Thank you for your interest in learning about everything that is happening in El Paso County's Precinct #3! We hope this newsletter provides you with helpful information about our diverse and growing precinct. Although this newsletter is published once per month, you can always learn about what is going on in the precinct by following Commissioner Holguin on Facebook, Instagram and Twitter!
Celebrating National Detention Officers Week
A huge thanks goes out to all of our El Paso County Detention Officers for all of their hard work and dedication! Commissioner Holguin was very proud to have co-sponsored a Resolution celebrating National Detention Officers Week in El Paso County and was also very happy to have joined Commissioners Carl L. Robinson and Carlos Leon, County Judge Ricardo Samaniego, and the El Paso County Sheriff's Officers Association in thanking our detention officers for their service by hosting a cook-out in their honor!
Public Works Community Clean-Up
in Montana Vista
Thank you to Public Works Director Norma Rivera Palacios and all of our County staff for the very successful Community Clean-Up event in Montana Vista! These events are a priority for the County and help keep our communities clean! For information on upcoming community clean-up events, please call our office at 546-2144.
Vaccine Efforts in our Rural Communities
Commissioner Holguin continues to ensure that vaccines are available to residents of Far East El Paso and the Mission Valley. Transportation to the City of El Paso should not be an obstacle to obtaining a vaccine. This past month, vaccination events were held in Ysleta, San Elizario, and Fabens! Thank you to all of the community partners that make these events possible: University Medical Center, Center for Employment Training, Exit 49, Familias Triunfadoras, UTEP, Texas Tech, ESD #2, Constables Ugarte, Garcia and Aguilar, and the Texas Department of State Health Services. Thank you!

ESD#2 Vaccination Event in Fabens, TX
More vaccines were administered at the Emergency Services District #2 Headquarters in Fabens! More than 1,000 El Paso County residents received their first dose and will be receiving their second dose in three weeks. We are truly grateful to everyone who helped with this vaccination effort!
ESD#2 Vaccination Event in San Elizario, TX
Another successful vaccination drive in San Elizario. Thank you “Exit 49” volunteers from Fabens for helping your neighboring community!

A big thanks as always to ESD #2, our County of El Paso Constables, and all who help us continue to bring the vaccine out to the people of Pct. 3!

El Paso County's Healing Garden
It was an honor to participate in the tree-planting ceremony in memory of the victims of the August 3, 2019 tragedy at El Paso County's Healing Garden located inside of Ascarate Park. The Healing Garden is still under construction and will be unveiled to the public during the County's Month of Healing, which spans from July 3 to August 3. Thank you to all of the families of the victims for allowing us to honor their loved ones’ memories in this special way and to County Judge Ricardo Samaniego for always reminding us that we must never forget the names of the 23 lives lost on that terrible day.

Satellite Office in Fabens
A sincere thank you to everyone who attended the grand opening of the Pct. #3 Satellite Office in Fabens! We look forward to serving the residents of Fabens, Tornillo, San Elizario, Clint and Socorro and having a strong presence in the community! The office is located inside the Roads and Bridges Building in Fabens and is open to serve the public every Wednesday from 9 a.m. to 3 p.m. Stop by and say hello!
Visiting Precinct #3
Texas Rescue Patrol

Thank you to Jamil and Elias of the Texas Rescue Patrol for taking Commissioner Holguin out to see Red Sands and the surrounding areas. It was breathtaking! Commissioner Holguin is truly proud to represent a precinct with so much natural beauty! We can't wait until the County is able to start construction for the expansion and improvement of San Felipe Park in Fabens, which will be a park specifically for the use of off-road vehicles and ATV's. Our off-roading community will love it!
Visiting with Residents of Horizon View Estates
Commissioner Holguin would like to extend her gratitude to the residents of Horizon View Estates for the invitation to attend their community meeting! Commissioner Holguin was very proud to announce that the community park that they’ve been requesting for years is on it’s way to finally becoming a reality!
Cochran Estates
Thanks to the collaboration of so many community partners, the residents of Cochran Estates near Horizon will finally have access to water and wastewater services! It was truly gratifying to have been present to share the wonderful news about the grant being awarded by the non-profit organization Dig Deep with the residents! El Paso County is a proud partner in this project!
Community Service Spotlight
Commissioner Holguin was happy to have been invited to participate in a food distribution event at the offices of AYUDA, Inc. (Adults and Youth United Development Association) in San Elizario this month. Volunteers helped to distribute food items and boxes of gallons of bottled water donated by Ozarka in an effort to promote recycling education efforts. Thank you to all of the awesome AYUDA volunteers for their commitment to our community!
