Village Adopts Updated Local Waterfront Revitalization Program (LWRP)

At the August 14th Board Meeting, the Board moved to adopt an amended Local Waterfront Revitalization Program (LWRP), updating the Village’s original LWRP from 1992. The LWRP is a comprehensive land and water use program that expresses a vision for the waterfront and refines State coastal policies to reflect local needs and objectives, allowing communities to protect and preserve waterfront resources at the local level.

As the final days of summer pass before the new school year begins, I hope you have had a chance to visit Silver Lake for a swim or take a stroll along our beautiful Croton Landing RiverWalk. I would like to give you a brief progress update on a few projects taking place within the Village.

The solar canopy project located at the Croton-Harmon Train Station parking lot is fully underway. South of the train station platforms, two trenches have been excavated and conduit installed to power the carports. The equipment pad for the inverter and other equipment has also been excavated. North of the platforms, near Croton Point Avenue, the battery energy storage system (BESS) pads have been set and the trenches for the conduit are currently being cut and excavated. Construction on this project is expected to be completed by February 2024 and it is expected to be fully operational by the end of May 2024. This system will add more than 4 mW of power into the grid, which is enough power for up to 700 homes. The operator of this system has a long-term lease agreement with the Village for use of this Village-owned property.

The housing development at 41-51 Maple Street is also progressing after starting construction earlier this year. This parcel, sometimes known as the “Katz Property”, was sold by the Village to an affordable housing developer for $2 million in 2022. This development will add 33 affordable units to the Village's housing stock in an area of the Village that is easily walkable for necessities. It is expected that the property owners will begin their marketing plan for the units later this year; this information will be shared once it is available.

Construction began this summer at 25 South Riverside Avenue (the former home of Croton Hardware and BestWeb Internet). This project consists of 39 units of housing and is expected to be completed in 2024, including 4 affordable units. The Planning Board, as part of their site plan approval, required a full landscaping plan to be implemented once construction is completed. A final certificate of occupancy will not be issued until this plan is completed.

I encourage anyone with questions on the above to reach out to my office. Materials and additional information regarding these projects are also available on the Village website on the "Projects and Initiatives" page under the Citizen Action Center.

I wish you and your family a safe and happy Labor Day Weekend.

Sincerely,

Bryan T. Healy
