply on the

Susanna Bixby Bryant Ranch Museum Offers Yorba Linda History
|
Students and history buffs are encouraged to visit the
Susanna Bixby Bryant Ranch Museum
for a docent-guided tour on Sunday afternoons from 1:00 to 4:00 p.m. The museum, which is owned by the City of Yorba Linda and operated by the Yorba Linda Historical Society,
consists of 2,500 square-feet of vintage room furnishings from the late 1800s to 1930, and features:
- Five museum rooms covering the history of the botanic garden, ranching, citrus, and bee industries;
- Yorba family artifacts and mementos including textiles;
- A variety of artifacts, including baby mastodon jaws, Native American items, an Argentine gaucho exhibit;
- Kitchen primitives and a mini medical museum; and
- Comprehensive Yorba Linda historical information, including surname, subject, and locality indices.
Admission is $2 for adults and $1 for children ages 5-12. Museum is closed on holiday weekends. Week day group and school tours are also available and may be booked by calling 714-694-0235.
