Senate EPW Committee Highway Bill Includes $125 million for Mileage Based Pilots for Next Five Years

On July 29th the Senate Environment and Public Works Committee reported a bill which significantly increases funding for testing road charging systems in the United States.
Included in the 5 year bill is a revised Surface Transportation System Funding Alternatives (STSFA) grant program which would provide $15 million per year for state pilots and $10 million per year for a national trial. The bill reduces the state pilot match to 30% from the current 50%. There is no match requirement for the national trial grant program.

Under the bill, new pilots should:
  
  • Test the impact among differing income groups and among rural and urban drivers
  • Develop recommendations for adoption and implementation
  • Quantify and minimize the administrative costs
  • Test a variety of solutions, including using 3rd party vendors, for collection of data and fees with a focus on reliability and security
  • Test approaches to ensure privacy and data security
  • Conduct public outreach and awareness regarding the need for road usage fees
  • Evaluate ease of compliance and enforcement 

Lastly, Geographic diversity is an important consideration in the award of grants.

Bob Poole from the Reason Foundation will make the first presentation of his paper "A New Approach to the Transition from Per Gallon to Per Mile" at the September 19 Quarterly Meeting. 

Other items to be featured will be updates on the legislation in the U.S. Congress, updates from the state pilots, information from the MBUFA Advisory Council, plus a discussion of the future needs for MBUFA and MBUF with this transformative legislation.

California Transportation Commission
The California Transportation Commission (Commission) is statutorily required to assess potential mechanisms including, but not limited to, a mileage-based revenue collection system to use as alternative method to the existing gas tax system for generating the revenue necessary to maintain and operate the state’s transportation system. The Commission formed a 15-member Road Charge Technical Advisory Committee in 2015 which continues to meet and inform road usage charge policy decisions. In conjunction with the California Department of Transportation and other relevant state agencies, the Commission continues to determine how a per-mile road usage charge could be implemented. In addition, the Commission is interested to discuss this issue with other states and also the federal government if a national road charge pilot program were to be undertaken.
