As part of the organization and professionalism of Catholic Charities agencies across the USA, Monsignor John O’Grady, executive secretary of the National Conference of Catholic Charities, “helped establish the first National Public Housing Conference in 1931, which helped pass the National Housing Act of 1934. This act created the Federal Housing Administration and made housing and home mortgages more affordable.”

Those were the early days of Catholic Charities East Bay, which was being organized by Father Mulkern and began operating in 1935. Over the decades, Catholic Charities East Bay would become known for keeping people housed by paying rent to landlords for families and seniors facing eviction. In 2023, Catholic Charities East Bay helped 126 families and seniors stay housed, thanks to $408,591 in rental assistance.
The average amount of rent paid per family in 2023 was $2,745, and the average household income was $37,167.
