October 5th is the last day to register to vote in the November 3rd election. With mail moving slowly, it is important to get this taken care of NOW!
25% of Texans couldn’t vote in the March primary because they weren’t registered. Thousands of students have turned 18 since March. Encourage your colleagues, friends, neighbors, and students to register and vote!

Disaster Declarations Update
TDI Emergency Rules on Telehealth Rates Expiring
TDI emergency rules on telehealth rates will expire on Saturday, 9/12/20. The Texas Department of Insurance (TDI) adopted in March and extended in June the requirement that insurers licensed in Texas cover telemedicine services, including mental health visits, at the same rate as in-person visits. These rules cannot be extended. TCA, TAMFT, NASW-TX and TSCSW have appealed to TDI to adopt new but similary rules. Several insurers are extending their coverage through December 2020. Providers and/or clients will need to check with their insurers to confirm coverage.
State Disaster Declaration Extended
Governor Greg Abbott extended the Disaster Declaration he issued in March through October 7, 2020. Disaster declarations must be renewed every 30 days. Any rules or statutes that impede the state’s ability to effectively respond and deliver needed services during a disaster are suspended. During a disaster, professional counselors licensed in other states may deliver services to clients located in Texas due to the pandemic without seeking licensure in Texas.

TSBEPC Updates
Remember to take the Human Trafficking Course. Beginning in September 2020, all licensees are required to complete a one-hour human trafficking course to renew their licenses. Learn more and register.
There has been a delay in adoption of recently published proposed rule changes, including the title change from LPC Intern to LPC Associate – an initiative TCA has been promoting for years! BHEC is awaiting approval of the proposed rules from the Governor’s office. Hopefully, this process will be complete and the rules enacted by the end of October. TCA will send an announcement as soon as we know.
