CMS 2025 Proposed Payment Rule

The Centers for Medicare & Medicaid Services (CMS) recently announced a proposal to implement a more than 4% cut to home health Medicare payments in 2025. CMS projects that Medicare payments to home health agencies will drop by 1.7% overall in the calendar year 2025. This reduction translates to an estimated decrease of about $280 million compared to the payment levels in 2024.

Healthcare advocates are raising alarm bells, emphasizing the detrimental effects that such a reduction in funding could have on patient care. In response to the proposal, advocates for home health services are urging policymakers to reconsider these cuts and seek alternative solutions to address budgetary concerns.

Preview of Anticipated Changes to OASIS

In the two most recent CMS Home Health Final Rules (CY 2023 and CY 2024), CMS announced changes to OASIS data collection for 2025, providing the industry with a full year to prepare for these changes.

In the continued effort to align data collection requirements under the Home Health Quality Reporting Program (HH QRP) with the data collection requirements for other post-acute care settings.

Effective July 1st 2025, CMS will require home health agencies (HHAs) to submit all payer OASIS data for patients with the exception of patients under the age of 18, patients receiving maternity services, and patients receiving only personal care, housekeeping, or chore services.
