Issue Brief 86 - Making the Most of the Moment: Brief Interventions Can Improve Children's Behavioral Health Services
An increased need for children’s behavioral health services coupled with significant workforce shortages has resulted in many children going without the care they need. Strategies to close this gap include a “stepped-care” approach that matches families with the most effective yet least resource-intensive treatment they need. CHDI's latest Issue Brief examines brief interventions, some as short as a single session, as a promising strategy to meet many families’ needs and help address the behavioral health workforce crisis.
Highlights from CT's Youth Mobile Crisis Services Annual Report
Connecticut's Mobile Crisis Intervention Services (Mobile Crisis) provides a critical service for children, youth, and families when a child is experiencing an emotional or behavioral crisis. This past year, demand for the service rose with an increase in call volume and episodes of care, while providers simultaneously faced staffing shortages and challenges from the pandemic. While these challenges contributed to a slight decrease in response time and mobility rates, findings from the SFY 2022 Mobile Crisis Annual Report (prepared by CHDI's Mobile Crisis Performance Improvement Center) showed that the service continued to meet the needs of children and families. Highlights include:
  • Mobile Crisis served 10,090 children through 13,328 episodes of care, an increase of 26% episodes from the previous year. 
  • Children’s functioning and problem severity improved at greater rates than last year.
  • 92.1% of all calls received a mobile, in-person response 
  • 79.2% of all mobile responses occurred within 45 minutes 
  • Mobile Crisis served a diverse group of youth, including higher rates of Black and Hispanic youth compared to the Connecticut population.

In preparation for the expansion of Mobile Crisis to support 24/7 in-person mobile response, Connecticut has significantly increased funding for the service for SFY 2023. Funds are being used to increase salaries, retain existing staff, hire additional clinicians, and invest in workforce development.

Margaret Grey, DrPH, RN, FAAN
Dr. Grey was a CHDI board member for ten years, serving on the Executive and Governance Committee, Program, Equity, and Communications Committee (PEC), and Audit Committee. She is the former dean of the Yale School of Nursing and the school's Annie Goodrich Professor of Nursing. Dr. Grey's leadership, insights, and service were instrumental in guiding and supporting CHDI over the past decade. Her commitment to CHDI will continue, as she will serve as an ad hoc member of the PEC committee.

In her decade of service on the CHDI board, Ms. Carroll was a member of the Executive and Governance Committee and Program, Equity, and Communications Committee. Throughout her time on the board, Ms. Carroll helped to ensure CHDI's work benefits families and provided a unique perspective as the parent of a child with special health care needs. Ms. Carroll works as a financial advisor for Raymond James Wealth Management Advisors and is involved with many organizations dedicated to children's services.

Dr. Spiegelman was a CHDI board member for nine years, serving on the Program, Equity, and Communications Committee. He is a practicing pediatrician in Manchester and was awarded 2020 Community Physician of the Year by Connecticut Children's, where he serves as Medical Director of Post-Graduate Medical Education. He is an Assistant Clinical Professor of Pediatrics at the University of Connecticut School of Medicine and an advisory board member for ACCESS Mental Health Connecticut.
CHDI Welcomes Three New Board Members

Joanne Corbin, PhD, MPhil, MSS
Dr. Corbin is Professor and Associate Dean for Academic Affairs at the UConn School of Social Work. She is a qualitative researcher with current research interests in the effects of armed conflict and displacement on social, cultural, and economic networks and systemic social work practice in public school settings. Prior to joining UCONN, Dr. Corbin was a professor at the School of Social Work at Smith College and an associate professor at the Yale Child Study Center. Dr. Corbin will serve on CHDI's Audit Committee and Program, Equity, and Communications Committee.

Mr. Norman is Head of Asset/Liability Management at The Hartford, where he has worked for over twenty years. He is a senior leader within The Hartford's Enterprise Risk Management organization and is responsible for the oversight and management of the company’s market risk profile and risk governance structure and for developing long-term investment strategies. He is a CFA charterholder and Fellow of the Society of Actuaries (FSA). Mr. Norman will serve on CHDI's Finance and Investments Committee and Audit Committee.

Mr. Mullin is Vice President, Associate General Counsel, and Assistant Secretary at Otis Worldwide Corporation where he specializes in governance, compliance, and employment-related matters. He previously worked for United Technologies Corporation (UTC), assisting with the integration of Rockwell Collins and the spin-off of Otis and Carrier as independent companies. Mr. Mullen holds law degrees from the University of Toronto (LLM) and Queens University (LLB). He will serve on CHDI's Finance and Investments Committee and Program, Equity, and Communications Committee.
CHDI is grateful to our outgoing board members for their invaluable contributions. The new board members will serve up to three consecutive three-year terms and help guide the organization in developing a new strategic plan geared towards providing a bridge to better and more equitable behavioral health and well-being for children and families.
Staff News
Paul Suter Retires After 18 Years of Exceptional Service
Congratulations to Paul Suter on his well-earned retirement after 18 years of service to CHDI. In his role as Vice President for Finance & Operations, Paul Suter led the accounting and finances of CHDI (2004-2022) and the Children's Fund of Connecticut (2004-2021). In addition, Paul oversaw operations, contract management, and human resources and played an invaluable role in shaping CHDI into the organization it is today. He joined CHDI in 2004 with twenty years of experience in public accounting as a partner in Filomeno and Company, P.C. He is a Certified Public Accountant, a member of the American Institute of Certified Public Accountants (AICPA) and Connecticut Society of Certified Public Accountants (CSCPA), and Treasurer of the Board of Directors for the Connecticut Council for Philanthropy. We wish Paul a wonderful retirement. He will be greatly missed!
Tiffany Franceschetti Promoted to Senior Associate at CHDI

Congratulations to Tiffany Franceschetti, LCSW on her promotion to Senior Associate, where she will manage the dissemination and implementation of several evidence-based practices (EBP) for CHDI. Tiffany has over 15 years of experience in children’s behavioral health, including more than eight years at CHDI. She has disseminated and implemented several EBPs during this time, including MATCH, TF-CBT, and the Early Childhood Learning Collaborative (ECTC). She has extensive experience using the Learning Collaborative methodology and is a state trainer for MATCH. 
CHDI Bids Farewell to Tianna Hill and Amanda Kach
CHDI wishes Tianna Hill, MSW well in her new position as the Regional Trauma Coordinator for the LEARN Regional Educational Service Center. In her seven years at CHDI, Tianna served as both Project Coordinator for the School-Based Diversion Initiative (SBDI) and Communications Associate (2018-2021). She guided schools across the state to reduce their use of exclusionary discipline and support student behavioral health needs. She also helped CHDI promote employee wellness, advance anti-racism, and improve hiring practices. In her new role, Tianna will contribute to the planning, development, and implementation of trauma-informed training for LEARN in southeastern Connecticut. We anticipate opportunities to continue our work with Tianna in her new role.
CHDI wishes Amanda Kach, MEd well in her new position as Associate Research Analyst for the Office of Early Childhood (OEC). She will be working on a team whose goal is to improve Early Intervention Service outcomes and develop Birth-Three systems, procedures, and guidance tools. Amanda joined CHDI in 2019 as a Data Analyst, where she supported multiple evidence-based treatments, children's outpatient services, and the Trauma for ScreenTIME initiative. She also helped advance the work of CHDI's Committee on Anti-Racism and Equity (CARE). She brings her extensive experience with data analysis and children’s mental health to her new role.

Our most recent staff training "LGBTQIA+ Awareness and Allyship," provided an overview of sexual orientation, sexual behavior, and sexual identity, as well as sex, gender identity, and gender expression, and identified opportunities for us all to demonstrate inclusiveness and act as allies of those identifying in the LGBTQIA+ community.
