AB: Invitation for Feedback on Proposed New Requirements for Brine-Hosted Mineral Resource Development and Directive 056
The AER is seeking feedback on the proposed new Draft Directive: Brine-Hosted Mineral Resource Development. The draft directive introduces processes and requirements unique to brine-hosted minerals development while incorporating applicable oil and gas regulatory instruments.

Directive 056: Energy Development Applications and Schedules has been updated to include geothermal and brine-hosted mineral development. The industry feedback will be used in both directives and will be accepted through October 31, 2022.

AB: Directive 067 - Working Interest Participants Records (WIP)
On September 26, 2022, the AER reminded well licensees to keep up to date WIP (Working Interest Participant) information as per Directive 067. 
Licensees can review their WIP information through the Closure Activity and Spend Report in OneStop.

AB: New Edition of Directive 068
On October 3, 2022, the AER released a new edition of Directive 068: Security Deposits.
Directive 068 provides information and direction regarding the cash and letters of credit (LOCs) provided to the AER to satisfy security deposit requirements under the energy resource enactments. Directive 068 now contains process requirements and a form to enable licensees to designate which liability program or application number a security deposit is to be allocated to.

AB: OneStop Updates and Trainings 
Record of Site Condition (RoSC) Training
The RoSC training will include an overview of the purpose, use and completion of RoSCs, summary of RoSC submissions to OneStop since launch in July 2021 and common review observations. There will be the opportunity to ask questions.
Training will be delivered through Microsoft Teams on November 14, 21 and 24, 2022. To register, sign up through Eventbrite.
The RoSC declarations have been updated as of October 6, 2022.
 
Geothermal Well Licence Training
Effective November 3, 2022, new geothermal well types and the introduction of a Well Licence Regulatory Conversion Amendment will be added to the OneStop platform. 
Training will be delivered through Microsoft Teams on November 7th 10:00 – 11:30 am. To register, sign up through Eventbrite.

Reclamation Certificate Variance Training
Effective November 3, 2022, industry will be required to submit all Reclamation Certificate variance requests using OneStop.

SK: Surface Casing Vent Flow (SCVF) in IRIS
On October 5, 2022, the Ministry of Energy and Resources (ER) announced that SCVF test data that was previously submitted in a paper document format will now move to IRIS. This allows the user to report wellbore specific SCVF test data directly into IRIS as structured data under the Tests tab in well details.

SK: Reporting Facility Obligations IRIS Update
On October 5, 2022, the ER announced IRIS updates to Reporting Facility Obligations (RF Obligations). Currently, when Business Associates (BA) amalgamate, the surviving BA does not have access to fulfill RF Obligations on behalf of the amalgamated BAs they now represent. This resulted in penalties being generated.

To address this, ER is implementing a change in IRIS, so that the Surviving BA is considered to be the “Responsible BA” for any RF Obligation assigned to the Non-surviving BA (inactivated BA ID) and will have the ability to fulfill any unfulfilled RF obligations for that inactive BA.

SK: Directive PNG007 Amendment
The ER is consulting with the oil and gas industry on an amended directive to promote consistency in terminology and clarify existing requirements regarding off-target well completions in Saskatchewan.

Details on the amended directive may be found at Notice of Proposed Directive Amendments - PNG007 - Off Target Well Requirements. Please submit feedback on the proposed regulatory enhancements to the ER Service Desk at er.servicedesk@gov.sk.ca by October 12, 2022.
SK: Directive PNG006 – Amendment
The ER is consulting with the oil and gas industry on an amended directive to clarify requirements for reduced set-backs, drainage area determination, provincial crown and freehold pooling, and to now include horizontal gas wells as being subject to the Directive.

SK: Directive PNG025 – Licence Liability Rating (LLR) Amendment
Directive PNG025 has been redrafted to consolidate the LLR requirements and to define rules in support of new programs introduced through The Financial Security and Site Closure Regulations (FSSCR).

The ER is launching industry consultations on the amended Directive from October 5, 2022 to November 2, 2022. The amended Directive is expected to come into effect in January 2023.

The deadline for submitting written comments is November 2, 2022.
