Israel safety approval for products greater than 9V.
Q. For Israel, we hear that all products greater than 9V require a safety approval by SII or Ministry of Economy. Is that true?
A.
Incorrect. There are some product categories of electrical and electronic equipment where there is no Israel SII safety standard. In those cases, the importer would need to apply for an exemption cert from SII. This exemption can be valid for a period of 1 year and costs the importer NIS 60 per certificate. With this exemption cert, importer is able to release the products from Israel Customs.
Israel validity of Ministry of Communications (MOC) Certificates for Wireless Devices
Q. What is the validity period for Israel MOC certificates?
A. As of 9/1/2018, MOC certs will be issued for a validity period of 2 years rather than 5 years. For some categories of equipment in the low frequency and high frequency ranges, certs are still being issued for a validity period of 1 year.
India TEC approval for Server products.
Q. What type of server products are in the scope of India TEC?
A. S
ervers that would require TEC certification (MTCTE) include:
Telephony Application Server: Software running on a server providing VoIP telephony service
Media Server : Software running on a server providing on demand media services for telephony applications
Session Border Controller: Software controlling IP sessions & security across enterprise /service provider's network.

These are software applications providing telecom services to subscribers of telecom service providers (TSPs). Such servers are installed in the network of the TSPs.
Regular COTS servers (hardware, with/ without OS) is not likely to be subject to TEC mandatory certification even if they have telecom interfaces such as Electrical/Optical Ethernet, E1 , STM-1 etc. unless they are running Telephony (SIP) or Media applications and are installed in Telecom service provider network.

China: Mandatory Certification for Network Critical and Cybersecurity Specific Products
|

On July 2, 2018, the China CNCA announced the implementation rules
CNCA-CCIS-2018 for Network (Cyber) Critical Equipment and Cybersecurity-specific Products.
According to the implementation rules, the below CCIS mark should be applied to products in scope after testing and certification. Cert validity is 5 years.

Indonesia: Regulation No. 7, 2018 of the Minister of Communication and Information Technology
|
Regulation No. 7, 2018 currently in Effect 
Effective August 8, 2018, new regulations on radio and telecom certification procedures was introduced in Indonesia.
Here are the highlights:
- Applicant must be an Indonesia LOCAL company registered with SDPPI and with NIB (Nomor Induk Berusaha/Indonesia Company Business Number).
a.
owner of a trademark that is incorporated in Indonesia;
b. an Indonesian business entity designated as an authorized representative or distributor by a brand owner outside Indonesia;
c. Indonesian legal entity that makes Telecommunication Tools and / or Equipment for brand owners outside Indonesia; or
d. individuals or business entities in Indonesia that make, compile, and combine components of Telecommunication Tools and / or Equipment so that they can function as Telecommunication Tools and / or Equipment.
2. Certification process could be applied by:
a. Local Test - will need samples and do test in Indonesia verificated LAB (like Balai Uji Bintara (Gov), BV Indonesia, Polytron LAB and RISTI Bandung).
b. Document Evaluation based on test reports from foreign accredited lab test reports not older than 3 years.

Note that the final ERs for products under the IT (Information Technology) division are to be released soon.
- The guidelines for Family/Series of models and HSE (Highly Specified Equipment) criteria are supposed to be released soon.
- Until March 2019 TEC will accept international test reports for Safety, EMI/EMC and Conformance testing (Technical Requirements) from any ISO 17025 accredited test lab.
- As per TEC, the date of issue of existing international EMC/Safety/Technical test reports should not be older than 5 years.
- TEC online portal is still in the process of development and should be ready by mid-September.
- Gaps in EMI/EMC & Conformance testing between the international Test reports and ER's of products will be relaxed to some extent for a period of about 6 months after the date of implementation of the scheme (October 12018), i.e., until March 31, 2019.
- TEC Logo: Only TEC logo needs to be printed/engraved/embossed on the product (permanent type of label). Certification number, expiry date or QR code need not be mentioned in the first phase. TEC will soon issue guidelines about the artwork to be used.
- The Security requirements are yet to be released by DoT (TTSC in Bengaluru). Expecting the same to be out before October 2018.
- Plain vanilla IT servers (COTS), without any telecom application/software, will NOT be covered under the TEC MTCTE scheme. A separate meeting to address Telecom servers related issues will be called by TEC shortly.
- TEC is coordinating with Customs department under Govt. of India, for a smooth rollout of the scheme.

| Israel: EMC external third party ILAC test laboratory reports accepted in lieu of in-country testing |
No testing leads to faster turn-around times
Most electrical/electronic standards in Israel call out emc standards harmonized with the EU EMC Directive. Until recently, testing of a sample was required in Israel as well as verification to Israel national deviations such as Hebrew package markings, Hebrew manual and/or safety instructions and Israel SI32 plug.
For ITE, the following EMC emissions and immunity standards are acceptable from ILAC test laboratories.
Please note that for product safety, if manufacturer does not have a CB Report and Cert, you can still obtain a safety cert, however product is subjected to safety tests in accordance to the SII standard in force. Typically, every product with voltage exceeding 9V will require a safety cert to the applicable SII standard. If there is no Israeli mandatory standard, an exemption can be applied by the importer via a government accessible portal.

| Singapore: New Safety Mark for Controlled Goods under the CPS Scheme |
Effective April 2, 2019 
The Consumer Protection (Safety Requirements) Registration Scheme or CPS Scheme in Singapore is to safeguard consumers' interest by ensuring household products, designated as Controlled Goods, meet the specified safety standards.
Singapore Enterprise (previously Spring Singapore - Product Safety) has announced and updated the new Safety Mark.
For existing and new product registered before April 2, 2019 , that have not implemented the new logo, manufacturers/ suppliers will have a grace period until April 2, 2022 to implement the new logo.
For all n
ew products registered after April 1, 2019 it will be mandatory to apply the new Safety Mark.
Please note also that the colour of the Safety Mark has been changed, from Pantone 287C Blue to Pantone 032C Red.
The font, layout and orientation have also been changed. Please see the example of the new safety Mark and a graphical representation of the implementation and transition dates.

| Argentina: Enacom accepting test reports of external third party test laboratories for 2G, 3 G and 4G equipment |
Enacom Resolution 4709/2018 
Based on Resolution 4709/2018 announced July 23, 2018, Argentina ENACOM
will accept FCC (US) ANATEL (Brazil), IFT (Mexico) (or similar accredited body) reports for 2G/3G/4G equipment. However, these foreign test reports must comply with the local Argentina limits which is specified in ENACOM Standard Q2-61.03 V17. For more information regarding this standard, click here.
