Water Rating Index (WRI) Webinar Hosted by Green Home Institute

The 2020 ICC-700 National Green Building Standard (NGBS) introduced the Water Rating Index (WRI) as a new optional path for homes to demonstrate compliance with water efficiency criteria. Like the HERS and ERI ratings, a WRI score is a value between 0 and 100 and can be used to understand the operational costs of a given property. Builders who take advantage of this new opportunity can be on the cutting edge of efficiency and will set their homes apart from other green certified homes. By obtaining a certified WRI score for their homes, builders can also position their homes to achieve additional water efficiency labels, including the NGBS Green+ ZERO WATER and WaterSense certifications.

New York Times Opinion writer, Tressie McMillian Cottom, writes about the harm of climate change and environmental racism in Eastern North Carolina. In her piece, Cottom identifies five personal actions that she will bring into her daily life as part of her “climate journey.”
Cottom notes, “When I purchased my home, I did look for one that was certified by the National Green Building Standard. To be transparent, I did not know exactly what that entailed. It felt like the responsible thing to do.” We are proud to know that Home Innovation’s NGBS Green Certification was sought out by Cottom and played a role in her personal sustainability journey!

The following states have or will revise their Qualified Allocation Plans (QAP) for the Low-Income Housing Tax Credit Program (LIHTC). The summaries included indicate if NGBS Green certification is incentivized and provide information on how to submit comments or stay informed. If you know of current QAP activity in your state or locale that is not listed here or included in our online QAP Round-Up, please contact us.

Illinois: The 2022-2023 Illinois QAP is now Governor-approved. The following options are included:
- 2020 Enterprise Green Communities (7 points)
- Enterprise Green Communities with Item 5.2b Moving to Zero Carbon: All Electric (3 additional points)
- LEED v4.1 BD+C – Gold (7 points)
- LEED v4.1 BD+C – Platinum Level (10 points)
- NGBS – Emerald level (10 points)
- PHIUS CORE certification (10 points)
- ILFI Core Green Building (9 points)
- ILFI Living Building Challenge (10 points)
An additional 3 points can be earned when a net zero energy program is achieved in conjunction with the green building certification. The options are:
- Enterprise Plus
- PHIUS ZERO
- LEED Zero
- ILFI Zero Energy Petal or Zero Carbon Certifications
Home Innovation requested that IHDA accept NGBS Green certification at either the Gold or Emerald levels, on par with LEED v4.1. We also requested that IHDA recognize the NGBS Green+ NET ZERO ENERGY certification as an option under the net zero section. Unfortunately, those recommendations were not heeded. Oregon: Oregon Housing and Community Services is hosting public engagement sessions each Thursday throughout September 2021 on a variety of topics. The next session is scheduled for September 30th from 2:00-3:30PM PDT and will be focused on Qualified Allocation Plan Updates. Ohio: The Ohio Housing Finance Agency published the final Ohio 2022-2023 QAP. The QAP requires that multifamily developments obtain NGBS Green (Silver or higher), Enterprise Green Communities, or LEED (Silver or higher) certification. Rehabilitation and adaptive reuse projects unable to obtain green certification may use the OHFA Limited Scope Rehabilitation Sustainability Standards as an alternative. Thank you to all NGBS Green Partners who submitted letters of support regarding the green certification requirement!

Oklahoma: The Oklahoma Housing Finance Agency published a final draft Oklahoma 2022 QAP for review. The draft QAP includes 18 points for prescriptive energy efficiency and green building measures; no third-party green building programs are referenced.

New Jersey 2021 Governor’s Conference on Housing and Economic Development

NEW: NGBS vs. IECC Performance Comparisons
|
The International Energy Conservation Code (IECC) provides an alternative compliance option for energy efficiency programs deemed to be equivalent. Alternative code compliance options are beneficial to local jurisdictions and builders alike, as they provide compliance flexibility without compromising energy efficiency performance.
Recognizing 2020 NGBS Green certification as an equivalent to the 2021 IECC would provide tangible benefits to state and local jurisdictions. At the same time, the increased compliance flexibility can help reduce builder’s compliance costs and allow them to leverage private and federal incentives for building high performance buildings.
The NGBS Green Team prepared these equivalency reports that can be used to advocate with local jurisdictions and code officials that 2020 NGBS Green certification is equivalent to the 2021 IECC. The NGBS Green Team stands ready to help you in any advocacy efforts. As always, our advocacy position is that NGBS Green certification is an alternative to code compliance, and we do not advocate for it to be an exclusive alternative.
