Senate narrowly kills bill to prevent pesticide manufacturer lawsuits

After lengthy debate Thursday, the Idaho Senate in a 15-19 vote killed a bill that would have granted some legal immunity to the manufacturers of pesticides. The bill was supported by Bayer and would have impacted both tort law and common law lawsuits.

Fentanyl mandatory minimum bill heads to governor’s desk

HB 406 passed the Senate in a 28-7 vote with Sen. Phil Hart of Kellogg as the only Republican voting against it. Meanwhile, Sen. Ron Taylor of Hailey diverted from his fellow Democrats and voted in favor, saying the constituents of his district wanted it.

Age verification bill for porn sites passes House

Lawmakers in the House want to join the list of states requiring pornography websites to verify the ages of their users. The legislation takes a different approach than a bill passed in the Senate on Monday, which would make device manufacturers implement age filters.

House committees adjusted after leadership change

Republicans in the House have shuffled committee chairman positions after a shakeup in chamber leadership over the past week. Rep. David Cannon has been promoted to chairman of the House Revenue and Taxation Committee.

Senate committee approves Article V resolution

The Senate Judiciary and Rules Committee passed a resolution on a 6-3 vote Wednesday that would support calling an Article V convention of the states under the U.S. Constitution. The legislation targets a balanced national budget and the growing national debt, as well as term limits at the federal level.

Lawmakers threaten lawsuit to stop Phoenix purchase

In a resolution unveiled Thursday, lawmakers are threatening a lawsuit opposing the University of Idaho’s proposed University of Phoenix purchase. One of the bill’s two co-sponsors did not pass judgment on the merits of the Phoenix purchase — but he decried the closed-door meetings leading up to it that left lawmakers in the dark.

Committee introduces AI bill on explicit ‘deep fakes’

The House State Affairs Committee introduced another bill Thursday on explicit images generated by artificial intelligence. This one would make it illegal to put an image of a person’s face on images or video that are artificial and explicit.

Anti-bullying bill moves forward to House

The House Education Committee unanimously moved a bill forward that would require schools to provide parents and guardians with materials on suicide, self-harm, and other issues after a student bullying incident. It would include “parental empowerment materials, including suicide prevention sources and information on methods to limit students’ access to means of harm to self or others.”

Tax committee considers opening medical savings account benefits to health care sharing ministries

Health care sharing ministries are faith-based nonprofits that operate similarly to health insurance companies. Lawmakers discussed at length how analogous they are to regular insurance, and questioned which payments would be tax deductible.
