Free Fall Landfill Week is Sept. 15-20 | | |
Mandan Public Works is offering a Free Fall Landfill Week allowing city residents to dispose of certain debris free of charge, when brought out to the Mandan City Landfill from Sept. 15-20, 2025.
During Free Fall Landfill Week, the City Landfill will be open on Monday, Sept.15 through Saturday, Sept. 20 from 8 a.m. to 4:45 p.m.
Here's how it works:
-
Items will NOT be collected curbside with residential garbage. The landfill will accept items from Mandan residents, including furniture and appliances, free of charge.
- Residents dumping at the landfill will be required to show identification with proof of their city address.
- Appliances must be cleaned of all food and other debris before they will be accepted at the Mandan Landfill.
- There is a $4 charge per auto or $15 per truck tire. Larger tires such as tractor, semi-trailer or heavy equipment tires are charged at regularly listed prices.
- No building/construction materials (sheetrock, shingles, other roofing materials, and siding) but not limited to these items.
- No hazardous waste such as pesticides, insecticides, or harsh cleaning supplies.
- All paint must be in solid form. This can be done by adding sand, kitty litter, wood chips, or sawdust, and must be fully dry to dispose of at the landfill.
The road to the City Landfill. The City Landfill is located approximately 3 miles west of Mandan on Business Loop I-94, then south on County Road 82 a half mile, and west 1 mile. Remember to tie down or tarp all loads to prevent littering along the roadway. All unsecured loads are subject to a $25 fee, a load not tarped can be refused, and littering is punishable by State Law.
If you have any questions on Free Fall Landfill Week, please contact Mandan Public Works at 701-667-3240.
| | City Commission approves 2026 preliminary budget | | |
Mandan City Commission recently approved the 2026 preliminary budget. Before getting into the budget details, the City’s Finance Department leadership took a moment to explain House Bill 1176, passed during the 2025 legislative session and provided insight into how it will impact the maximum property tax levy for the taxing district.
Property Tax Cap. House Bill 1176 limits a taxing district, such as the City of Mandan, to a maximum increase to the district’s total property tax levy on existing property at 3%. The bill has several exemptions, with the most prevalent being an exemption for new growth. Training was recently held by representatives from the State of North Dakota, North Dakota Association of Counties, and North Dakota League of Cities, to help each taxing district understand the bill and how to properly compute the maximum allowable amounts. It is important to remember that the maximum cap is on the taxing district’s total property tax levy–not on each individual property.
2026 Preliminary Budget. The City’s proposed 2026 budget totals $41 million. Expenses for all funds combined are $3 million higher than the 2025 budget. Key factors driving this increase include employee salaries and benefits; operations and maintenance; debt; 7 new positions; and given the way the calendar falls, there will be a 27th payroll in 2026–there are typically 26 payrolls in a year.
Mandan’s average residential property valuation increase was 3.5% in 2025, equating to an $8 increase per $300,000 of true and full value for a residential property for the year. This excludes any special assessments.
| | Staff creates Special Assessment Inquiry Dashboard | | |
City of Mandan staff recently launched a new dashboard that will allow users to search a parcel or address for the property’s current special assessment balance (pending specials not included). This joint effort across several departments is intended to make it easier for individuals to view current special assessments on a property and make online payments.
The Special Assessment Inquiry dashboard is available at cityofmandan.com/specials. Once users enter the dashboard, they can search by parcel or address to view:
- A description of the special assessment project(s) tied to their property
- Original amount assessed to the property
- Remaining balance
- Estimated annual installment (the amount due on annual Property Tax Bill)
- Sum of current amount due; & more!
Once a payment is made, the sum of the current due may not reflect that payment until after the first of the following month.
If a user searches by their parcel number or address and nothing populates, that means there are no specials on the property at this time.
For questions related to a current special assessment, please contact the Finance Department at 701-667-3271 or email specials@cityofmandan.com. For questions on a pending special assessment, please contact the Engineering Department at 701-667-3225.

Tree inventory underway
Moore Engineering is completing a citywide tree inventory of City owned property and public right-of ways. The inventory is being conducted to provide data of existing tree species, sizes, and condition.
This information will help the City assess potential hazardous trees for removal, locate diseased trees or pests, and plan for future tree plantings and development. City staff apply for two $10,000 grants annually. These grants have a history of being awarded to applicants with a completed tree inventory. In addition, a tree inventory would help streamline recurring processes across several City departments. Moore began the inventory in August and plans to finish by Oct. 2025.
Field staff will be on site periodically, in high-visibility vests, to complete the work during this period. Some trees may contain a tree tagID number, however, this is for inventory purposes only. A tree tagID does not indicate if a tree will be saved or removed.
Project Contact Information. The City of Mandan has contracted with Moore Engineering, Inc. for this project. If you have questions regarding the tree inventory, please contact Grant Dockter at 701-425-1842.

Each participant pays tribute to an FDNY firefighter by climbing the equivalent of the 110 stories of the World Trade Center. Participants may choose to walk 2,200 steps around the track with local agencies if they cannot climb the stairs. Bunker gear, duty belts, and weighted vests are encouraged but not required.
This event is hosted by Mandan Fire Department, Bismarck Fire Department, Bismarck Rural Fire Department, Mandan Refinery Fire Department, and Mandan Cares.

| | | Memorial Hwy construction progress update | | |
Construction continues to move forward along Memorial Highway, with the following updates:
- Crews have been installing the water main, sanitary sewer, and storm sewer systems along the south side of the roadway, progressing westward from 46th Ave SE. To allow crews to safely complete underground utility and paving work, a full closure of the intersection is expected to remain in place until at least the week of September 22.
- Subgrade and gravel work began in late August, and concrete paving is expected to continue through September, following the Labor Day start.
- The temporary roadway surface along the north side of Memorial Highway is now open to traffic.
Due to weather impacts, progress on the project has been slower than anticipated. NDDOT and the prime contractor, Reede Construction Inc., are adjusting the construction phasing and adding additional crews to help ensure this year’s portion of the project is completed this fall.
Understanding Storm Sewers. One of the key project goals is to address drainage along Memorial Highway. Previously, ditches ran on either side of the roadway to collect runoff from rain in the summer and snowmelt in the winter. At times where larger volumes of rain or quickly melting snow were present, area businesses experienced stormwater standing on their property.
The proposed design includes curb inlets on either side of the roadway which will collect stormwater and channel it below the road in a gravity storm sewer system to the Missouri River and Heart River. While both will run beneath the highway, the storm sewer system is an independent system from the sanitary sewer collection system, which leads to the wastewater treatment plant.
Memorial Highway is constructed on very flat terrain. To allow for gravity to move the stormwater through the storm sewer pipe, it will be necessary for the depth of the pipe to reach as much as 15 ft. underground in some areas.
Upcoming Work. Ongoing construction activities on mainline Memorial Highway include removal of existing surfacing, roadway grading activities, and underground utility installation. Crews will be installing an underground stormwater trunk line on the south side of the corridor. Concrete placement for the final roadway surface is expected to start in early September.
