Welcome
Welcome to the September 2026 edition of the Dulles Direct Newsletter. The Board was back to regularly scheduled meetings in September following our August recess. I hope everyone has settled into their back-to-school routines and is surviving the tough September traffic.
The broader Dulles South community is reeling after the murder of a well-known realtor in the community, Lisa Bradford. Her husband Paul Bradford is in custody and has been charged with first-degree murder. While Lisa lived in the adjacent Little River District, I met her on several occasions and we corresponded on various issues over the years. My prayers are with her children and family during this incredibly difficult time.
If you or someone you know is at risk of experiencing domestic violence, we are fortunate in Loudoun to have a wonderful organization called LAWS which can help. More information, including on their 24-hour hotline, is available here.
Northstar Closures for John Champe Parade
John Champe High School has a parade scheduled for tomorrow, October 1 at 4:45 p.m. There will be two separate closures of Northstar Boulevard at Conejo Way/Mattingly Drive for about 7-15 minutes each during the parade, set to occur around 5:00 p.m. and 5:45 p.m. Please see the image below for the parade route.

A Note on Data Centers (More Below)
Data centers have continued to dominate the conversation at the Board this month, with the Board examining options to try to slow down the pace of development within the confines of the law, and a substation proposal that would have led to new data centers off 606 that I opposed and was able to stop. More on that below.
The Linden Grand Opening
Last week, I had the privilege of attending a grand opening for The Linden Senior Residences on Avonlea Grand Drive. Developer True Ground Housing Partners is bringing a high-quality product to the district with 130 new affordable homes for independent seniors aged 55+ who earn 30-60% of the area median income. The property is beautiful inside, and this project is the first to rise out of the ground from the Avonlea development. True Ground is also going to be breaking ground on an affordable housing development for all generations next door within the next few months.

Childhood Cancer Awareness Month
At the Board’s September 15 Business Meeting, I was joined by representatives of various nonprofit groups to honor Childhood Cancer Awareness Month in Loudoun County. I bring this sobering yet important proclamation forward each year to raise awareness of the many types and subtypes of cancers that only affect children and to highlight the incredible work being done by groups in Loudoun to attack this issue. While nearly 19,000 children under the age of 19 are diagnosed with cancer in the United States each year, and while these cancers typically are not attributed to lifestyle or environmental factors, there have been great inroads made into curtailing childhood cancer and we’ve actually seen that number drop in recent years. The work that groups like Smashing Walnuts, Sarah’s Acts of Kindness, Team Mathias, and more do to raise funds, petition lawmakers, and raise awareness cannot be overstated and is inspiring. Thank you for all you do!

Dulles Farms Town Hall
I was pleased to attend a town hall meeting hosted by the Dulles Farms HOA this month, along with Little River District Supervisor Laura TeKrony. The Virginia Manor section of Dulles Farms is in her district, while Westridge and Stratshire Crossing are in mine. We discussed many topics like data centers, retail growth in our area, and traffic. I always enjoy speaking with members of the community, so thanks to Dulles Farms for inviting me and hosting both of us.

Crisis Receiving & Stabilization Center Opening Soon
This month, the County celebrated a ribbon cutting and open house for the new Crisis Receiving & Stabilization Center in Leesburg, which will be coming online in October. This is one of the most important projects that we’ve undertaken. Right now, when a resident is having a mental health emergency, they are usually taken to one of the area emergency rooms, where the outcome often involves waiting until a bed opens at Dominion Hospital in Falls Church. The Sheriff’s Office must remain with the patient, which can involve law enforcement staying there for over 24 hours.
The new behavioral healthcare facility is 20,500 square feet and will provide round-the-clock onsite assessment and therapeutic interventions to individuals experiencing a mental health crisis. The center features a 10-bed short-term crisis stabilization unit, 16 recliners for 23-hour assessments, and a secure dropoff center to facilitate issuance of emergency custody orders. This approach is almost certainly going to lead to better, more convenient outcomes. The County has been hiring positions for this facility over the past year, and has a professional organization contracted to provide clinical care.

Contract Award for Millstream Drive Sidewalk Missing Link
Background
The County has a sidewalk and trails program to prioritize missing pedestrian links across the County. At the Board’s September 15 Business Meeting, the majority of the Board directed County staff to fund 8 projects for a total of $57 million. One of those projects is on Millstream Drive, which costs $535,000 and I was very supportive of. However, I voted against this total package of projects because the costs were truly excessive, at over $14 million per mile of sidewalk. The motion passed 6-3.
Millstream Sidewalk
The sidewalk will be constructed from Village Center Plaza/Loudoun Park and Ride to Stone Carver Drive, e.g. the south side of Millstream since a sidewalk already exists on the north side. I will continue providing updates in future newsletters as this project gets underway and the contract establishes a timeline. This will be the first missing pedestrian link in the Dulles District to be constructed through the Sidewalk and Trail Program and I have been pushing for this improvement for many years. As mentioned, the total cost of this project was a reasonable $535,000.
Why I Voted Against the Item
I know inflation and increased material costs raise prices, but the figures staff quoted to us at the meeting were still alarming. I would have needed to do a comprehensive cost-benefit analysis of each project to determine whether it was truly worth the excessive costs on some of the sidewalks. The Board did not wish to slow this package down so I felt that I needed to vote against it since it was an all or nothing proposition. I think the problem was that this package was done as a “design-build” project, and the County ended up paying a massive risk premium for land acquisition. This is not an approach I would want to replicate.

Dulles Runway Maintenance
Effective immediately and remaining in effect at least through November 2026, the center runway (Runway 1C/19C) on Washington Dulles International Airport (IAD) property will be closed for planned maintenance and infrastructure improvements.
The MWAA runway improvement project includes upgrading the runway lighting system to LED technology and constructing a new taxiway connection to Runway 30: enhancements designed to improve operational efficiency and the overall customer experience.
During this period, some local communities (area residents and businesses) located in Loudoun County and in Fairfax County will experience an increase in aircraft overflights as IAD air traffic is redistributed to the two outer runways. For example, Dulles’ western-most runway (Runway 1L-19R) typically accommodates approximately 6% of Dulles’ total aircraft operations when all four of Dulles’ runways are available. With Dulles’ center runway closed for maintenance now and for much of the 4th quarter of 2026, Dulles’ western runway is expected to accommodate approximately 35% to 40% of total operations. Other runways on Dulles property will additionally see some increased flight activity as this project continues.
This projects’ anticipated runway activity and volume is fully consistent with longstanding, approved FAA-flight paths that Metropolitan Washington Airports Authority has widely publicized for many years. Runways require regular maintenance, and this center runway project is required to keep Dulles running smoothly. During this period, the Airports Authority’s Noise Information Office remains fully available to constituents via (703) 417-1204. The Noise Information Office is available to discuss noise concerns Monday – Friday, 8:00 a.m. - 4:30 p.m.

Route 50 Paving
Background
The Virginia Department of Transportation paves several roads in the County each summer. This year, they are paving Route 50 between Gum Spring Road and the Fairfax County line. The contractor was delayed and began work in August. The completion date estimated by the contract is November 20. You can access the paving program map and see the status of various projects here.
New Work Hours
As of this month, VDOT has approved an earlier start time for overnight milling and paving work requiring flagging operations on 50. Weather permitting, work will now begin at the following times:
Route 50 E/W from Pinebrook Road to Pleasant Valley Road
Route 50 E/W from Howsers Branch Drive to Lenah Mill Boulevard
Sunday - Thursday (daily pickup)
8:00 pm - 4:00 am
Now through Sunday, October 4

Third Round of VDOT Median Maintenance
We have heard from VDOT that due to recent rain, a third round of mowing is required this year. They will start on primary roads on Monday, October 5 before moving on to secondary roads once those are complete. I anticipate this to be the last round of median maintenance for the season.

Tech Park at Dulles Substation
LEGI-2025-0007
Board Denial
At the Board’s September 15 Business Meeting, I made a motion which passed 6-3 to deny the Tech Park at Dulles Substation application. I have written in past issues of this newsletter about the difference between direct service substations and reliability substations, and how the Board should heavily scrutinize the first type while not hastily rejecting the second type due to regional grid needs. The Tech Park at Dulles application fell squarely in the first camp: a direct service substation for a by-right data center that was not ever the subject of a legislative application. As such, I found it appropriate to deny the application in favor of the existing vehicle auction facility use on the site.
My Concerns
The existing use - a lease to Carvana/Adesa Auto Auction - is consistent with the property’s Place Type designation in the County’s General Plan and is an economically viable use that would be driven out if the substation and associated uses were to be approved and constructed. I am concerned that so many industrial properties are being converted to substation and data center uses, which reduces the diversity of Loudoun’s economy. In this case, the substation is necessary to construct the data centers, and the auto auction site would be replaced with three of them.

Lightridge Park (formerly Dulles South Community Park)
LEGI-2024-0008
Board Vote
At the Board’s September 9 Public Hearing, we voted to send the Lightridge Park application to the October 20 Business Meeting for a final vote. The application is for a proposed 34-acre park adjacent to Lightridge High School. The park would include a cricket pitch, large rectangular athletic fields (including lighting), restrooms and concessions, a playground, a street hockey rink, and more, while the western portion of the property would remain wooded with nature trails, streams, and picnic pavilions. Design is roughly 95% complete. Money for the project has been set aside in the CIP for several years, but the legislative process is still required for land use approval.
Board Discussion
The main point of discussion at the hearing was regarding dedicating the cricket pitch exclusively to youth leagues in the County, since there is an issue with youth teams getting playing time on local pitches that are monopolized by adult leagues. However, rather than make that a condition of park approval, those concerns are best addressed within the County’s existing field use policies and requirements for leagues to secure field space. I continue to believe that the Board made a big mistake in voting to convert the Mickey Gordon Field cricket field to baseball, because that cricket field was an important stopgap measure. At this point, it will be two to three years before this project comes online just due to the construction timeline.
Next Steps
A contract award is expected by next summer with construction to commence shortly after – should it be approved, which I hope it will be. The need for additional cricket and athletic facilities has been well documented in Dulles South and countywide, and I personally insisted that this land be acquired and kept by the County during the purchase of the Lightridge High School site specifically for this purpose.
I’ll be providing updates throughout the process. I am looking forward to this great amenity for southern Loudoun residents.
If you’d like to speak on this or any other application on October 20, you can click here for more information.

Fox Gate Residential
LEGI-2025-0008
New Information
At the Planning Commission’s September 17 work session, they recommended approval of an application to rezone 22.68 acres just north of Eastgate View Drive to construct up to 362 multifamily attached dwelling units and 40,000 square feet of commercial use. The development would also include affordable housing units. Open space commitments include a centrally located park with active and passive recreation, a fitness lawn, swimming pool, a social terrace for community gatherings, and a walkable network of sidewalks and trails. The applicant has proffered landscaping and native plantings, signage commitments, architectural guidelines, and more. The application will now proceed to a Board of Supervisors Public Hearing in November.
Background
The area is currently zoned for up to 1 million square feet of mixed commercial and residential development. That plan has been on the books since before my time on the Board but was never able to become viable. Over the years, various changes to the plans have been considered.
I have spoken with the applicant and specifically discussed my desire for high quality commercial and dining options. I support the Planning Commission’s line of discussion around the layout and density of uses and there are also concerns about access to Route 50 and the layout of their road network which require thorough review.

Dulles Landing South
LEGI-2023-0081
New Information
At the Planning Commission’s September 17 work session, they recommended approval of an application to rezone about 18.68 acres north of Route 50 and west of the airport to Industrial Park for the purpose of constructing light industrial uses - but not traditional data centers. The application will now proceed to a Board of Supervisors Public Hearing in November.
Background
St. John Properties, who is also developing the flex buildings next to Target and The Exchange (formerly the Shops at Arcola), has been diligent about communicating with me their intentions and commitment to develop this property in a way that complements the existing Dulles Landing retail center. They are focused on personal services, technology firms, manufacturing, retail, or community uses that would help drive traffic to the center. This type of well-constructed flex space meets a constant demand in Loudoun and is good for our economy. The applicant has committed to open gathering space, bicycle and pedestrian connectivity, and more.
One outstanding issue is language that would permit small data centers for specific users in the facilities. Such language exists in their other developments and is intended to serve as “back of house” processing for businesses that are in this location. However, the Planning Commission rightfully questioned the amount that would be set aside and the exact type of uses, with the goal of ensuring that very little space be set aside for servers, given that we want to create public-facing business space in this location. I expect this to be a commitment that the Board will want to see out of the applicant before we give our approval. The design of the development will also need to integrate into the existing Dulles Landing development.

Data Center Application Pause & Information Website
Temporary Pause on Data Center Application Reviews
There’s been a lot of talk about a moratorium on data center development in the County. I’ve written in this newsletter before that such a blanket moratorium is not legal, and indeed the Board made public a legal memo from the County Attorney that confirms as much. You can read the memo here.
That said, the Board has been examining ways to slow down consideration of data centers until adoption of Phase 2 of our Data Center Standards and Locations Zoning Ordinance Amendment. At the Board’s September 15 Business Meeting, we voted to direct County staff to draft a formal resolution enacting a 12-month pause on new data center development in Loudoun. The resolution will be brought back to the Board’s October 20 Business Meeting for a final vote, with a retroactive effective date of September 15. This applies to legislative approvals for data centers and substations. However, I will note that the Board has actually not approved a data center application in well over a year.
The 12-month pause falls within State Code established timelines and will allow Phase 2 of our Data Center Standards & Locations process to wrap up so that we have a clearer picture of what locations and proffer commitments we want to see out of the industry before we take votes on any new data centers.
The pause targets new legislative data center and electrical substation applications that require rezonings or special exceptions, which is now all of them thanks to updates we made in Phase I of our Countywide process. Final votes on these cases will be deferred for up to a year following the application’s first hearing at the Planning Commission. While there was some concern from the Board about backing up the queue to deal with at a later date, County staff said they only expect about 9 applications in the next year for new data centers, so that concern is not entirely substantiated. The pause does not impact already-permitted facilities, projects currently under construction, or administrative site plans processing through standard by-right processes (which include about 17 grandfathered cases).
Phase 2 will provide new regulations on important elements like noise pollution, building heights, electrical grid demand, and setbacks, and is expected to be complete by next summer – at which point the Board will have a more comprehensive toolbox for reviewing data center applications. I am particularly interested in work being done to look at ambient noise, which generally does not violate the current noise ordinance.
It is important to note that we carved out an exception for reliability substations which serve the overall regional electrical grid: we will still hear those applications, as they are very important for reliability and we don’t want to inadvertently cause delays in completing grid enhancements that help prevent power outages impacting residential homes and businesses or causing mandates for high load users to switch to generator power.
Data Center Information Website
Please click here for a new informational fact sheet that County staff has developed to help aid with inquiries related to data centers from the general public. The information is organized by topic to help users easily find their issues of interest, with information primarily presented from the County’s experience and perspective. Links to additional research are included throughout. The webpage will be tweaked to reflect new information over time. I encourage you to read through the new documentation for a better understanding of the County’s relationship with data centers and to answer any questions you may have.

Loudoun County Sheriff’s Office and Immigration & Customs Enforcement
At the Board’s September 15 Business Meeting, the majority voted (6-3) to endorse a letter to Loudoun County Sheriff Mike Chapman asking him to appear before the Board and more thoroughly explain the Loudoun County Sheriff's Office’s (LCSO) relationship with federal Immigration and Customs Enforcement (ICE), specifically as it relates to field operations. I had originally intended to support that effort, but the day of the meeting, the Sheriff provided a comprehensive letter outlining the department’s policies and procedures as they relates to ICE, so I felt that the question had been answered. The Sheriff also indicated that he would not accept the invitation to speak to the Board, so at that point, it seemed to me that sending the letter would be furthering a political situation between the Sheriff and some members of the Board and ultimately unproductive. I did speak to the Sheriff the weekend prior and encouraged him to share information in writing, and I also asked questions and learned about some of the nuances of the situation.
The letter from the Sheriff detailing the nature of how LCSO interacts with ICE can be found here.

A New Board of Supervisors Compensation Proposal That I Did Not Support
In June, a few members of the Board introduced an initiative to significantly restructure and increase Board member compensation for the upcoming 2028-2031 term. Under Virginia law, elected officials are barred from voting to raise their own pay during an active term, so this structure would not be implemented until next term. I opposed the initial proposal of nearly 40% salary increases, as I found it far too drastic and I was very concerned with the lack of public notice before the Board discussed the proposed increase. While I acknowledge that Board workloads have increased in recent years, I joined the rest of the Board in voting to table the proposal until it could be ironed out in a reasonable fashion.
A revised item returned to the Board’s 9/1 Business Meeting and the Board voted 6-3 to forward the proposal to the October 14 Public Hearing. I voted against forwarding it in its current state, as the proposal is still higher than I think is appropriate. District supervisor salaries under this proposal would be set to increase to $95,787 in 2028, scaling up incrementally to $104,670 by 2031 compared to $82,955 at the end of the current term. The Board Chair salary would be set to increase to $106,430 in 2028 and $116,300 by 2031 compared to the current baseline of $99,508 at the end of the current term. I would like to see the numbers significantly reduced if I am to even consider voting in favor of the item.
If you would like to sign up to speak at the October hearing on this topic, click here for more information.

Loudoun County Community Survey
Loudoun County encourages residents to participate in the 2026 Loudoun County Community Survey during the coming weeks. Loudoun County surveys its residents periodically to get their feedback on government services, the County's quality of life, and priorities for government initiatives. Residents may take the survey online by visiting loudoun.gov/survey through October 26, 2026.
In addition to the online survey, which is open to all residents over the age of 18, a statistically representative sampling of 5,000 Loudoun County households received a survey invitation by mail earlier this month. Residents who received the invitation are also encouraged to complete the survey by following the instructions they received in the mail.
The survey captures opinions on the economy, mobility, community design, utilities, safety, natural environment, inclusivity, engagement, and other elements of Loudoun County’s overall livability.
Loudoun is one of many communities across the United States that use this survey tool to help improve governmental performance, guide policy decisions, strengthen communication with community stakeholders, track historical trends, and identify clear priorities. The scientific survey allows Loudoun to make comparisons with peer counties and has been used in more than 400 jurisdictions across the country.
Survey responses are confidential. Following an analysis of the responses, the results will be presented to the Board of Supervisors.
Anyone who needs the survey in an alternate format may call 571-627-6633 (TTY-711) or email ada@loudoun.gov.
For more information on the 2026 Loudoun County Community Survey, visit loudoun.gov/survey.
Belmont Ridge Road Detour Continues
The detour is still in place on Belmont Ridge Road between Arcola Mills Drive and Evergreen Mills Road. The timeline had to be extended due to delays from Comcast relocating a utility that impacts completion of the intersection improvement project. My office worked with Comcast to move the project forward, and they completed their piece in late August. The contractor still needs 4-6 weeks to finish the balance of the project, which pushes reopening the road into the fall. The detour remains clearly marked to help drivers navigate around the construction area.
E-Bike Safety
We continue to have safety issues with underaged kids riding electric bicycles and scooters in an unsafe manner, including an incident in which two kids in Brambleton were seriously injured in a crash this month. The Sheriff’s Office has been working closely with its Community Resource Officers to identify e-bike riders who are operating their bikes unsafely (of course it is difficult to do that when riders are wearing helmets, as they should be) and contacting their parents. They have also launched an option to submit e-bike related concerns under a new category on LCSO’s traffic complaint form – which you can access here. This measure is not meant to be a “real time” response. If something is happening while you are driving or in your neighborhood, you should call the LCSO non-emergency number at 703-777-1021. However, if there are chronic problems at a particular location, this form is a good way to document them and ask for patrols.
Additionally, as I’ve written many times, the County has been lobbying the General Assembly to either regulate at the state level or give us the authority at the County level to enact different regulations. In response, the Commonwealth has set up a working group to discuss the issues with a report expected this fall. I am hopeful that this group will have concrete recommendations that can be enacted next session.
The bottom line, as I write each month, is that parents need to take responsibility for their children riding these vehicles, which can go quite fast and present real danger if ridden unsafely. Make sure your children are wearing helmets and following all rules of the road. Our response to the issue must start in the home.
