Savi Ranch Mobility Feasibility Study Completed
Residents are well aware that with its variety of stores, restaurants, and businesses, Savi Ranch is a major destination for Yorba Linda residents and visitors from neighboring cities. This, coupled with the its close proximity to the 91 Freeway, has caused traffic congestion in the area, especially near the development's entrances and exits. From 2013 to 2015, the City embarked on the process of creating a Vision Plan for Savi Ranch, which, with feedback from residents and business owners, established a 30-year plan for Savi Ranch, and identified several potential mobility improvements for improving the traffic congestion in the area.

To address the public's concerns about traffic congestion in the area, the City Council directed staff to complete a Savi Ranch Mobility Feasibility Study to evaluate the feasibility of the traffic circulation improvements proposed in the Vision Plan. At the July 17, 2018 City Council Meeting, the City Council received the Savi Ranch Mobility Feasibility Study, which addresses improving access to Savi Ranch for motorists, cyclists, and pedestrians, as well as improving internal circulation within the development by widening Yorba Linda Boulevard and Savi Ranch Parkway. Moving forward, staff will proceed with the preliminary engineering and environmental clearance for the project, in coordination with the City of Anaheim and Orange County Transportation Authority (OCTA). Look for project updates in future issues of the Yorba Linda Connection.

Annual Pavement Preservation Project Planned for Yorba Linda Streets
The season is here for street paving and pavement preservation. The Annual Pavement Preservation Program keeps streets in good condition, provides residents with better driving conditions, extends the lives of streets, and protects the public's infrastructure investment.

Initial preparation work is currently being completed for the project, with the slurry seal treatment anticipated to begin in mid-August. This year’s project is intended to cover the areas west of Valley View Avenue and north of Yorba Linda Boulevard, as well as the areas west of Fairmont Boulevard and north of Bastanchury Road and Lakeview Avenue. The work consists of repairs to designated areas of asphalt concrete and crack sealing followed by a slurry seal treatment of the entire roadway.

The overall project is anticipated to be completed by early October. Door hangers with additional information are being distributed to help minimize construction impacts to the public. During construction, drivers, bicyclists, and pedestrians are advised to be prepared for delays or take alternate routes, watch for traffic or lane changes, proceed slowly, and to be alert to workers and equipment in the roadway. Adding Safety Features to Pools Reduces Drownings
To reduce the incidence of drownings in California, the  Pool Safety Act  went into effect in January 2018. This law applies to any newly constructed or remodeled pool or spa at a private, single family home. Under the new law, before final building permits are issued, the City's building inspector must confirm the new or remodeled pool or spa has at least 2 of the 7 drowning prevention safety features listed below:

  1. An enclosure which meets the requirements and isolates the swimming pool or spa from the home;
  2. Removable mesh fencing that meets specifications in conjunction with a self-latching, self-closing gate, and can accommodate a key lockable device;
  3. An approved safety cover;
  4. Exit alarms on the home's door that provide direct access to the swimming pool or spa;
  5. A self-closing, self-latching device with a release mechanism placed at least 54 inches above the floor on the home's door providing direct access to the pool or spa;
  6. An authorized alarm placed in the swimming pool or spa that will sound upon detection of accidental or unauthorized entrance into the water; or
  7. Any other means of protection if the protection is determined to be equal or greater than the previous features.

Although the law only applies to newly constructed or remodeled pools or spas, these safety features are proven to prevent drownings and the City of Yorba Linda, along with Orange County Fire Authority, encourage pool owners to consider installing one or more of these features at home, especially in homes with small children. To receive updates on pool safety initiatives, building code updates, and other safety information, the City encourages residents will pools to join the City's Pool and Spa Registry . For additional drowning prevention information, please visit the City website .

Dogs Must be Leashed While Enjoying Yorba Linda's Trails, Parks, and Public Areas
With over 100 miles of multi-use trails and 184 acres of parkland, Yorba Linda is a dog's paradise! Although it may be tempting to let your dog freely enjoy trails and parks, the City of Yorba Linda and Yorba Linda Police Services would like to remind residents that, for the safety of dogs and the public, the Yorba Linda Municipal Code requires dogs to be on a leash while in public at all times, including when in parks, on trails, and in neighborhoods.

Of course, dogs are welcome to enjoy Checkers Dog Park without a leash; for dog park hours and rules and regulations, visit the City website or contact the Parks and Recreation Department at 714-961-7160.
Prevent Stormwater Runoff this Summer and Protect Water Quality
Stormwater runoff refers to rainwater that falls on streets, parking lots, grass, rooftops, developed land, and other areas that ultimately flows into the ocean through storm drains, picking up pollutants and debris on its was. Although rain is not common during the summer, the City of Yorba Linda encourages you to take steps at your home this summer to prevent the spread of pollutants during the next rain:

  • Sweep up all cut grass, trimmings, and leaves and dispose of them as green waste;
  • Maintain your car to prevent leaks;
  • Follow directions when applying fertilizers and/or pesticides; do not over-apply or irrigate immediately after application;
  • If washing your car at home, use biodegradable soap;
  • If your pet spends time in the yard, promptly pick up pet waste; and
  • Consider volunteering for a beach clean-up event by visiting the California Coastal Commission's website.
