Director's Corner: 
New PTAC Counselor at Fayetteville State University

Robin Livingston joined the SBTDC Fayetteville Regional Center as a Procurement Technical Assistance Center (PTAC) Counselor. He is from North Myrtle Beach, South Carolina and earned his BS in Business Administration at Columbia Southern University. He is currently in the MBA program at Fayetteville State University with a projected graduation of Spring 2019. He has over 25 years of logistical management experience in commands throughout the U.S. Army where he processed contracts, resolved issues involving acquisition and procurement of supplies, services and equipment. He has served as the Contracting Officer Representative (COR), Billing Official (BO) for the Government Purchase Card (GPC) and the Agency Program Coordinator (APC) for the Government Travel Card (GTC). He has received numerous awards and declarations for excellent performance in the procurement field over the years.

Final rule re: SAM registration

On September 26, 2018 DoD, GSA, and NASA published a final rule in the Federal  Register https://www.federalregister.gov/documents/2018/09/26/2018-20706/federal-acquisition-regulation-system-for-award-management-registration at 83 FR 48691 to update the instructions for registration in the System for Award Management (SAM) and correct an inconsistency involving the timing of registration. In order to correct this inconsistency, the rule changes FAR 4.1102, 4.1103, 52.204-7, and 52.212-1(k) to require offeror registration in SAM prior to submission of an offer. The rule also requires contracting officers to use the name and physical address from the contractor's SAM registration for the provided Data Universal Numbering System (DUNS) (now the unique entity identifier) and removes the term "division name" from the FAR text at FAR 4.1102, clause 52.204-13, and provision 52.212-4. The final rule will become effective on October 26, 2018.
