AER Bulletin 2020-15: New Edition of Directive 060
On July 7, 2020, the AER released a new edition of Directive 060: Upstream Petroleum Industry Flaring, Incinerating, and Venting. Section 2.6 has been updated to permit the use of incinerators and enclosed combustors (for unconserved gas volumes greater than 900 m3/day) between 100 m and 500 m of a residence for facilities with first gas disposition after January 1, 2020.

Guideline PNG015: Applications for Commingled Abandonments (Guideline PNG015), released on July 24, 2020, describes the process for applying to the ER for commingled abandonments of wells located in the Milk River and Medicine Hat Formations.

Conducting a step rate injectivity test for injection or disposal wells is not always necessary. However, the classification of the well (ie. injection vs. disposal) is an important distinction that often gets overlooked when determining the MWHIP.

SK: BT 2020-022 – Publication of Base of Groundwater Protection GIS Data
The ER has established the Base of Groundwater Protection GIS data for a portion of the province and published this data to the GeoAtlas and GeoPlanner. This was done in support of oil and gas well completion and abandonment requirements outlined in Directive PNG005: Casing and Cementing Requirements and Directive PNG015: Well Abandonment Requirements.

BCOGC INDB 2020-14 – Packer Isolation Test (PIT) Submission Changes  
As of July 27, 2020, all Packer Isolation Test (PIT) Reports must be completed and submitted using the electronic form in eSubmission. After this date, PIT reports submitted to welldatamail@bcogc.ca will no longer be accepted. A well permit holder must conduct annual packer isolation tests and submit the test results. Guidance for submitting PIT reports can be found in the updated eSubmission User Guide.

SK: BT 2020-018 – Updated Version of Directive PNG001
On June 19, 2020 an updated version of Directive PNG001: Facility Licence Requirements came into effect. Guideline PNG001: Facility Licensing Process has been created to support the new application process in IRIS.

SK: Temporary Oil and gas Regulatory Relief Rescinded
Certain temporary oil and gas regulatory relief measures due to the COVID-19 which were put in by the Ministry of Energy and Resources (ER) ended as of September 1, 2020.

BCOGC INDB 2020-21 – Orphan Site Restoration Levy 2020/2021
The BCOGC announced that the temporarily postponed invoicing of the Orphan Site Restoration Levy has been terminated. As such, BCOGC started to issuing invoices for the levy on September 1, 2020. The amount to be levied is $11.25 million as per section 24.3 of the Fee, Levy and Security Regulation.
