FMS Fee
Effective July 1, 2022; the FMS fee does not come out of the participant’s budget. The FMS fee is paid out by Regional Center outside of the participant’s individual budget. If you are already in the Self-Determination Program, your Service Coordinator will be contacting you to request an updated spending plan with the available FMS funds.
Pre-enrollment Transition Support
Effective 8/1/2022, participants have two options when it comes to transition supports.
- Option A- Available only through January 31, 2023. This option is what is currently in place. Under this option, participants can receive a Person Center Plan (PCP) and/or Independent Facilitator (IF) services.
- Option B- Will be available as of August 1, 2022 and effective February 1, 2023 this will be the only option. Under option B, the participant receives:
- PCP (only) service under 024 reimbursement (up to $1,000)
- Independent Facilitator (IF) support and or FMS support, reimbursed under service code 099, which means the providers must be vendored with NLACRC.

Self-Determination Volunteer Local Advisory Committee |
|
The Self Determination Volunteer Advisory Committee meets every 3rd Thursday of the month from 6:30 pm to 8:30 pm. Spanish interpretation is provided.

If you would like to obtain more information about the Self Determination Program (SDP), we invite you to attend an informational meeting. It is an overview of the SDP and how it can work for you. This meeting is not mandatory to participate in the SDP.

Self-Determination Orientations |

If you are interested in starting the transition into the Self Determination Program, you must attend an orientation. The orientation will prepare you for the transition process.

Since 2013, led by Elizabeth Barrios Gomez, ICC has had a team of experts on Self-Determination who are also parents and family members of individuals served by the regional center system. The Team is bi-cultural, bilingual, and proficient in every aspect of the Self-Determination Program. The Team members are Certified Independent Facilitators and Trainers who are involved in SDP both at the local and State level. Their focus is in defining a life directed by the participant through person centered planning that is designed to provide guidance in understanding, transitioning and sustainability within the Self-Determination Program. |

The Legacy Center offers one-to-one coaching to consumers and families exploring or starting the transition to Self Determination. Sessions can be booked individually or in small groups at no cost. Coaching includes exploration and discussion based on each consumer’s situation, needs, and desires around SDP. This coaching fits well after SDP orientation and before meeting with an Independent Facilitator. Sessions are available in both English and Spanish. |

Disability Voices United hosts SDP Connect that is a weekly information-sharing Zoom meeting for Self-Determination Program (SDP) participants for all of California family members, independent facilitators, FMSs, regional center staff, service providers, and anyone else who is interested in moving the SDP forward! The Ombudsperson assists regional center consumers and Self-Determination participants and their families to participate in the program. If you need help, contact the Ombudsperson at:
Ombudsperson Responsibilities:
- Provides information to regional center clients and their families,
- Facilitates solution to disagreements,
- Investigates complaints regarding implementation of the program,
- Recommends strategies for change to the department and the legislature, and
- Compiles and reports data to the legislature.

Why must I add employee burden cost to my SDP Spending Plan?
The employee burden cost includes payroll taxes as well as benefits, such as sick time and vacation. It is important to note that every FMS has a different employee burden rate and it may change every year. Make sure you discuss this with your FMS.

ACTUALIZACIÓN IMPORTANTE: |

Tarifa del FMS
A partir del 1 de julio de 2022; la tarifa del FMS no sale del presupuesto del participante. La tarifa del FMS es pagada por el Centro Regional fuera del presupuesto individual del participante. Si ya está en el Programa de Autodeterminación, su Coordinador de Servicios se comunicará con usted para solicitar un plan de gastos actualizado con los fondos FMS disponibles.
Apoyo de transición previa a la inscripción
A partir del 1 de agosto de 2022, los participantes tienen dos opciones cuando se trata de apoyos de transición.
- Opción A: disponible solo hasta el 31 de enero de 2023. Esta opción es la que está actualmente vigente. Bajo esta opción, los participantes pueden recibir un Plan de Centro de Persona (PCP) y/o servicios de Facilitador Independiente (IF).
- Opción B- Estará disponible a partir del 1 de agosto de 2022 y a partir del 1 de febrero de 2023 será la única opción. Bajo la opción B, el participante recibe:
- Servicio de PCP (solo) bajo reembolso 024 (hasta $1,000)
- Apoyo de facilitador independiente (IF) y/o apoyo de FMS, reembolsado bajo el código de servicio 099, lo que significa que los proveedores deben ser proveedores de NLACRC.

Desde 2013, dirigido por Elizabeth Barrios Gómez, ICC ha tenido un equipo de expertos en Autodeterminación que también son padres y familiares de personas atendidas por el sistema de centros regionales. El equipo es bicultural, bilingüe y competente en todos los aspectos del Programa de Autodeterminación. Los miembros del equipo son facilitadores y capacitadores independientes certificados que participan en el SDP tanto a nivel local como estatal. Su enfoque es definir una vida dirigida por el participante a través de una planificación centrada en la persona que está diseñada para proporcionar orientación en la comprensión, la transición y la sostenibilidad dentro del Programa de Autodeterminación. |

El Legacy Center ofrece entrenamiento individual y grupos pequeños, círculos de apoyo que ocurren los miércoles y sábados. Responsabilidades del Defensor del Pueblo:
- Brinda información a los clientes del centro regional y sus familias,
- Facilita la solución de desacuerdos,
- Investiga quejas sobre la implementación del programa,
- Recomienda estrategias para el cambio al departamento y a la legislatura, y
- Recopila y reporta datos a la legislatura.

¿Por qué debo agregar el costo de la carga del empleado a mi plan de gastos SDP?
El costo de la carga del empleado incluye impuestos sobre la nómina y beneficios, como licencia por enfermedad y vacaciones. Es importante tener en cuenta que cada FMS tiene una tasa de carga de empleados diferente y puede cambiar cada año. Asegúrese de discutir esto con su FMS.
