In a powerful evening hosted by Contra Costa Senior Legal Services and dedicated to advocacy, awareness, and action, Justice for Seniors: A Night of Impact brought together community leaders, legal experts, caregivers, and concerned citizens to shine a spotlight on the urgent issues facing the elderly today.
Held on September 3rd, the event served as both a celebration of progress and a call to arms in the fight against elder abuse, neglect, and exploitation. Speakers shared personal stories and legal victories that underscored the need for stronger protections and broader support systems for aging populations.
The night featured panel discussions on topics such as financial fraud prevention, elder rights in care facilities, and the critical role of intergenerational advocacy.

The Asian Pacific Islander American Public Affairs Association (APAPA) continues to make a meaningful impact through its summer internship program, offering young leaders a unique opportunity to engage in public service and civic engagement. Each year, the program places high school, college, and graduate students in government offices, legislative bodies, and non-profit organizations across the country.
APAPA’s summer internships are designed to cultivate leadership, foster civic responsibility, and encourage greater Asian American and Pacific Islander (AAPI) representation in public policy and government. Interns gain firsthand experience in legislative processes, community advocacy, and policy research, while receiving mentorship from elected officials and community leaders.
Our office was fortunate to have APAPA Summer Intern Caitlin Loughran (pictured above with Supervisor Andersen) work with us. She is a senior at Miramonte High School.

The Alamo Improvement Association (AIA) revved up excitement with their 12th Annual Autos of Alamo, which took place on Thursday, September 4, 2025, at the Alamo Plaza Shopping Center.
Whether you are a classic car aficionado, a family out for a fun evening, or simply someone eager to support local community traditions, the 2025 Autos of Alamo was an engaging, nostalgic, and entertaining evening. The added honor of a 70-year service award, provided by Supervisor Andersen, offered both celebration and local Alamo pride.

African American Holistic Wellness and Resource Hub Transitional Community Advisory Body Seeks Applicants
The Board of Supervisors is seeking applicants who are interested in serving on the African American Holistic Wellness and Resource Hub Transitional Community Advisory Body (TCAB).
The TCAB was established as a temporary body to support the development of the African American Holistic Wellness and Resource Hub (AAHWRH) during its first phase. The TCAB will provide guidance to the Office of Racial Equity and Social Justice in the procurement of an independent lead entity who will oversee implementation and coordination of the AAHWRH.

Every November, for Homelessness Awareness Month, the Council on Homelessness recognizes outstanding individuals, groups and partnerships for their work addressing homelessness in Contra Costa.
The four categories for nominations are:

Outstanding Partnership
Outstanding Volunteer
Outstanding Housing Provider
Nominees will be notified in advance and recognized publicly by the Homeless Continuum of Care for their contributions. Their names and accomplishments will be highlighted widely, and they will be honored during a brief reception at the County Administration Building in Martinez on November 4th.
Nominations are due by Noon on Thursday September 18th

Mental Health Services Act Three Year Plan Update
The Mental Health Services Act (MHSA) Three Year Program and Expenditure Plan for Fiscal Year 2025-26 Annual Update, has been posted for a 30-day public comment and review period. The Plan includes the change to the updated budgeted amount for Capital Facilities Projects. The Public Comment period will run from August 21st through September 20th.
In November 2004, California voters passed Proposition 63 to establish the Mental Health Services Act. MHSA provides state funding for counties to expand and enhance the public behavioral health system of care.
The MHSA supports wellness, recovery and self-sufficiency by providing a wide range of services and resources to prevent mental health issues, offer early support and strengthen the public behavioral health system. This includes necessary tools like infrastructure, technology and training to make these services available.

Personal Emergency Preparedness Class in San Ramon
The San Ramon Valley Fire Protection District, City of San Ramon, Town of Danville, San Ramon Valley Unified School District and Contra Costa County are have come together to offer Personal Emergency Preparedness class on Wednesday, September 24th 6:00-9:00 PM.
We live in earthquake country. There is nothing we can do to stop an earthquake - but we can get prepared!
What do you personally need in your Emergency Preparedness Kit? Have you wanted to start a kit, but have not found the motivation? It is time to find out what YOU need in a disaster situation and taking the steps to get it. Residents will learn the importance of personal and family disaster preparedness and how to survive after a major emergency. When a disaster occurs, families will need to be self-sufficient until professional help can arrive. This could be 7+ days.
How can we prepare ourselves to be emotionally ready? Let's look at how you can practice today and be less stressed moving forward and find the calm amidst the chaos.
This three hour class will cover:
- What to do before, during and after a major emergency
- Hazard Mitigation
- Utility Control
- Personal and Family Emergency Supplies
- Shelter in Place
- Staying Calm amidst the Chaos

FREE Prostate Cancer Screening Event
John Muir Health is offering FREE prostate cancer screening on September 25th. The prostate is small gland near the bladders. Men ages 45+ should get a prostate cancer screening. If you are high risk, you should begin getting screened at age 40.

Contra Costa Health Launches Mobile Clinics at Local Colleges
Contra Costa Health (CCH) now offers free school and sports physical exams as well as confidential reproductive health services for eligible students at Contra Costa County’s three community colleges.
Starting this week, CCH mobile clinics will visit each of Contra Costa Community College District’s main campuses weekly to offer services such as reproductive education and services, testing, and treatment for sexually transmitted infections, and general physicals.
The clinics will be open the 1st, 3rd and 4th Wednesday of each month from 1:00-4:30 PM, at Contra Costa College in San Pablo and Diablo Valley College in Pleasant Hill.
Los Medanos College in Pittsburg will host clinics each Monday from 1:00- 4:30 PM, excluding holidays.
Students can schedule an appointment by calling 925-608-5350 or by submitting an online clinic appointment request.

Contra Costa Urban Limit Line Initial Study Published
As part of Envision Contra Costa, an Initial Study has been published that assesses the 2026 Urban Limit Line (ULL) Renewal's environmental impact report using the 2045 General Plan and the 2024 Climate Action and Adaptation Plan. The proposed ballot initiative to change the General Plan and Land Preservation Plan Ordinance, which will update the ULL map, revise periodic review procedures, and extend the ULL duration, is examined for its effects on the environment.

| | Contra Costa County Probation Seeks Applicants for Juvenile Justice Coordinating Council | | |
Applications are now open for individuals interested in serving on the 20-member Juvenile Justice Coordinating Council (JJCC). The JJCC is a multi-agency advisory body that contributes to the development and implementation of a countywide juvenile justice plan. It is composed of several critical parts, including, but not limited to, an assessment of existing law enforcement, probation, education, mental health, health, social services, drugs, alcohol, and youth resources, which specifically target both at-promise as well as system-involved youth, and their families.
The JJCC will also coordinate the work of governmental and non-governmental organizations engaged in activities designed to reduce the incidence of juvenile crime and delinquency in the greater community. Further, the JJCC will develop information and intelligence sharing systems to ensure county actions are fully coordinated and equipped to provide data and appropriate outcome measures.
The following position is vacant and will be held for a two-year term:
One (1) At-Large Community Representative seat, residing or working within Contra Costa County.
Applications are due by 5 PM Friday, October 3rd. All applicants who submit by the deadline will be invited to the public interview process conducted by the Public Protection Committee on October 20th. Selected applicants will be submitted for the Board of Supervisors approval on their November 4th meeting agenda.

AB109 CAB Looking for Members from Central County!
The Community Advisory Board (CAB) for AB 109 Public Realignment was established by the Community Corrections Partnership (CCP) Executive Committee in December 2012 to provide input on community needs; assess implementation of the realignment plan; review data on realignment outcomes; advise the CCP on community engagement strategies; offer recommendations for ongoing realignment planning; advise County agencies regarding programs for implementation in the County; and encourage outcomes that are consistent with the County’s Reentry Strategic Plan.
The CAB is composed of Members with expertise in workforce development, behavioral health issues, post-release reentry services, services for reentering women, criminal and drug court, crime survivors, domestic violence prevention, adult education within a correctional setting, law and policy related to issues of the formerly incarcerated, and anyone interested in public safety issues. All CAB members either live or work in Contra Costa County.
Meetings are the 2nd Thursday of each month from 10am to 12pm at the Probation Department: 50 Douglas Drive, Second Floor, Martinez.

County Service Area P-2A (Blackhawk) Citizen Advisory Committee - Alternate Seat (Blackhawk residents only)
The P-2A advises the Board of Supervisors on the needs of the Blackhawk community for extended police services which shall include, but not be limited to, enforcement of the State Vehicle Code, crime prevention, litter control, and other issues. Police Advisory Committee meetings are open to the public and are held on the 2nd Tuesday of each month at 6PM, Blackhawk County Club, Lakeside Room, 599 Lakeside Drive, Danville.

Measure X Community Advisory Board - Alternate Seat
Supervisor Andersen is looking for an individual from the Lamorinda Area who represents broad and diverse voices and perspectives to fill the District 2 Alternate Seat. To be considered for this seat, candidates must either live or work in District 2. The Measure X Community Advisory Board currently meets quarterly.
Measure X is a countywide 20-year, ½ cent sales tax approved by Contra Costa County voters on November 3, 2020. Collection of the tax began on April 1, 2021. The ballot measure language stated that the intent of Measure X is “to keep Contra Costa’s regional hospital open and staffed; fund community health centers, emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services.”
