Each year, the municipalities of Cortlandt, Buchanan, and Croton-on-Hudson hold a remembrance ceremony at the memorial. This year's Tri-Municipal 9/11 Memorial Ceremony is scheduled for Wednesday, September 11th, at 4:00 PM at Croton Landing. Attendees are encouraged to join in honoring and remembering the lives lost on this somber day. For convenience, a shuttle van will be available to transport attendees to the memorial site. In the event of inclement weather, the ceremony will be held at the Harmon Firehouse, located at 30 Wayne Street, Croton-on-Hudson.

As this newsletter is being compiled, the first day of school has passed, commuters are returning to their regular routine and the offices at the Municipal Building are back to their normal hours. I hope that everyone was able to enjoy some or all of the great activities that Croton has to offer this summer. There are many more planned for the fall, so please be sure to check our website and social media pages frequently!

As many of you likely know, the Village Board of Trustees continue to consider a number of special permit applications, along with one zoning petition. The special permit applications are for a battery energy storage system at 1 Municipal Place, a mixed-use building at 325 South Riverside Avenue, and a multifamily residential building at 1 Croton Point Avenue; the zoning petition has been requested for changes at 1 Half Moon Bay Drive to permit multifamily housing at that location. Project pages for each application/petition have been created on the Village website and I encourage anyone who is interested to review the materials which have been posted. A public hearing on the battery energy storage system has been scheduled for September 11 at 7 p.m., and a public hearing on the multifamily residential building at 1 Croton Point Avenue has been scheduled for September 18 at 7 p.m. Both will be held at the Municipal Building.

The solar canopy project at the Croton-Harmon Train Station parking lot has moved into its final phase of construction. Currently, sections C, D (handicapped) and E (preferred) are closed for construction. Handicapped and preferred parking have been relocated to Section F for this phase of construction. Please look for the appropriate signage when parking in Section F. Thank you for your continued patience as we hopefully see the successful completion of the project this fall.

There have been some questions recently regarding the Village’s repaving schedule. Last year, the Village intended to pave eight streets through our annual resurfacing program. Due to the abnormally wet fall season that occurred, work on some streets had to be delayed. Additionally, it was discovered that a significant amount of drainage work needed to be completed on Hessian Hills Road and Hixson Road before those streets could be repaved, which resulted in further unforeseen delays. It is expected that the remaining streets (Locanto Street, Oneida Avenue, Palmer Avenue and Michaels Lane) will be repaved this fall. The southern end of Nordica Drive will also be repaved as part of Con Edison’s gas main replacement work. Further information will be shared as the schedule is finalized with the Village’s contractor.

The annual Croton-on-Hudson Village-Wide Tag Sale will take place on Saturday, September 14th, from 10 AM to 4 PM, with a rain date of Sunday, September 15th. This popular community event will feature over 80 homes participating, offering an exciting opportunity for residents and visitors to discover unique treasures and great deals all around the Village.

The map, showcasing all participating homes, is available online at crotononhudson-ny.gov/tagsale and in local papers, guiding eager shoppers to every location.

The Village of Croton-on-Hudson is actively pursuing funding through the NY Forward program, a state initiative aimed at revitalizing downtown areas in smaller communities across New York. As part of the application process, the Village is seeking input from residents, business owners, and local stakeholders to help shape its vision for a more vibrant downtown.

To encourage greater community involvement, the Village of Croton-on-Hudson will host a Town Hall on Monday, September 23, 2024, providing an opportunity for attendees to review and discuss proposed downtown improvement projects. Residents are encouraged to submit their project ideas for consideration by the September 18, 2024, deadline via the online submission form available at crotononhudson-ny.gov/nyforward.

The Town of Cortlandt, Village of Croton-on-Hudson, and Habitat for Humanity have partnered to launch the Plus One ADU program, helping homeowners create accessory dwelling units (ADUs) on their properties. ADUs, such as backyard cottages and separate-entry apartments, provide affordable housing options and help families generate income and build generational wealth. Funded by New York State Homes and Community Renewal, the program offers grants of up to $125,000 to eligible homeowners.

Storm Sewer or Sanitary Sewer?

 What’s the difference?

Many residents often think that storm sewers and sanitary sewers are the same, but they serve very different purposes. The Croton-on-Hudson Department of Public Works (DPW) is responsible for maintaining both types of systems to ensure the community's infrastructure remains efficient and functional.

• Storm Sewers: These capture and redirect rainwater, snowmelt, and other runoff. The catch basins, typically found at the curb, carry stormwater to nearby water bodies like the Croton River or Hudson River, keeping streets dry and preventing flooding.

• Sanitary Sewers: These systems transport wastewater from homes and businesses—such as from sinks, showers, and toilets—to treatment plants. Manhole covers on the street often indicate the location of sanitary sewer lines. The DPW maintains and repairs 27.5 miles of sanitary sewer lines and 768 sanitary sewer manholes across the village.

What Causes Sewer Backups?

One of the common issues handled by Croton’s DPW is sewer backups. These are often caused by:

• Clogged Pipes: Items like toilet paper, hair, grease, and inappropriate items like wipes, diapers, and napkins can block the system. These should be properly disposed of in the trash, not flushed.

• Tree Roots: Roots from trees can penetrate sewer lines, even if the trees aren’t directly near your property. Video inspection technology helps the DPW identify and address these issues, ensuring repairs are made quickly and effectively.

Croton PD Host First National Night Out

The Village of Croton-on-Hudson hosted its first-ever National Night Out event on Tuesday, August 6, 2024, in the parking lot of the Stanley H. Kellerhouse Municipal Building. Residents gathered for a fun-filled evening of community engagement and safety awareness, made possible by the dedicated efforts of the Croton Police Department, the Police Advisory Committee, Croton EMS, the Croton Fire Department, ShopRite of Croton, and numerous community volunteers.

The event featured meet-and-greets with local police officers, firefighters, and EMS personnel, giving attendees a chance to explore specialized vehicles and equipment. Families enjoyed interactive activities, live music, and games, along with community information booths. Among the event highlights were a dunk tank hosted by the Police Benevolent Association (PBA) to raise funds for My Sister’s Place, an organization that supports victims of domestic violence and human trafficking.

New Flashing Beacons Installed on Maple Street to Enhance Safety for PVC Middle School Crosswalk

Just in time for the new school year, new rectangular rapid flashing beacons (RRFB) were installed along Maple Street at the crosswalk leading to PVC Middle School. Installed by DPW with assistance from the Village’s electrician, the RRFB system will provide additional safety for pedestrians when a crossing guard is not present. Please be alert when driving on Maple Street; if you see the beacons flashing, someone is waiting to cross or in the process of crossing the street. Remember to always yield to a pedestrian in the crosswalk; it’s the law!

HVCC to host 8th Annual Scarecrow Contest

The Hudson Valley Gateway Chamber of Commerce will once again host the Annual Croton-on-Hudson Scarecrow Contest! Entries by individuals, families, teams, schools, churches, clubs, organizations & businesses are welcome! The goal of this contest is to create a gallery of fun, inventive scarecrows throughout the Village. Entries are due the week of October 7th, and winners will be announced October 24th. Westchester County Clerk Timothy Idoni’s community outreach staff will be visiting the Municipal Building in the Mobile Passport Truck. The staff will be able to assist you in applying for a passport, renewing a passport, preserving military discharge papers, or filing a business certificate. In-person notary services will also be available.

Croton Caring will partner with ShopRite of Croton for its semi-annual "Stuff the Truck" event. Shoppers will receive a flyer listing high-need food items, and volunteers will be present to accept food donations. Community members' continued support is greatly appreciated.

Service Academy Information Session

The office of Senator Kirsten Gillibrand will be hosting an information session for students and families interested in learning about opportunities to attend one of the nation's five service academies: U.S. Air Force Academy, U.S. Coast Guard Academy, U.S. Merchant Marine Academy, U.S. Military Academy, and U.S. Naval Academy. This event will also feature a representative from a Reserve Officer Training Corps (ROTC) program and representatives from local institutions designated as National Centers of Academic Excellence in Cybersecurity (NCAE-C). They will discuss opportunities through the Department of Defense’s Cyber Service Academy Program, similar to the DoD’s Cyber Scholarship Program. Senator Gillibrand is also currently accepting applications for her 2024 Service Academy Nominations. The Westchester County Mobile Shredder is coming to Croton-on-Hudson on Friday, September 27th, 2024. Residents may bring confidential personal papers for shredding from 9:00 AM to Noon. The Shredder will be parked in the Croton Train Station Parking Lot A, near 1 Croton Point Avenue. Residents can bring up to 4 file-size (10”x12”x15”) boxes of confidential papers per household for shredding. Please remove all large binder clips and covers prior to arrival. 

Curbside Food Pantry

Croton Caring will be hosting a Mobile Food Pantry at the Croton Municipal Building parking lot. The event will offer free healthy fresh fruits, vegetables, eggs, and more on a first-come, first-served basis. The program is open to all residents of Croton.

Croton Business Council Oktoberfest

The Croton Business Council will host the fourth annual Oktoberfest on Saturday, September 28th, in the Village of Croton-on-Hudson. This festive event will feature a vibrant mix of food, drinks, arts and crafts, live music, and family-friendly activities. Attendees can look forward to a street filled with traditional German fare, artisanal foods, craft beers, wines, and international delights from various local vendors. Non-food vendors will also be present, offering a wide range of goods.
