Message From the Executive Director of SBCCOG
The South Bay is geographically and economically positioned to significantly contribute to the global economy. The regional broadband network initiative and study examined how and why the fifteen South Bay cities should create a region of telecommunications network infrastructure that stimulates workforce and economic development, creating a smart region built on fiber-optic transmission. The South Bay Workforce Investment Board secured a grant from the California Employment Development Department for an expert assessment of the current condition and options to improve the network if needed. The findings of the assessment were that the region is paying retail prices for an inadequate network that will not meet the needs of our cities and businesses if they want to keep up with new applications and services.
This month, the initiative received another $105,000 of which $15,000 is from the South Bay Workforce Investment Board and $90,000 from Los Angeles County Supervisors Janice Hahn and Mark Ridley-Thomas. This funding will allow us to continue with the second Phase of the regional broadband network initiative. The SBCCOG will be developing a "Request For Proposal" (RFP) to identify the cost of connecting cities to a broadband network which will provide greater capacity for each at less cost than they are currently paying. As part of this process, the SBCCOG will be working with each city to capture what they want in the RFP. We hope to have this circulating by the first of the year.
This effort is the only multi-jurisdictional effort of its kind and its success will help the South Bay to remain competitive while providing the network capacity to allow cities and companies to adopt SMART environmental practices.

The
REEL program
offers some benefits not found in similar loan products:
- Ability to finance 100% of the project costs
- Part of the loan (up to 30%) can be used to fund home improvements like landscaping, painting, roof, bathroom remodeling, etc.
- No liens or tax assessments against the home
- No home equity needed
- No loan fees, closing fees, processing, or underwriting fees
- Access to lower rates specifically designed for REEL
- Combine rebates/incentives from investor-owned utility companies with REEL to reduce project costs
- Developed by the state of California, in partnership with the investor-owned utility companies: Pacific Gas and Electric Company (PG&E®) / San Diego Gas & Electric Company (SDG&E®) / Southern California Edison (SCE) / Southern California Gas Company (SoCalGas®)

SoCalGas Streamlines Processes to Support Renewable Gas Projects
SoCalGas has announced new initiatives that will make it easier for renewable gas production facilities to connect to the company's natural gas pipeline system. First is the creation of a downloadable toolkit to assist renewable gas producers and developers who are interested in interconnecting their projects with the SoCalGas pipeline network. In addition, new provisions will enable SoCalGas and renewable gas producers to accelerate the interconnection process by procuring the necessary material much earlier than previously allowed.

National Preparedness Month
September is National Preparedness Month. With all of the natural disasters that have occurred recently in the United States, it's a good reminder that we need to take steps to prepare for emergencies in our homes, businesses, schools, and communities. Edison International, in partnership with the American Red Cross, has a joint effort "PrepareSoCal" that teaches people how to stay safe and how to respond to emergencies. "Get a kit. Make a plan. Be informed."

Summer Successes at South Bay Events
Travel Pal helped many people get to summer events in the South Bay. Attendees learned important information about offsite parking locations, alternative transportation options, and alternate routes through using the Travel Pal website.
Examples of Travel Pal "in action" were the Port of Los Angeles' July Lobster Festival and Fiesta Hermosa held over Labor Day weekend - users of Travel Pal generated thousands of web sessions for each event where many of these users planned their trips or learned important parking and shuttle information for these events.

Sanitation Districts of Los Angeles County
Industries Honored for Being "Good Corporate Citizens"
The Sanitation Districts of Los Angeles County sent Certificates of Recognition to 438 companies for being "good corporate citizens" for the year 2016. These companies have met their limits for wastewater discharge for at least a year, maintained their environmental equipment and fulfilled all permit requirements. Of these companies eighty-six have received this recognition for more than five consecutive years.

Elon Musk's South Bay Tunnel Gets Green Light
Hawthorne leaders have given a green light to Elon Musk's proposal to dig a test tunnel for electric cars underneath the city extending from the headquarters of his company SpaceX.
The Hawthorne City Council approved the tunnel August 22nd with a 4- 1 vote, clearing the way for the tech tycoon also behind Tesla and SolarCity to begin work on what he has touted as a way to improve traffic and transportation, the Daily Breeze reported.
