SAVE THE DATE: RETIREE OPEN ENROLLMENT

Retiree Open Enrollment takes place from September 24 - October 31. All change forms must be received by SBCERS by Friday, October 31. Forms and Open Enrollment books for the 2026 calendar year will be available to view online on September 24 at www.sbcers.org/openenrollment.


Do you plan on making changes to your health insurance for the 2026 calendar year? Prepare by...


2026 Plan Changes include:

  • United Healthcare is offering PPO Medicare Advantage plans for retirees, replacing the current HMO options. This change offers more flexibility in choosing your healthcare providers. Not applicable for Superior Court retirees.
  • Blue Shield prescription benefits manager will change from Express Scripts to Navitus.
  • Digbi Health is a new health program offering in 2026 designed to help individuals manage chronic conditions like obesity, diabetes, and digestive issues.


Not making changes to your health benefits? No action is needed.

BOARD OF RETIREMENT ELECTIONS FOR GENERAL & SAFETY MEMBERS

Board of Retirement elections for General 2nd, General 3rd, Safety 7th and Alternate Safety 7th Members end Tuesday, September 30, 2025.


  • The candidate receiving the most votes in the regular General 2nd Member election will serve a three-year term from January 1, 2026 through December 31, 2028.
  • The candidate receiving the most votes in the special General 3rd Member election will serve the remaining term of the vacancy from November 1, 2025 to December 31, 2026.
  • The candidate receiving the most votes in the Safety 7th Member election will be declared the voting member. The runner-up in a different safety category (i.e., law enforcement or fire) will be declared the alternate. Both seats will serve three-year terms from January 1, 2026 through December 31, 2028.


Only active General members are eligible to vote in the General member elections. Only active Safety members are eligible vote in the Safety election.


Active General and Safety employees have two easy ways to vote:

  1. Via Email Link -- On Wednesday, September 3, you should have received an email to your personal email address with the subject line: “Vote now: General 2nd & 3rd Members of the Board of Retirement.” This email contains a secure link to your online ballot.
  2. Using Your Access Key -- If you didn’t receive the email, you can still vote online by going to https://secure.electionbuddy.com/ballot and entering the unique access key included in your mailed election packet.
  • Don't share your access key — it is specific to you!
  • Don't have your access key? Email clerkoftheboard@sbcers.org for assistance.


Prefer Paper?

Eligible voters were mailed a packet containing a paper ballot and return envelope with prepaid postage. If you prefer this method, please return your completed ballot via USPS. All ballots—electronic or paper—must be received by Tuesday, September 30. SBCERS cannot accept ballots dropped off in person.

For August 2025, Los Angeles Area Inflation (year over year) was 3.34%. The average monthly increase for 2025 to date is 3.16%.

August 2025 Investment Results


For the month of August, the Total Fund returned 1.59%. Since the beginning of the fiscal year on July 1, 2025, the Fund has returned 2.05% generating over $97 million for SBCERS retirees and beneficiaries.

August 27, 2025 Board of Retirement Meeting Draft Minutes


At the August 27, 2025 meeting, the Board approved revisions to the Conflict of Interest Code and Interest Crediting and Available Earnings Policy, and adopted the Actuarial Process Policy, Actuarial Funding Policy, and Electronic Signature Policy. The Board received presentations from general investment consultant RVK, Inc. on quarterly public markets results and a non-core fixed income structure review, and approved a manager search for multi-asset credit space. Hamilton Lane presented quarterly reports for the private equity, private real return, and private real estate portfolios.

September 24, 2025 Board of Retirement Meeting Agenda Available


The next Regular Board of Retirement meeting will be held in the Board Room at SBCERS Goleta Office, 130 Robin Hill Road, Suite 100, Goleta, CA 93117.


Members of the public who would like to make a public comment may do so via Zoom or in-person at the meeting location. Please email clerkoftheboard@sbcers.org for instructions. The Board of Retirement meeting will also be livestreamed via YouTube at https://www.sbcers.org/board-of-retirement/watch-live/.

RETIRED EMPLOYEES OF SANTA BARBARA COUNTY (RESBC)

RESBC is a non-profit organization dedicated to improving the lives of county retirees by providing information on critical retirement issues and offering educational/cultural social opportunities. Membership in RESBC is $2.50 monthly. Dues are deducted from the member’s Santa Barbara County pension payment. County employees may join RESBC by completing the RESBC Membership Deduction Authorization form at the time of their retirement exit conference.


Retirees may join at any time by requesting a membership form from SBCERS, 130 Robin Hill Road, Suite 100, Goleta, CA 93117, 1-877-568-2940 or, by clicking HERE and sending the completed form to benefits@sbcers.org. 


RESBC Membership benefits include:

  • 4 issues of the RESBC newsletter per year.
