How Tenants Can Be Covered by the CDC Eviction Moratorium
On September 1, the Centers for Disease Control and Prevention (CDC) issued an emergency public health order to temporarily halt most evictions to prevent the further spread of COVID-19. The order's effective date is September 4, and it is effective through December 31, 2020. To be covered by the order, an eligible tenant MUST execute a CDC declaration form and submit it to their landlord certifying to the accuracy of a number of eligibility elements. The CDC's emergency order does not prohibit evictions resulting from issues other than nonpayment of rent. The eviction moratorium does not require landlords to forgive housing payments. In other words, rent is still due. KHC encourages partner agencies to advise at-risk renters that they complete the CDC declaration form to be covered by the eviction moratorium.

Healthy at Home Eviction Relief Fund Begins Taking Applications
Governor Andy Beshear signed Executive Order 2020-700, dedicating $15 million in federal Coronavirus Relief Funds for a Healthy at Home Eviction Relief Fund. The fund is a statewide effort to prevent Kentuckians from facing eviction and to allow landlords to realize substantial payments for back rent. It will allow tenants to remain healthy and housed throughout the COVID-19 pandemic. - Eligible tenants must live in any Kentucky county except Jefferson. (Jefferson County has its own federally-funded eviction relief program.)
- Both the tenant and the landlord must fill out an online application. They each must have one another's email address, documentation that the tenant is behind on rent, and other documents listed at teamkyhherf.ky.gov.
- Tenants must meet certain income guidelines based on county and number of persons in their household.
- Landlords must forgive 10% of the past-due rent as well as any late fees, penalties and interest related to non-payment of rent. Landlords must also agree to give the tenant 45 days for any future eviction.
Applications open September 8 and are taken on a first completed, first paid basis. The application will close when funds are exhausted. Assistance is available for past rent dating back to March 1, 2020, as well as future rent, subject to program limits. Payment will begin no sooner than September 25. It will focus on making the sell and sustaining units when relationships are challenged. Participants will practice interactions with landlords, including presentations to landlord groups, to ensure messaging is strong and framed effectively to get landlords to say, "Yes!" and house your clients.

Once a client has experienced eviction, it is even more difficult to help them find and maintain stable housing. This training will provide key strategies for maintaining strong relationships with tenants and landlords as well as tips for providing continuing education and housing-based case management so that tenants can avoid eviction.
