Ben Davis Conservancy District
Sharing an important message from one of our members looking for support!
|
Citizens Energy Group issued a letter to freeholders throughout the Ben Davis Conservancy District. The district was established in 1958 with the Indiana Conservancy Act to provide sewer service to our community. However, the Conservancy only pipes sewage from properties to a treatment plant owned and operated by Citizens Energy Group.
Citizens Energy Group has raised its rates in recent years with a projected increase of 900% from 2017 to 2025. So when the Conservancy announced that it would build a treatment plant to save money, Citizens responded with a $10 million offer to acquire the Conservancy––amounting to a few thousand dollars per property owner.
The acquisition would cost residents more throughout the years, particularly elderly residents with fixed incomes and low-wage families, as Citizens Energy Group would recover its $10 million investment through rate increases for residents. This is not without evidence. For example, Citizens acquired the sewer system in Westfield as a for-profit company and attempted to raise rates by 25%.
Residents of the Ben Davis community are apprehensive about the offer. In a recent online survey, residents overwhelmingly supported construction 13 to 1. Further, MSD Wayne Township Schools and multiple organizations throughout the community have committed their support, including the Alliance of Indiana Rural Water.
The Ben Davis Conservancy District advocates for a treatment plant, promising to control costs for residents. The proposed facility is a 4.0 MGD extended aeration treatment plant with an aerobic sludge digestion process.
Aerobic sludge digestion is a non-chemical process and uses oxygen for treatment. No noxious odors are produced as a result, such as methane or hydrogen sulfide. The plant will discharge into the Neeld Ditch with stringent effluent limits as determined by the Indiana Department of Environmental Management (IDEM).

Congratulations to Franklin County Water for winning the Final Regional Taste Test in Connersville! They've received a free registration to our Fall Conference and are moving on to compete against water from Fort Wayne, Garrett Water Works, and Hamilton Water Dept. at the "Best Tasting Water in Indiana" Competition!

Well Wishes to Kelly Strain!

After more than 12 years with the Alliance, we say goodbye and well wishes to our Member Services & Training Coordinator, Kelly Strain.
Kelly was a helping hand and wealth of knowledge here for every staff member of the Alliance, and she had an unbelievable work ethic. While she will be missed dearly, we are so happy for her as she takes on an exciting role with National Rural Water Association as their new Assistant Program Manager of the NRWA Apprenticeship Program. In this role, she will continue to be a great asset to the Alliance and state associations around the country! Best of luck and thank you for everything, Kelly!

Indiana to Receive Investment in Lead Service Lines and Water Infrastructure

EPA Water Research Webinar Series
A webinar will be offered every other month that will focus on EPA water research. The 2022 schedule is at the link below.
If you attend EPA webinars, you must submit the certificate and the credit form yourself. If you do not submit the form with the verification document, you will not get the credit.
(EPA Webinars must also be pre-approved to obtain wastewater credit.)

Regional Water Planning Meetings for the Indiana Finance Authority dates and locations are now available on the IFA website. Please review the map to find the meeting scheduled for your area and plan to attend.
As a reminder, utilities are required to attend at least one regional meeting a year. If you have questions, please email WaterResources@ifa.in.gov.

National Drink Beer Day (9/28): A world without water is a world without beer! No thank you 😉! This beverage requires 28 gallons of water to produce 12 fluid ounces of beer. On National Drink Beer Day (& everyday), drink responsibly and in moderation!

National Coffee Day (9/29): You wake up the day after National Drink Beer Day. Again, imagine a world without water. That world would mean there is NO COFFEE this morning. It takes 37 gallons of water to make the beans needed for one cup of coffee.
