Census 2020: Counting People Experiencing Homelessness
Due to COVID-19, Census efforts to count people experiencing homelessness will take place from September 22-24, 2020. The following resources can help your community navigate upcoming Census counts:
HUD Office Hours: 2020 Census Information
The U.S. Department of Housing and Urban Development's (HUD) Office of Special Needs Assistance Programs (SNAPS) will host their weekly Office Hours session from 2:30 p.m. to 4 p.m. ET Friday, September 4, 2020. This weekly Office Hours session will focus on how communities are conducting the 2020 Census count among people experiencing homelessness. Census Bureau staff will be on the call to discuss how the COVID-19 pandemic is affecting service-based census enumeration. Use this link to join the discussion at 2:30 p.m. ET Friday, September 4, 2020. Advanced registration is not required.
Proposed Changes to Equal Access Rule Webinar
As part of the Week of Action, Youth Collaboratory, A Way Home America, and True Colors United will host a webinar at 2 p.m. ET today, Wednesday, September 2, 2020, on the damaging proposed changes to the HUD Equal Access to Housing Final Rule, the impact on transgender young people and local programs, and actions you can take to stop it. All are welcome, including policy pros and those new to federal regulations.
FHA, FHFA, USDA, and VA Extend Eviction and Foreclosure Moratoriums
On August 27, the Federal Housing Administration (FHA) announced an extension of its foreclosure and eviction moratorium through December 31, 2020.  In Mortgagee Letter 2020-27, the FHA states that the extension to the moratorium on foreclosure applies to FHA-insured Single-Family mortgages and suspends the initiation of foreclosures and foreclosures in process for these mortgages, excluding vacant or abandoned properties. The letter also notes that evictions of persons from properties with FHA-insured Single-Family mortgages are also suspended through December 31, 2020, except for actions to evict occupants of legally vacant or abandoned properties.

Furthermore, on August 27, the Federal Housing Finance Agency (FHFA) announced that Fannie Mae and Freddie Mac (the Enterprises) will extend their respective moratoriums on foreclosures and real estate owned (REO) evictions through December 31, 2020. The foreclosure moratorium applies to Enterprise-backed, single-family mortgages, and the moratorium on REO evictions applies to properties that have been acquired by an Enterprise through foreclosure or deed-in-lieu of foreclosure transactions. On August 28, the USDA extended the suspension of foreclosures and related evictions for borrowers with USDA single family housing Direct and Guaranteed loans, excluding vacant or abandoned dwellings, through the end of the year. On August 24, the Department of Veterans Affairs (VA) extended its foreclosure and eviction moratoriums for properties with VA-guaranteed loans through Thursday, December 31, 2020.
